The USAID-funded project, Linkages Across the Continuum of HIV
Services for Key Populations Affected by HIV (LINKAGES), under the President’s

Emergency Plan for AIDS Relief (PEPFAR) program is implemented by FHI 360 in
partnership with Pact, IntraHealth International and the University of North
Carolina at Chapel Hill, and conducts a range of activities to reduce HIV
transmission among key populations (KP) — sex workers, men who have sex with
men, transgender persons and people who inject drugs — and improve their
enrollment and retention in care and treatment across the HIV cascade. LINKAGES
will accelerate the ability of governments, key population leaders,
organizations working with key populations, and private-sector providers to
plan and implement services that reduce HIV transmission among key populations
and their sexual partners and extend the lives of those already living with HIV
Over the course of the program, LINKAGES will
engage a variety of Special Experts to amplify local capacity for long-term
sustainability and country ownership of key population programming.  LINKAGES
Indonesia broad vision is to become known, reliable and professional technical
assistance provider at national, provincial and district level as well as at
site level. In order to do that LINKAGES Indonesia is planned to have strong
branding and marking and ensure all branding and marking activities and
materials are in line with USAID branding and marking policy and FHI 360
internal policy.  
 Consultant
Summary / Responsibilities:
The
consultant will work under the direction of the LINKAGES Senior Technical
Advisor Community Based Service and Program Manager CDPE. His task will be
produce various branding and marking materials including communication material
templates, reports, tools and other program documents/products and
publications. Specific activities may include:

  1. Design of all enhanced outreach approach tools
    (includes handbook, M&E forms, fact sheet)
  2. Design of ITOCA facilitator guide score sheet
    form, TA decision path and other workflow chart/diagram
  3. Design LINKAGES TA Decision Path and TA Tracking
    Form
  4. Design Go! Branding for Jakarta fast-track
  5. Design fast-track tools/materials/templates
  6. Templates development:
    1. Ppt slide templates
    2. Report templates
      (draft and final version)
    3. Business card
      templates
    4. LINKAGES letter head
      templates
    5. Folder map templates
  7. Design other communication materials and program documents/products and publications as
    assigned

    and Travel
    The consultancy will
    be based in Jakarta. 

Period of Performance109 effective days/872
working hours.
 Remuneration and ExpensesThe consultant will be paid an agreed daily rate
for her/his services.  Payment will be made upon successful
completion and approval of tasks assigned.
 QualificationsThe successful candidate will:

  • Have demonstrable knowledge and experience working on Design
    Graphic.
  • Have completed a Bachelor Degree level or possess equivalent
    experience in a relevant field (e.g. Design Graphic, Computer Graphic etc.

Position Title: M&E Consultant (Papua)PROJECT OVERVIEW
The USAID-funded project, Linkages
Across the Continuum of HIV Services for Key Populations Affected by HIV

program is implemented by FHI 360 in partnership with Pact, IntraHealth
International and the University of North Carolina at Chapel Hill, and conducts
a range of activities to reduce HIV transmission among key populations (KP) —

inject drugs — and improve their enrollment and retention in care and treatment
across the HIV cascade. LINKAGES will accelerate the ability of governments,

lives of those already living with HIV. The key elements of the FHI 360-led
team’s strategic and technical approach are:

  • Identifying key populations and locales and comprehensively
    assessing risk,
  • Diagnosing “leaks” and revealing access barriers within the HIV
    services cascade,
  • Scaling up “what works” while innovating to ensure the most
    strategic use of resources and access to newly emerging technologies,
  • Addressing structural barriers and transforming local KP
    organizations,
  • Ensuring interventions are sustainable over the long term, and
  • Supporting the mainstreaming of human rights, gender and competency
    and capacity development.

LINKAGES focus in 3 districts in Papua Province: 1)
Kota Jayapura; 2) Kab. Mimika and 3) Kab Jayawijaya. LINKAGES together with
other implementing and TA partners works with PHO/DHO representatives to
strengthen CoPCT coordination for more comprehensive programming. One of
support that will be strengthened is recording and reporting of CoPCT data
through SIHA system. Therefore, LINKAGES will place a time bound M&E
consultant who will assist DHO in those districts.
SCOPE OF WORK AND TASKS
Under the direction and/or on behalf of LINKAGES, the
assistance to be provided by the consultant will include:

  • Provide
    technical support to DHO to ensure 80% of health facilities record and
    report HIV testing and care & treatment data into SIHA in good quality
    and timely,
  • Provide
    technical support to DHO to improve the capacity of DHO SIHA staff on
    managing and verifying SIHA data through joint data verification visits to
    80% of health facilities,
  • Provide
    technical support to DHO to develop cross sectional HIV clinical cascade
    analysis at district level in quarterly,
  • Provide
    technical support to health facilities to improve the capacity of health
    facility staff on recording and reporting of SIHA data at least one
    mentoring visit to each facility in monthly,
  • Conduct data verification and provide
    feedback to health facilities through quarterly meetings (Puskesmas/hospital/clinic),
  • Report LINKAGES indicators to M&E
    staff at Papua office in timely (every 10th each month),
  • Participate on quarterly ME coordination
    meeting at district level and health facilities,
  • Collaborate working with District AIDS
    Commission in Monitoring & Evaluation through participate in quarterly
    coordination meeting.

DELIVERARABLES
Monthly
update report to LINKAGES and DHO which describes:  

    • Activities
      and deliverables,
    • Health
      services facilities input individual data into SIHA,
    • SIHA data verification and feedbacks for District Health Office
      and Health services facilities,
    • Figure
      of HIV cascade analysis at District Level.
       

MINIMUM REQUIREMENT STANDARDSEducation/Experience:

  • Degree in public health, statistic, mathematic and anthropology,
  • At least 3 years of SIHA
    experience as User or SIHA Mentoring 
    Experience in District Level,  
  • Experience working collaboration
    with District Health Offices (Dinkes), AIDS Commissions (KPAD), health
    facilities and other partners as needed, in the design and implementation
    of provincial and city/district M&E systems and Information Systems,
  • Familiarization
    with MOH Standard Report Forms,
  • Familiarization with USAID and PEPFAR data streams
    and performance monitoring plans desirable,
  • Demonstrated knowledge of M&E/SI strategies in Indonesia,
  • Experience working in an international NGO environment
    desirable.

CONSULTANCY LOCATION
The consultancy will be based at District
Health Office in Jayawijaya district (1 position) and Jayapura city (1
position).

 
PERIOD of PERFORMANCE
This
consultancy is short term position for certain time bound period as planned by
Linkages.
REMUNERATION and EXPENSES
The consultant will be paid an agreed daily rate for
her/his services.  Payment will be made on a monthly basis after the
successful completion and approval of tasks assigned during that month.
PREFERENCE
We would prefer candidate for this
consultancy are from or and based in Papua.
