POSITION TITLE:  Program Coordinator Capacity Development and Partner Engagement, JakartaJOB
SUMMARY/DESCRIPTION
:
The Program Coordinator will provide critical
technical and management coordination and oversight to the Fast-Track
Initiative in Jakarta.  The position will
coordinate and track the technical assistance strategy across the three
LINKAGES results areas.  Project
coordinator will work closely with a variety of stakeholders at the national,
provincial and district levels, and will liaise with all LINKAGES technical and
programmatic staff.
The position
will be based in Jakarta, Indonesia. Indonesian nationals are encouraged to
apply.
Suitably qualified candidates openly living with HIV and/or who
are representative of the key populations affected by HIV are also actively
encouraged to apply.
DUTIES AND RESPONSIBILITIES

  • Support the development of and oversee the fast
    track strategy in Jakarta.
  • Support coordinated efforts for the operationalization of Jakarta’s Fast Track
    Roadmap
  • Curate LINKAGES’ team work across technical areas
    including clinical services, community-based services, capacity development and
    partner engagement, and monitoring and evaluation to ensure adequate LINKAGES
    support to fast track strategy
  • Working across the LINKAGES technical teams,
    identify areas of the fast track and / or leading sectors and / or local
    implementers (clinics, CSOs, PHO, DHOs, DACs, and PAC) where technical
    assistance is needed.
  • Prioritize areas of technical assistance, draft
    technical assistance scopes of work, and collaborate with the Administration /
    Operations team for recruitment of short term technical assistance.
  • Support
    implementation of DSD and TA-SDI technical assistance by LINKAGES TA providers
    and/or designated local TA network representatives to strengthen fixed and
    mobile testing strategies, expand ART initiation and improve client retention, improve TB/HIV service integration,
    and develop and test a viral load testing system.
  • Support networking and collaboration among fast
    track implementers at site, district and province level
  • Support the implementation and adoption of a
    comprehensive SBCC strategy and province-wide activation plan under the
    provisional name of GO! (the fast track GO! SBCC platform), in collaboration
    with key Fast Track partners
  • Support implementation and adoption of LINKAGES’
    Community Outreach Management System/COMS to improve Jakarta fast track’s HIV
    outreach response.
  • Support and prioritize
    strategies that strengthen of M&E/SI systems by operationalization of a
    comprehensive data use strategy in Jakarta and strengthening of GOI information
    systems, such as SIHA and JAIS.
  • Operationalize
    LINKAGES’ integrated strategy for ensuring, measuring and tracking across three
    dimension on sustainability (technical, programmatic and financial)
    interventions, partners and/or systems within the context of the Jakarta HIV
    program. 
  • Prepare activity budgets and support capacity
    building activity logistics.
  • Perform other duties as assigned.

                               QUALIFICATIONS

  • Broad knowledge of the continuum of HIV prevention, care and
    treatment in the Indonesia context, with recognized technical capacity in one
    results area
  • Understands the HIV-related needs of key population groups
    in Indonesia, including female sex workers, men who have sex with men, PWID and
    transgender individuals and has worked to support and implement activities to
    reduce stigma and discrimination
  • Proven capacity building skills, supervisory capabilities and
    project management experience
  • Excellent organizational, supervisory, leadership and
    managerial skills
  • Sensitivity to cultural differences and understanding of the
    political and ethical issues surrounding public health issues among key
    populations in Indonesia.
  • Ability to provide strategic leadership and advice to team,
    exchange information and collaborate with colleagues and peers within and outside
    the organization/project
  • Excellent communication, diplomatic and negotiation skills
  • Ability to meet deadlines with strong attention to
    consistency, detail, and quality
  • Ability to travel within country or region and
    internationally if needed

MINIMUM REQUIREMENT STANDARDS:Education/Experience:

