KfW (German Development Bank) is seeking qualified experts for several upcoming consultancy opportunities in Indonesia. We seek professional consultants specializing in marine debris, solid waste management, circular economy, blue economy, and public policy to support our policy-based program in Indonesia.

Experts should possess a minimum of two of the following direct or relevant professional experience on the topic(s) above:

• Establish and manage the implementation of a policy monitoring framework
• Conduct Environmental and Social (E&S) risk assessments and develop a comprehensive monitoring and mitigation plan
• Develop and execute different approaches to engage on policy dialogues with central or local government stakeholders as well as non-governmental stakeholders in Indonesia
• Conduct policy analysis (individually or in a team) and communicate the results to government or non-government stakeholders through various means including written outputs
• Develop ideas, design, and define terms of references of technical assistance for the government
• Organize high-level focus group discussion, workshop, conference, or other multi-stakeholder forums

Desired qualifications:

• Minimum experience of 5 years. Junior to senior experts is welcome to send CVs.
• Understanding of Government of Indonesia policies, practices, legal framework and procedures on marine debris reduction, circular economy, blue economy, or solid waste management at national and local level
• Direct professional experience with bilateral or multilateral organizations such as KfW, ADB, AFD, GIZ, or similar organizations. Experience in a design or monitoring of a policy-based loan or development policy loan financed program is a plus.
• Experts must have proficiencies in English and fluency in Bahasa and able to provide interpretation for both languages when required.
• Self-driven, ability to work individually and in a group
• Strong verbal and written communication skills
• A balance between analytical and technical skills
• Ability to work through multiple layers of administration and stakeholders

Expert must be eligible to work and reside in Indonesia.
