Vacancy: Finance Specialist

The Country Coordinating Mechanism (CCM) Indonesia is seeking for the qualified candidates to fill the position in the Project Management Team Health System Strengthening (PMT-HSS) which is located in Ministry of Health RI.

Finance Specialist

Job description:

a.    Responsible to supervise and coordinate Finance Unit
consisting of Finance Support Staff;

b.    Responsible for the availability of financial reports
(monthly, quarterly and annually), responsible to coordinate the availability
of PUDR (including Statement Use of Fund/SUF, Variance Analysis, Enhanced
Finance Report (EFR), proper supporting documents from all units) for review
process by the CCM and to be submitted to the Global Fund as required;

c.     Responsible to ensure and coordinate the entry process
of periodic project financial report into the 
financial accounting software system;

d.    To assist the Team Leader and Project Manager in supervising the use of funds by the PR, SR’s and
all IUs, and to ensure that all transactions
are comply to the regulation of GF HSS requirements and Government of Indonesia;

e.   
To ensure that Finance Support staff are
conducting regular finance supervision to the SR’s and IUs, including to review
the result report of regular supervision prior and share it to the SR’s and IUs
for further follow-up and feedback;

f.    
To provide regular reporting to the PR, AS,
PM and/or Team Leader for any deviations and/or variance in the use or
reporting of funds are detected from the report of Finance Support staff;

g.   
To work closely with Inspectorate General,

Finance & State Property Bureau, Finance Teams of  Pusdatin, Roren and Oblik in MoH and LFA to
ensure proper financial reporting flow in order to guarantee transparency and
accountability;

h.   
To work with Finance & State Property
Bureau, Center of Data and Information Finance Team and delegate the Finance
Support staff in conducting any required investigation with the authorized
party (in this case of MOH bureaucracy is Inspectorate General) for any
financial mismanagement or miss-use of funds at all SR’s and/or IUs;

i.     
To coordinate and supervise annual external
audit of PRs GF HSS Project financial report (including SR’s/IUs whenever
required) as required by TGF;

j.     
To coordinate the finance unit preparing and
compiling all supporting documents as required during the external audit
process (by the external auditor), VOI process, and/or OSDV process (?)
conducted by the LFA and/or TGF;

k.   
To inform the PR, AS/APR, PM and/or Team
Leader for any potential conflicts of interest within the scope of his/her
responsibilities;

l.     
To protect against conflicts of interest by
following the procedures articulated in this PIM, within the scope of his/her
responsibilities.

 

Qualification:

1)    Has
a university degree (S-1) with qualification in Accounting; a Post Degree is an
advantage.

2)    Have
5 years experiences as
Finance Coordinator or at least as a Finance Senior Staff in similar project (The Global Fund Project is an advantage);

3)    Have
good understanding of GoI Financial
Management Policy and Regulation issues;

4)    Familiar
with accounting application and basic accounting.

5)    Be
fluent in written and spoken
English and Bahasa Indonesia;

6)    Skilled
in Computer at least intermediate level (MS-Office).