  • Bachelor degree
    (post-graduate is preferable) in management, public health, or social sciences,
    and at least five years of experience with NGOs or funding organizations
    involving program implementation and management
  • At least 6 years of demonstrated key population group
    technical expertise, with substantial HIV programmatic experience with FSW,
    PWID, MSM and TG
  • Proven experience in program management, capacity building,
    and reporting in the Indonesian context
  • Proficient in both written and spoken English language and
    fluent in Bahasa Indonesian

  • Experience with U.S.
    government rules and regulations and experience working in an international
    NGO/PVO environment desirable

tuberculosis and TB/HIV activities. 
In
Indonesia, the Challenge TB project will contribute to ending the tuberculosis
epidemic through:

  • Improved access to quality patient-centered care
    for TB, HIV/TB, and MDR-TB services
  • Prevention of transmission and disease progression
  • Strengthened TB platforms to ensure the necessary enabling
    environment

Challenge TB is led by the KNCV Tuberculosis Foundation, and is
supported by in-country partners FHI 360 and the World Health
Organization. 
Job SummaryThe Program Coordinator will plan, coordinate
and oversee all Challenge TB activities implemented in Papua.  S/he will lead a team of FHI 360 and KNCV
technical staff based in FHI 360’s Jayapura office. The Program Coordinator
will be responsible for maintaining strong relationships with Papua TB
authorities at the provincial, district and site levels, and will prepare all
Challenge TB reports for the Papua program.

Duties and Key Responsibilities

  • Plan, Develop, Coordinate, and Monitor all Challenge
    TB program activities in the province for which the PC is appointed
  • Represent FHI360
    – Challenge TB in the province for which the PC is appointed
  • Maintain contacts with relevant authorities in the
    province, such as but not limited to the provincial and district health office
    and with partner organizations
  • Lead and provide support where needed to all staff
    under his/her supervision, arrange regular (at least monthly) meetings in the province
    for which the PC is appointed
  • Prepare and submit monthly report on activities,
    achievement, and other issues as required by Country Office
  • Monitor
    and ensure the effectiveness of staff in his/her team
  • Develop and implement effective staff performance
    management of his/her team members
  • Manage and being accountable for the
    Provincial budget to ensure efficient and effective use of overall funds in line
    with the donor regulations
  • Approval of TOR’s and Direct Fund Request; Expense Authorization (EA), Purchase
    Requests, Travel Expense Report (TER), Trip Report, Activity Report, respecting all
    requirements, within appropriate timeframe
  • Supervise
    effective filing of Project documentation according to CTB guideline, Responsible for provincial office

    set up, maintenance, security and asset register

  • Ensure admin compliance of every activity at
    provincial level
  • Functional management of staff from other
    organization under Challenge TB project in the respective province

Minimum Qualifications

  • Advance university degree (Master’s
    degree or equivalent) in Medicine, Public Health, or similar field.
  • Demonstrated Experience in health project/TB
    control/program management for at least 10 years.
  • Strong communication skills for
    representing Challenge TB on
    higher and lower levels in TB care
  • Excellent command of Bahasa
    Indonesia and English
  • Demonstrated ability to cooperate
    and communicate effectively as leader and part of a team and create a
    supportive working environment amongst all staffs
  • Proven People and Management Skills
  • Excellent Report writing skills
  • Sound Knowledge of MS Office

Officer, TB and TB/HIV will provide technical assistance to the National TB
Program in Papua. S/he will ensure that the implementation of TB programmatic and
management interventions are in line with Government of Indonesia priorities
and Challenge TB goals.
Duties and Key Responsibilities

