based pilot project for urban climate Program Summary
Urban Climate Change Resilience Trust Fund (UCCRTF) aims to scale up urban
climate change resilience (UCCR) especially for the urban poor across 25
secondary cities in Asia, prioritizing seven of ADB’s developing member
countries (DMCs), namely Bangladesh, India, Indonesia, Myanmar, Pakistan,
Philippines and Viet Nam. The UCCRTF takes an urban systems-centered approach
that supports climate change integration into city planning, project development
and implementation, operations and knowledge sharing and capacity building, to
reduce the risks of increasing urbanization and climate change on urban populations, particularly the
poor.
to UCCRTF’s overall goal that cities in
selected DMCs, especially the poor and vulnerable residents, are more resilient
to the direct and indirect impacts of climate change. The outcome is
that vulnerable communities in selected UCCRTF supported cities are made more
resilient to the impacts of climate change and the outputs are that community
resilience plans are prepared, at least 20 community-led projects are
implemented, and mechanisms are established to sustain the community-led
projects after the project period.
Community based pilot project for urban climate change resilience
livelihood experts will provide technical assistance to project team, community
and local stakeholders in identifying, developing and/or diversifying
livelihood for the vulnerable community in project areas to reduce climate
impact and increase economic resilience. The livelihood expert is expected to
have experience in working on this issue within the urban context and special
emphasis on inclusion of youth and gender. The experts will also be responsible
in providing advice and support in strengthen the livelihoods components of the
program. S/he will need to ensure the livelihoods components is integrated into
other project components and its implementation is performed as plan and could
achieved the desired program impact, therefore this expert will also contribute
in providing the necessary information needed for monitoring, evaluation,
research and documentation of lessons learnt.

10+ years’
experience in supporting community and city stakeholders in
developing/diversifying livelihoods to decrease climate change impact and
increase economic resilience;·
Experience
in livelihoods and economic development sectors;·
Sound
knowledge of participatory methodologies;·
Strong
analytical skills, specifically for economic and livelihoods sectors in urban
context·
Experience
in working together with local community, including building capacity and
ownership;· Proven
track record of facilitation and capacity building for community and local
stakeholders including government officials; Proven track record to manage and work with
multiple stakeholders, including government, private sector, and donor
agencies;·
Fluency
in English verbal and written communication is mandatory.2. Community Mapping
Specialist – Community based pilot project for urban climate change resilience
mapping specialist will be responsible in supporting communities in the project
area in identifying and visualize climate related hazard, risk, vulnerability,
and capacity. Together with the community resilience officer, community, and
other local stakeholders in conducting a meaningful participatory process of
vulnerability and risk assessment that will be used by the community and local
stakeholders in designing, planning, and implementing community resilience plan
and projects. S/he will also be responsible in building capacity of community
and local stakeholders in understanding and using the vulnerability, risk, and
capacity assessment documents.

5+ years’
experience in supporting community mapping including hazard, risk,
vulnerability, and capacity mapping;·
5+ years’
experience in climate change adaptation, DRR, and/or urban resilience; ·
Expertise
in GIS, Hazard mapping, Information system, or other related tools;·
Experience
in working together with local community, including building capacity and
ownership;·
Proven
track record of facilitation and capacity building for local stakeholder;·
Ability
to design methodology/approach for community mapping and its application;·
Ability
to design training and facilitation materials;·
Proven track record to manage and work with
multiple stakeholders, including government, private sector, and donor
agencies; ·
Fluency
in English verbal and written communication is mandatory.3. Capacity development
expert – Community based pilot project for urban climate change resilience
development expert will have primary responsibility in providing guidance,
technical assistance, and supervising capacity development of staff member and
local stakeholders including community and government. S/he is expected to
identify, design, and support the implementation of capacity building trainings
materials related to urban resilience, climate change adaptation, disaster risk
reduction, project design, and management. S/he is also expected to ensure
quality of program participatory process with particular attention to community
mobilization and empowerment mechanism that reach effective and sustainable
results.
