Background
According to FAO estimates about 1/3 of
all food that is produced worldwide is lost or wasted between production and
consumption. The impacts are social, economic and environmental as this wastage
exacerbates hunger and under- and malnourishment of about 800 million people,
leads to an estimated $940 billion in
economic losses per year and has a significant impact on the use of water,
cropland and greenhouse gas emissions (FAO, 2011). Turning this around we can
also state that reducing food loss and waste offers opportunities for positive
social, economic and environmental impact.The international awareness of and
attention for the situation are increasing, most recently clearly expressed in
the Sustainable Development Goal (SDG)12, Target 12.3 calling for cutting in
half food waste at retail and consumer levels and for reducing food losses
along production and supply chains by 2020 (UN, 2015). Target 12.3 is further
supported by the ‘Champions 12.3’ – an international network of more than 50
leaders from all sectors of society committed to accelerating progress towards
Target 12.3 (https://champions123.org). GAIN has
developed the Postharvest Loss Alliance for Nutrition (PLAN) in order to
decrease Post Harvest Losses and Waste (PHL/W) globally by “addressing the lack
of knowledge, technology and access to finance as well as the poor coordination
along key food supply chains”, with a particular focus on those value chains
that provide or have the potential to provide significant nutritional value to
rural and urban mass market and, in particular, base of pyramid
populations.GAIN has
selected Nigeria as the first PLAN country, and together with AgriProFocus , BoPInc, and Postharvest
Network will bring the PLAN approach to Indonesia, thus contribute to
improvement of local availability and affordability of nutritious food crops in
Indonesia. ObjectiveThe
objective of this first phase of bringing the PLAN approach to Indonesia, is to
analyze and deduct how best to tackle food losses in the selected sectors.
Whereby looking from different angles such as capacity building, market
dynamics, availability of technology, etc. Furthermore the outcomes will be
used to develop a multi-year postharvest loss reduction approach contributing
to the goal as mentioned above. The approach will focus on developing and
testing interventions with potential to become viable business cases.The
following sectors were selected: tropical fruit, shallots, seafish (wild
catch).The results
of the consultant’s assignment will be reviewed by the consortium and will be
used as the basis for a half day workshop per value chain in Indonesia. The
workshop will validate the findings of the consultant and will serve as a basis
for further development of the multi-year PLAN approach in Indonesia.
Scope of Work
The
consultant’s assignment is to advise on:1) Which
specific value chains within Tropical
Fruits sector have potentially most to gain from business solutions which
will decrease food losses. A first set of selection criteria will be provided
by the consortium before the start of the consultant’s assignment. 2) Mapping
of stakeholders, network and knowledge for the selected value chains in
Indonesia.● Stakeholder
mapping: o Identify
key stakeholders from:▪ Private sector in
and around the value chains from production, handling and storage, processing
and packaging, distribution to consumption; what are they doing, how, and where; their transportation and
technology vendors; the experienced losses in the chains▪ Civil
society;
what are the ongoing or finished but significant activities, such as projects,
programs or initiatives; what are (or were) they doing, how, and where.▪ Knowledge
institution▪ Governments

Identify
stakeholders’ interests/goals/objectives regarding food loss and importance of
local diet and nutrition; and categorize them based on their interesto
Categorize
the stakeholders’ degree of importance and influence – identify (potential)
systemic change makers.●
Social Network Analysis: Explore the
relationship between the different stakeholders: how they are linked, how
influential are they, what motivates them●
Knowledge mapping and collection:o
Identify
and collect lessons learned, best practices and
expertise of stakeholders, AgriProFocus members in Indonesia Network on post
harvest losses and the impact on nutrition; o
Identify
type of problems
experienced regarding post-harvest loss and the current and future strategy to
tackle them, using a system perspectiveo Identify and collect
government’s regulation regarding post-harvest handling: road, sanitation,
energy, etc In order to be able to do the
stakeholder, network and knowledge mapping and present them, the consultant
should:1. Examine
relevant available secondary documentation. This documentation may include
reports commissioned by government, NGO or company2.
Arrange
and conduct interviews with a wide range of potential actors3. Analyze data (qualitative and
quantitative) and produce graphs, charts, maps that able to clearly explain the
findings.

Consultant Profile
Knowledge/Expertise
● Knowledge and understanding
of selected sector and value chain● Good understanding of

Familiarity with relevant government policies and structures
Education/Experiences
● Minimum Bachelor’s degree
with several years’ of relevant experience and/or training or equivalent
