- Background
In line with IOM’s counter migrants’ smuggling strategy, the objective of this strategic communication campaign is to reduce the risks of refugees and asylum seekers in Indonesia from turning to migrant smugglers in attempts to irregularly migrate by sea to Australia. The project’s primary goal is to deliver messages about the hazards of irregular sea travel and the significance of upholding human dignity and safety during migration journeys. This project will therefore achieve its objective as follows:
- Increased awareness among migrant populations, especially refugees and asylum seekers in Indonesia on the risks of engaging with smugglers to embark on irregular sea migration, alternative pathways, etc.
- Increased awareness among fishing crews’ community, local communities and coastal villagers on the risks of assisting migrants through irregular sea pathways
There is a pressing need for more awareness and updated information to prevent refugees, asylum seekers, and fishing crews’ communities in Indonesia’s coastal area from taking and facilitating irregular migration trips. Attempts for irregular migration is often triggered by a long waiting time for resettlement that could take nine to ten years in average. Active smuggling networks in places like Kupang, Pekanbaru, and Batam take advantage of the desperation of refugees and asylum seekers to offer illegal entry to other countries. Since the increase in Rohingya refugee arrivals in 2023, the local people in Indonesia’s coastal areas are also tempted by smugglers to assist the irregular migration.
IOM successfully ran a strategic information campaign known as “Aku Tau” in which its key objective was to socialize the danger and risks of being involved in people’s smuggling. The project’s findings showed that Indonesian crews in fisheries-dependent communities were recruited by people smugglers to transport irregular migrants. However, these people were not aware that people smuggling was a crime and that they would face lengthy jail terms and fines when caught and intercepted. Therefore, the project also aimed to prevent the loss of lives and the prosecution of crews who were often unaware of the legal implications of their involvement in people smuggling. Throughout its implementation from 2009-2014, the project contributed to the reduction of irregular maritime migration from Indonesia, as evidenced by the decrease in interceptions of irregular migrants by Indonesian authorities.
Since 2019, no information campaigns have been implemented to keep coastal residents informed about the dangers and risks of facilitating people smuggling in Indonesian coastal areas. Though IOM still incorporates standard messages on safe migration and trafficking in persons into its regular RCCE (Risk Communication and Community Engagement) and Assisted Voluntary and Return (AVRR) activities, but there is still a gap in mass strategic campaigns that target the awareness, opinions, and actions of people who are considering an unlawful country specific migration.
Building upon lessons learned from previous projects, crucial element of this campaign will involve disseminating positive messaging and information to promote resettlement and return solutions, including updated details about eligibility and accessing IOM’s Assisted Voluntary Return and Reintegration (AVRR) program. This information will be integrated into outreach efforts targeting refugees and asylum seekers in Indonesia.
- Nature of the consultancy
The consultancy will contribute to the implementation of the Public Information Campaign on Safe Migration in Indonesia through the development of IOM internal manual for the public information campaign and quarterly migration situation analysis and trends report.
- Tasks to be Performed Under This Contract:
The consultant will be responsible to conduct the following assignments:
- Develop two manuals for internal use of IOM Indonesia that will be targeted to refugee/asylum seekers community and fishing crews’ community respectively related to safe migration, risks and dangers of engaging in irregular migration, as well as migrant smuggling practices. The manuals should be able to be implemented for in-person and online awareness raising sessions targeted for refugees, asylum seekers, and fisher crews’ communities in Indonesia.
- The manual covers impacts for fishermen and local coastal communities in Indonesia should they wish to engage in migrant smuggling practices, as regulated in the Law No. 6/2011 on Immigration.
- The manuals should include a standardized Power Point Presentation, activities, and facilitation notes necessary for IOM staff to deliver awareness raising sessions on safe migration, risks and dangers of engaging in irregular migration and migrant smuggling activities to targeted audience (refugees, asylum seekers, and fishing crews communities)
- Develop quarterly updates on migration situation analysis and trends report.

- Realistic delivery dates and details as to how the work must be delivered
The total duration for this assignment is eleven (11) months, with the possibility of extension within the period from 2024 to 2025. The consultant will determine his/her final work schedule at the beginning of the assignment with the approval of IOM project team. The work schedule will set clear deadlines for the completion of each expected deliverable.
- Performance indicators for evaluation of results
The quality, target, and detail of the work performed as established above as well as compliance with agreed delivery dates.
- Reporting Lines (Type of supervision that will be provided)
The Consultant will work under the direct supervision of the IOM Indonesia’s National Project Officer, with the overall supervision of the Programme Coordinator. The NPO will ensure to provide timely comments on the consultant’s work and address any consultant’s request (i.e., additional information, government contacts, etc.).
IOM Indonesia will assist the consultant in:
- Sharing any existing IOM materials relevant to the subject matter.
- Providing input and review of the policy brief and context of the refugee issue in Indonesia.
- Consultant’s Workplace
The Consultant is expected to be working from home while all the necessary data collection with the relevant stakeholders will be conducted in-person/through online meeting platforms.
- Travel Required
Travel will be likely during the information gathering and test out the manual. IOM will administer the travel cost and DSA of the consultant.
- Qualifications or Specialized Knowledge/experiences required:
The proposed consultant(s) should have the following competence.
- A minimum bachelor’s degree (or equivalent advanced university degree) in Law, Political Science, Social Science, International Relations, Refugee Studies, or Education and/or an equivalent combination of training and experience.
- Minimum 7 years of work experience in research and writing. Prior experience in developing manuals for an information campaign as well as migration situation analysis and trends report is a plus. The candidate should have a good command of data collection, research techniques, and writing.
- Have a thorough understanding of issues pertaining to refugee, asylum seekers, and migration issues, people smuggling, fisher crews and coastal communities, protection towards the vulnerable groups, and knowledge of the Indonesian context and humanitarian assistance is advantageous.
- Have strong analytical, verbal, and report writing skills in Bahasa Indonesia and English.
- Excellent time management skills and ability to produce outputs as per agreed deadlines.
- Familiarity with refugee response, alternative pathways, assisted voluntary return and reintegration.
- Demonstrated ability to analyse, concisely summarize, draw lessons from relevant international, regional, and national practices and processes of the protection and services of stakeholders.
- Experience in working with relevant governmental and non-governmental institutions and senior representatives in charge of migration and refugee issues in Indonesia would be a distinct advantage as well as previous experience working in an international organization.
- Experience in the development of information campaign manual would be an advantage.
- Excellent presentation, oral, and written communication skills.
Language: Fluency in English and Bahasa both oral and written is mandatory.
- Required documents
The consultant will need to submit a technical and financial proposal in ENGLISH. Each submission must include the following:
- Technical Proposal with a detailed profile of consultant (education, certification, previous work experience), methodology, proposed work plan/module outlines, sample of output used in each phase and processes of implementation, sample of previous work (report/training module).
- Financial Proposal listing all costs associated with the assignment in local currency (IDR). In particular, the financial proposal should itemize the following:

Consultants should not assign, transfer, pledge, sub-contract or make other disposition of the consultancy contract or any part thereof, or of any of the Consultant’s rights, claims or obligations under the consultancy contract except with the prior written consent of the Organization, in conjunction with HRM. Therefore, only in limited circumstances, when approved in advance.
