Context:

​Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.

IOM aims to constantly enhance the quality of its resettlement activities as part of the Organization’s principled and people-centred programming and in the interest of assisting the people as best we can to provide safe and dignified resettlement process. The resettlement health assessment unit provides essential support to States in resettling refugees and other humanitarian entrance specifically in health assessment and related assistant. IOM’s pre‑departure health activities as well as health assistance during the travel ensure that refugees’ health needs are addressed prior to departure, that they are fit to travel, and that appropriate arrangements can be made for reception and continuity of care, when needed.

Under the overal supervision of Chief of Mission and direct supervision of Senior Migration Health Officer (SMHO), the incumbent will assist in the implementation of the Migration Health Assessments Programme and other migration health related activities in IOM Indonesia. The incumbent is expected to carry out his/her duties in accordance with medico-legal, moral and ethical standards with due respect for gender and socio-cultural differences and human dignity of the migrants.

Responsibilities and Accountabilities
  1. Oversee the system and referral for mental health assessment for refugees, including review of medical history, psychiatric examination, evaluation of psychiatric supportive tests and review other travel mental health need in accordance with the technical guidelines of the resettlement countries.
  2.  Evaluate cases with mental disorders referred by panel physicians and write a comprehensive report of the history, findings, and conclusions on each evaluated case following the Centers for Disease Control (CDC) guidelines regarding classifications on detected cases from the US bound refugee population. If a mental condition is associated with harmful behavior, special attention should be given to the specific conditions stated in the CDC instructions.
  3. Give a clear recommendation on whether the patient is fit to fly, including any special travel requirements including treatment and provide support for pre-embarkation check-ups and Pre-departure Medical Screening (PDMS), and act as a medical escort when necessary;
  4. Assist SMHO to develop a strategy to address the mental health needs of the migrant population either in the Health Assessment Program or other projects.
  5. Ensure proper identification of refugees and migrants during the psychiatric assessment and record all relevant health information in standard forms including UNHCR’s MAF/PAF (Medical Assessment Form/Protection Analytical Framework); ensuring completeness and accuracy of the recorded information.
  6. Identify initial psychiatric screening tool for migration health physician/ nurse in Health Assessment Program and other Project; develop other specific tools, including, but not limited to, PTSD (Post-traumatic Stress Disorder), ADHD (Attention Deficit Hyperactive Disorder), ASD (Autism Spectrum Disorder), psychiatric alertness parameter on emergency or urgent intervention in psychiatric service, suicide incidence preventive tool and others.
  7. Provide training to program staff on delivery of psychiatric services to ensure achieving the objectives of mental health services. Assist MHPSS (Mental Health Psychosocial Support) in developing and conducting MHPSS workshops, trainings and educational programs for Program staff as well for key stakeholders and partners providing services for migrant population.
  8. Streamline flow of psychiatric outpatient and in-patient case in health facility and provide psychiatric treatment and follow-up when it is necessary.
  9. Organize systematic collection, processing and analyses of migration psychiatric health data and surveys; ensure data quality; provide periodic to SMHO.
  10. Maintain confidentiality and security of migration psychiatric health data in accordance with the IOM Data Protection Principles
  11. Perform other duties may be assigned.
Required Qualifications and Experience

EDUCATION

  • University degree in Psychiatric Medicine from an accredited academic institution with at least four years of professional experience.
  • Valid license to practice as psychiatrist (registration certificate) in Indonesia is mandatory.

EXPERIENCE

  • Working experience in the domain of psychiatric medicine, four years of which is continuous mental clinical experience;
  • Knowledge in assisting emergency psychiatric activities in an international organization, UN agency or hospital;
  • Experience in liaising with authorities as well as national or international institutions.

Languages 

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Bahasa Indonesia is required (oral and written)
