TECHNICAL ASSISTANCE TO BADAN LAYANAN UMUM DAERAH UNIT PELAKSANA TEKNIS DINAS PENGELOLAAN AIR LIMBAH DOMESTIK KOTA BEKASI
1. BACKGROUND
Water.org is an international non-profit charitable organization based in the US. It has field or country offices in 13 countries which includes Indonesia. Water.org is focused on promoting wide access to water and sanitation services, especially toward poor households, or Base of Pyramid (BoP) households. Water.org works with partner organizations in various countries including microfinance organizations and water utilities. The purpose is to help these institutions promote water and sanitation loans or water connection financing services (in the case of water and wastewater utilities) to BoP households. As of June 2023, Water.org has empowered more than 58 million people (include 4.3 million people in Indonesia) through its major programs to gain access to clean water and sanitation.
Since 2016, Water.org Indonesia has been working with water utilities (PDAMs) and wastewater utility (PD PAL) in Indonesia on implementing WaterConnect program. Currently, Water.org has established cooperation with 30 PDAMs in Java Island and 1 PDPAL in DKI Jakarta Province to offer water financing products to improve access to clean water to low-income communities. Throughout the past two years, the program has produced great results and high demand to scale the program through an “adoption” approach.
The Department of Housing, Settlements and Land through the Regional Public Service Agency (BLUD) Service Technical Implementation Unit (UPTD) Domestic Wastewater Management (PALD) of Bekasi City is an institution given the task and authority to organize the Domestic Wastewater Management System (SPALD) in the region administrative Bekasi City by the Bekasi City Government. For this purpose, the BLUD UPTD PALD of Bekasi City needs to prepare a Business Plan to determine achievement targets for the next 5 years or medium term. To prepare the Business Plan, BLUD UPTD PALD of Bekasi City request assistance to Water.org. For this reason, Water.org has prepared this ToR which will be used as a guideline in preparing the Business Plan for Implementing SPALD of Bekasi City for 2025 – 2029.
Referring to the Minister of Public Works and Public Housing Regulation (PERMENPUPR) No. 4 of 2017 concerning SPALD, which is meant by:
• SPALD is a series of domestic wastewater management activities in one unit with domestic wastewater management infrastructure and facilities.
• Implementation of SPALD is a series of activities in carrying out development and management of infrastructure and facilities for domestic wastewater services.
• Domestic Wastewater is wastewater originating from businesses and/or residential activities, restaurants, offices, commerce, apartments, and dormitories.
• Fecal Sludge Treatment Plant (IPLT) is a wastewater treatment plant designed to only receive and process fecal sludge originating from the Local Processing Sub-system.
• Domestic Wastewater Treatment Plants (IPALD) are water building that function to treat domestic wastewater.
Domestic wastewater consists of toilet wastewater (black water) and non-toilet wastewater (grey water). SPALD in Indonesia is divided into 2, namely Local SPALD (SPALD-S) and Centralized SPALD (SPALD-T). SPALD-S is a management system that is carried out by processing domestic wastewater at the source location, then the processed sludge is transported by means of transport to the Fecal Sludge Processing Sub-system. Meanwhile, SPALD-T is a management system that is carried out by channeling domestic wastewater from sources collectively to the Centralized Treatment Sub-system for processing before being discharged into surface water bodies.
2. SCOPE OF WORK
Water.org intends to engage a consulting firm as consultants with previous experience of working with Domestic Wastewater Management System (SPALD). Previous experience of assessing development work around water and sanitation would be an advantage. The selected consultant will be engaged to provide services on Technical Assistance to prepare of a Business Plan document of BLUD UPTD PALD of Bekasi City.
To achieve this goal, the consultant must refer to document at least Regulation of The Minister of Home Affairs of The Republic of Indonesia No 118/2018, Regulation of The Minister of Public Work and Housing (MPWH) of The Republic of Indonesia No 4/2017 and other related references.
The business plan should consist of at least the following elements*:
1. Demand study analysis based on secondary data (studi kebutuhan berdasarkan data sekunder)
2. Executive summary (ringkasan eksekutif)
3. Introduction (pendahuluan)
4. Evaluation of previous business plan (if any) – evaluasi hasil Rencana Bisnis sebelumnya yang sudah berjalan
5. Current existing condition of BLUD (kondisi saat ini)
6. Direction, goals, strategies, and policies (arah, sasaran, strategi, dan kebijakan)
7. Programs BLUD (program)
8. Implementation of risk management (penerapan manajemen risiko)
9. Assumptions used in preparing the business plan (asumsi yang dipakai dalam penyusunan rencana bisnis)
10. Financial projections, investments, and equity capital (proyeksi keuangan, investasi dan penyertaan modal)

Assignment Summary
The Consultant will assist Water.org Indonesia to conduct a Business Plan Document of BLUD UPTD PALD of Bekasi City to Implement of SPALD is a series of activities in carrying out development and management of infrastructure and facilities for domestic wastewater services in Bekasi City.

4. REQUEST FOR PROPOSAL
Water.org aims to hire consulting firm to work with Water.org Indonesia to implement the Project as described in the scope of work outlined above. The proposal should include a technical and financial proposal well as a project schedule, please refer to the schedule section for additional information. Applicants, at least Team Leader, must exhibit the following qualifications:
• Understanding of TOR.
• Experts and at least have experience in 5 Domestic Wastewater Management System (SPALD) projects.
• Familiar with the SPALD business process.
• Demonstrated experience in preparing Business Plan in SPALD (please attach a CV that is only directly related to waste water projects)
• Having knowledge and experience on mitigation and adaptation to climate change is value-added.
The team consists of at least a Technical Expert (as Team Leader), Finance expert, and Assistant of Technical Expert in the wastewater sector.
5. BUDGET
The budget proposal must be submitted by the consulting firm, and approval of the final budget is fixed and cannot be negotiated. All budgets will be provided in IDR. Budget notes are encouraged.
Examples are provided with the attached budget template. Consulting firms must provide budget information in the attached format, or with any other format that specifies the details of the same. All components of the tax should be included in the budget. The Consulting firm will be responsible for paying all the taxes.
A sample of payment terms is by following:
• First tranche – 30% of the contract price – upon signing of the contract.
• Second tranche – 40% of the contract price – upon submission of the draft final report of the Business Plan.
• Third tranche – 30% of the contact price – upon submission of the final report of the Business Plan.
