Statement Of Work – FA: General DescriptionUnder the supervision of the Director of Management and Operations (DMO), the Financial Analyst manages the day to day entry of obligations, liquidations and disbursements, ensuring obligations are entered in alignment with Post’s Operating Plan and captured in Post’s Working Plan and ensuring that all payments are valid, authorized, and properly documented and recorded. This position is also responsible for entering new vendors in the system, ensuring data is complete and accurate and that the vendors are not listed in the EPLS or OFAC databases. Coordinates Value Added Tax (VAT) refunds and maintains all financial paperwork associated with VAT reimbursements. Processes reimbursements to PCVs through VICA and serves as Post’s billing officer. The Finance Analyst works closely with the DMO, Human Resource Specialist and cashier to ensure that all finance tasks are performed within internal control guidelines ensuring separation of duties and appropriate control processes. Provides back up for Human Resource Specialist when required. Roles and ResponsibilitiesBUDGETING§ Ensures obligations are entered in accordance with Post’s Operating Plan, de-obligates balances as final payments are made to ensure Post has an accurate picture of funds available.§ Provides on-going budget evaluation and analysis and makes recommendations for effective budget management§ Assists in projecting budget needs for overhead cost§ Creates and maintains effective budget monitoring tools, including Working Plan FINANCE AND ACCOUNTING§ Enters obligations, ensuring obligations are in line with Post’s Operating budget and with appropriate supporting documentation.§ Enters purchase orders, liquidations, disbursements and travel vouchers, verifying that all payments are valid, authorized and properly documented and recorded, in compliance with internal control guidelines.§ Maintains complete and orderly files of all obligations and liquidations, ensuring all changes to obligations are properly documented.§ Assists in Open Obligation Review exercises, ensuring Post obligations are properly recorded.§ Enters all VICA reimbursements to Volunteers, ensure obligation balance is sufficient to process payments.§ Coordinates Value Added Tax |