  • Collaborate and
    coordinate with staff of Provincial and districts Health Office (PHO/DHO),
    Provincial Office of Law and Human Rights for TB programs in planning,
    implementation, monitoring and evaluation of TB program implementation in the
    province.
  • Provide technical assistance to
    province and/or district health offices and partners in the implementation and
    monitoring of the TB/provincial & district work plans. This includes but is
    not limited to the areas of: Universal Access (District PPM, Provider
    Engagement, Advocacy); Quality Services (PMDT, TB-HIV), community support in TB
    control and surveillance.
  • Support Global Fund
    planning, implementation, monitoring and evaluation in Papua province.
  • Collaborate and
    coordinate with other organization/project related with TB and HIV program,
    such as TB CEPAT, Aisyiyah, etc., to support planning,
    implementation, monitoring and evaluation in province.
  • Collaborate and
    represent FHI 360 with other partners in the province including KNCV, WHO,
    Provincial AIDS Commission, etc. 
  • Provide technical
    assistance for CHALLENGE TB supported facilities, prisons, and other areas as
    requested by Provincial and Districts Health Office and others including
    coordinating and providing TB-HIV related trainings in the province.
  • Contribute in the
    development of FHI 360 annual work plans, budgets related with prisons, and
    satisfactory response to all reporting requirements.
  • Prepare (monthly, quarterly and
    annual technical provincial and district plans and ensure timely reporting in
    collaboration with M&E Officer, incl. recommendations.
  • Draft, collect input and
    finalize: TOR’s, EA’s, Purchase Request, Expense Report and Activity Report,
    respecting all requirements, within appropriate timeframe. Also approve
    technically and administratively of those prepared by TO’s.
  • Supervise and ensure effective
    filing of Project documentation according to CTB guideline.
  • Perform other duties
    as assigned.

Minimum Qualifications

  • Advance university degree (Master’s

Technical Officer, M&E will provide technical assistance and support in all
aspects of M&E, including database development, project reporting, quality
assurance/quality improvement.
Duties and Responsibilities

  • Develop and establish a data collection and
    management system in respected Province.
  • Evaluate and analyze the data collected using
    the monitoring framework for assessment of progress and areas for
    improvement.
  • Provide data management support to Provincial
    Team to ensure the completeness and timely data reports, related to
    implementation of CTB supported activities, including validation and
    feedback.
  • Manage data filing and data presentation for
    reports and publications.
  • Assist in development of Quarterly Monitoring
    and Annual reports based on reports of Challenge TB activities in Province.
  • Document lessons learnt from the reports.
  • Facilitate Knowledge Management by sharing

    lessons learnt and document the outcomes of learning sessions.

  • Facilitate external communications (pictures,
    blogs, stories etc.) on program activities and learnings.
  • With Senior Technical Officer/Technical Officer,
    ensure the recording and reporting system in the health facilities level
    (including prisons) in CTB sites are well implemented as per national
    program regulation through mentoring and monitoring activities.
  • Strengthen the capacity of Provincial Health
    Office and District Health office in CTB area on recording/reporting of TB
    program and HIV (related TB/HIV), data validation and TB information
    system.
  • Participate in the regular coordination
    meetings with Provincial Health Office and Other
    Partners when requested.
  • Regularly report to Provincial Coordinator

    and Senior M&E Officer on progress achievement.

Minimum Qualifications

  • Bachelors or Master’s degree in statistics,
    demographics, public policy, international development, economics, or
    related field. Master’s degree or Bachelor. Advanced certificate in
    M&E, statistics, or economics preferred. 
  • Minimum 3 year working experience as M
    & E Officer. Proven success in designing, implementing, and
    operating project M&E systems from project initiation to closeout
    stages. 
  • Experience in or

    strong affinity with knowledge management and knowledge profiling/communication.

  • Experience in
    facilitating sessions on lessons learnt or capable of learning.
  • Knowledge of the major evaluation
    methodologies (e.g., qualitative, quantitative, mixed-method, and impact)
    and data collection and analysis methodologies. 
  • Good
    understanding in National TB Program.
  • Expert in
    operating MS Office.
  • Good
    communication skills, Fluent in English oral and written.
  • Ability to
    create a supportive working environment amongst all staff.
  • Ability to work
    as part of multi-cultural team and independently.
  • Motivated and
    willing to learn and implement new ways of working.
  • Accurately follow the organizational procedures
    and regulations.
