Vacancy at ICRC Indonesia for Deputy Legal Advisor

The ICRC Regional Delegation in Jakarta seeks to fill
the following position:

Deputy Legal

Advisor (Indonesian)

 

The
International Committee of the Red Cross (ICRC) is an impartial, neutral and
independent organization with the exclusively humanitarian mission to protect
the lives and dignity of victims of war and internal violence and to provide
them with assistance. It also endeavors to prevent suffering by promoting and
strengthening International Humanitarian Law and universal humanitarian
principles. The ICRC delegation in Jakarta is seeking an experienced and highly
motivated person to fill the above-mentioned position

 

The Deputy Legal
Advisor will support the ICRC’s Jakarta Legal Advisor in:

 

Main responsibilities

 

1.
Management

  • In
    cooperation with the Legal Advisor, as well as with the Regional Legal Advisor,
    the Academic Circles Advisor and the Communication Coordinator, the Deputy
    Legal Advisor writes the analysis and specific objectives for International Humanitarian
    Law (IHL) promotion and implementation objectives of the delegation, within the
    framework of the yearly “Planning for Results” exercise.
  • The Deputy Legal
    Adviser, in cooperation with Legal Advisor 
    manages all business costs related to the programs, and to ensure that
    any spending is done in accordance with the administrative rules of the ICRC.
  • In
    cooperation with Legal Advisor, the Deputy Legal Adviser supports the Assistant
    Program Manager in managing all business costs related to programs and to
    ensure that budget spending is done in accordance with the administrative rules
    of the ICRC. 

2.
Operational legal support

  • IHL dissemination: When
    required, conducts IHL dissemination sessions to a variety of target audience
    (i.e. government authorities, police, TNI, academic circles, PMI, UN) in
    Indonesia, Timor-Leste and if necessary with ASEAN.
  • Analysis of legal issues: Provides
    analysis and comments on issues related to humanitarian law, human rights law
    and national legislation, as a service to all delegation units who require it.
    Particularly, he/she assists the Protection and Cooperation departments with
    research on national law and international law (ratified by Indonesia) related
    to detention and judicial guarantees, Lawn on Red Cross Affairs, etc.
  • Legal analysis of types of conflict: prepares
    updated legal analysis and comment on the evolving situations of violence,
    internal tensions and conflict within Indonesia and Timor-Leste, and submits
    the findings for approval to Head Quarter

3.
National implementation program

  • Networking: Maintains a
    network with senior officials of relevant Ministries and assists Head Of Regional
    Delegation and Head of Communication and Prevention to meet with officials on
    legal issues. Within the ICRC, contributes to the network of Legal Officers of
    the Asia Pacific region and attends actively their yearly meeting.
  • Promotion of
    IHL
    :
    organises and participates in seminars, courses, workshops, conferences on both
    national and regional level on topics related to IHL.
  • Ratification
    of IHL treaties
    : with the technical support of the Regional Legal Advisor,
    drafts the strategy to promote the ratification/accession of IHL treaties, and
    prepares adequate speaking notes, background papers and non-papers.
  • Implementation
    of ratified treaties
    : jointly with concerned government offices,
    works on projects of implementing legislation, and prepares legal comments.
  • Compiling
    existing legal documents
    : establishes a list of all legal publications
    of Indonesia that are relevant to the work of the delegation.
  • Research: Conducts
    research on the existing national legislation that implements treaties of
    humanitarian law, and reports on legislative and judiciary developments.

 

4.
Academic circles

  • Networking: Maintains a network
    with legal researchers, lecturers and deans.
  • Promotion of IHL: through the
    organisation and participation in meetings, seminars and other events, promotes
    integration of IHL into the curricula of law, political sciences and other
    relevant academic or professional fields. This includes to ensure the
    availability of adequate promotional and reference material, and the
    development of model syllabi on IHL as per local requirements. It also includes
    capacity building of institutions and individuals to teach IHL.

 

5.
Reporting

  • Progress
    reports
    :
    The Deputy Legal Adviser assists The Legal Advisor regularly, updating Jakarta
    (Head of Communication and Prevention) and Regional also Head Quarter on the
    progress made on the IHL promotion and implementation programs, and to
    highlight the challenges ahead and the strategies foreseen to tackle those
    challenges.
  • Midterm
    Review
    :,the
    Deputy Legal Adviser assists  the Legal
    Advisor produces by mid-April an update of the implementation rate of the Programs,
    specific objectives, and explains the possible constraints if implementation is
    lower than expected.

6.
Training support

In-house training: In
coordination with the responsible for the “Welcome to the ICRC”
courses, the Deputy Legal Advisor provides simple, easy-to-understand basic IHL
presentations for new delegation employees, according to the needs.

 

Selection requirements and experience

 

–      
Law Degree (LL.B.) with a focus on
international law; LL.M. in international law; LL:D is an added advantage, as
well as good knowledge of international humanitarian, human rights and refugee
law.

–      
Minimum 6 years work experience (government
bodies, armed forces, academic institutions or organizations dealing with human
rights issues)

–      
Computer literate, at ease with MS Office and
Lotus Notes.

–      
Indonesia nationality / WNI; fluent in written
and spoken English

–      
Excellent communication skills, must be capable
of making presentations and speeches in front of various audiences (government
bodies, military, police, universities, civil society, etc.)

–      
Management skills

–      
Excellent analytical skills, including
political analysis

–      
Able to work autonomously

–      
Capable of following up on multiple tasks at
the same time; capable of working under pressure and meeting deadlines

–      
Willing to travel in Indonesia and Timor-Leste

–      
Team player, closely works with Regional Legal
Adviser (LA) and regularly supports LA in liaising  with regional ICRC.
