Background
United Cities and
Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional
Sections of the United Cities and Local Governments (UCLG). UCLG ASPAC
Secretariat is located in Jakarta, Indonesia. UCLG is the largest association
of local governments in the world and the officially recognized voice of local
governments by the United Nations. The Asia and Pacific region is the biggest
regional section of UCLG that links more than 7.000 cities and local
governments. It represents well over 3.76 billion people-more than half of the
world population-and incorporates economically fast developing countries such
as China, India and Indonesia.
UCLG ASPAC is the key
knowledge management hub on local government issues in the Asia-Pacific region.
It promotes democratic local government, supports cooperation between cities,
local governments and their associations, and facilitate programmes, networking
and connectivity amongst them in building their capacities. Moreover, UCLG
ASPAC represents local governments politically within the International
community, and with the United Nations and its agencies. It also promotes
inclusive societies which safeguard quality, social and economic justice, and
sustainable community development. UCLG ASPAC is engaged in all relevant
thematic fields for nurturing sustainable development comprising poverty
alleviation, climate change, disaster resiliency, culture, strategic planning,
decentralization, local finance, women empowerment, and good governance.
In one of our
thematic fields, UCLG ASPAC has been promoting Local Economic Development (LED).
Local economic development (LED) is a bottom-up approach to creating wealth and
jobs. The involvement and leadership of local governments in planning,
implementing and coordinating strategies of local economic development is
crucial to promoting sustainable economic development. Given this, UCLG ASPAC
aims to build local government’s capacity in LED by organizing a workshop in
December 2016. In collaboration with DELGOSEA and MALA, the workshop will focus
on the improvement of local staff capacity on how to analyze the opportunities
on improving local economic in their respective cities/regencies.
Objective of the Assignment
We are currently
looking for a lead trainer/ facilitator to deliver a 3 day capacity building
workshop for the “Introduction to Local Economic Development”. The consultant
will develop an interactive workshop designed to facilitate knowledge exchange
and cross learning between municipal governments, private sectors, and civil
society in the areas of LED, inclusive growth, and business enabling
environment.
The consultant is responsible for:
•    
Designing
the training agenda and module each sessions
•    
Facilitate
the 3 day event on December 13 – 15 2016
•    
Align
facilitation style and workshop design with goals as directed by UCLG ASPAC
•    
Ensure
maximum interactivity in design of workshop
•    
Identify
relevant experts and key actors in LED; extend invitations to these persons
•    
Ensure
the key deliverables are submitted within deadline with high qualified
standard.
UCLG-ASPAC will support the consultant in the following
areas:

Work
with the consultant to guide the designing of the agenda
•    
Provide
logistical and administrative support to the consultant to facilitate the event
•    
Facilitate
communications between consultant and relevant parties as needed

Qualifications
•      
Minimum
Bachelor’s degree preferable from from economy,
development studies or other related backgrounds.
•      
Minimum
5 years of experience on facilitating and coaching.
•      
Good
substantive and technical understanding in local economic development, regional
development, and local governance.
•      
Good
working knowledge of English.
•      
Ability
to work independently with very little supervision.
•      
Ability
to manage an international workshop with multi-cultural participants.
•      
Ability
to communicate and coordinate with broad range of staff.
•      
Demonstrate
a high level of commitment and responsibility towards completing assignments
efficiently, accurately and in a timely manner.
•      
Display
high standards of ethical conduct

The consultant will
be working for 2.5 months, starting on mid of November.
