Trainee on Economic Policy (Project: MDBs for GPGs)

Project Overview

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development. In Indonesia GIZ has been working since 1975 with the country office located in Jakarta.

Since Q2 2023, Sector Programme (SP) Multilateral Development Banks for Global Public Goods (MDBs for GPGs) has been established in Indonesia, aiming to support the knowledge creation in the thematic field of Development Financing, especially focusing on the interlocking (Verzaehnung) among institutions offering Financial Cooperation (FC) and Technical Cooperation (TC). Hence, the SP MDBs assist the BMZ on how to German TC & FC development actors can cooperate better in Indonesia.

In the first phase of the project (2023-2025), the project has been laying foundational ground for identifying opportunities for future TC & FC cooperation, namely Country Portfolio Analysis, Stakeholder Mapping, as well as knowledge creation and dissemination activities. For Government of Indonesia (GoI), the project has been contributing to the Study of Alternative Development Financing Strategy submitted as a sub chapter of Indonesian Mid-Term National Development Plan (RPJMN 2025 – 2030). The project also works with relevant GIZ projects and its stakeholders to identify possibly cooperation opportunities.

In the last phase of its implementation in Indonesia, the project aims to finalize the status quo findings via (1) digitalization of knowledge products in DMS; (2) validation of recommendations and analysis, and (3) dissemination of its findings and recommendations into wider audiences. These will serve as stepping stone for GIZ Indonesia if it needs to collaborate with FC in the near future.

To support the implementation of the project in Indonesia, we are currently seeking 1 (one) qualified Indonesian candidate for this position.

Responsibilities

  • Support the MDBs Advisor in analysing the potential and opportunities for increased bi/multi cooperation activities between German bilateral development cooperation and Multilateral Development Banks (MDBs) project portfolios, especially in the Energy Transition, Circular Economy, and Green Infrastructure sectors.
  • Support the initiation and implementation of collaboration between German bilateral technical and financial cooperation within MDB initiatives.
  • Compile documents and support disseminate learnings and best practices from cooperation initiatives in Indonesia among German development cooperation actors and policy.
  • Support the MDB Advisor in reporting lessons learned from bi-multi cooperation activities in Indonesia for BMZ.

Tasks

  • Support the project in completing activities according to the MDB operational plan.
  • Support the project in hiring local consultant(s) to develop a study regarding MDB with focus on Bappenas’s priority strategic sectors.
  • Support the project in conducting a multi stakeholder dialogue to promote MDB and to have discussion between MDB and respective stakeholders.
  • Support the MDB’s advisor in mapping relevant MDB actors in selected sectors (actor mapping), e for potential cooperation and compile briefings on programming processes of relevant MBDs.
  • Support the project in the dissemination of best practices/studies/tools on bi/multi cooperation within the actors of German development cooperation.
  • Support the project in organizing workshops/meetings to support a stronger collaboration between German Development Cooperation and MDBs in Indonesia.
  • Compile regular reports on the progress of bi-multi cooperation in selected sectors i.e. energy transition and green and sustainable infrastructure.

Job Requirements

Qualifications

  • University graduated majoring in theoretical & empirical economics, political science, with meaningful experience on processing large datasets and descriptive statistics.

Other knowledge, additional competences

  • Excellent active communication capability in English and Bahasa Indonesia (speaking, reading and writing).
  • Excellent command of MS-Office ecosystem and ability to cope with mobile working environment.
  • Able to communicate effectively and independently without significant supervision.
  • Strong motivation to learn and understand the context of international development cooperation during the assignment.
  • Overseas experience through student exchange programme is a strong advantage.

Duty Station: Jakarta

Working Hours: 5 working days per week, 8 working hours per day

Period of Traineeship: 4 – 6 months
