GENERAL FUNCTION: 

The purpose of this post is to
lead a field team implementing the Mobilizing for Life – Papua (MFL Papua) project, which aims to mobilize churches to reduce the impact of malnutrition of children, domestic violence, and HIV/AIDS in the Papuan highlands, and execute an exit strategy
as World Relief’s permission to work in Papua comes to a close.

 

POSITION IN ORGANIZATION

·        
Reports to the Country Director

·    
Manages a project team implementing the Families for Life, family-based model in the Papuan highlands.

·       
Co-ordinates with the following other team members: Finance Manager, Director of Health and Social Development.

·        
With the approval of the Country Director may liaise directly with the Baltimore technical unit staff.

·        
Liaises closely with senior officials of organizations in Papua and visitors.

·       
Manages day to day relationships with Project Officers, Administrative and Finance Assistant, and other WR Papua staff.

 

 

DUTIES AND KEY RESPONSIBILITIES

 

·     
Programme Management, Development and Reporting:

·     
Assist in developing the project at field and village level in conjunction with project team, consulting with the Country Director and the Director of Health and Social Development.

·     
Monitor the humanitarian situation in the designated geographical area, making recommendations to the Country Director regarding potential needs and appropriate responses as required.

·     
With support from Country Director, prepare and execute exit strategy for World Relief from the province of Papua by the end of September 2016 in accordance with end of World Relief’s permission to work in Papua.

·     
Responsible for the management of local personnel, financial and material resources of the MFL Papua projects to meet program objectives.

·     
Submit individual and program work plans and regular monthly and other narrative reports to the Country Director and to other audiences as may be required.

·     
Initiate a church and community mobilization methodology to assist in our understanding and implementation of project activities, recognizing local constraints, wherever possible or appropriate.

 

·     
Personnel Management and Spiritual Leadership:

 ·   
Lead and manage the local team including responsibility for their physical, mental and spiritual welfare, and ensuring that they are developed further towards their potential.

·   
Provide appropriate management support including regular catch-ups, appraisals, personal development support, and disciplinary action in accordance with appropriate personnel policies.

·     
Through personal example, motivation and establishment of appropriate meetings and support, ensure that the national and expatriate field team, display a credible and distinctive Christian witness.

·    
Manage local office and accommodation where appropriate, ensuring adequate security, personal and communal space, and facilities for the health, comfort and well being of the team and any visitors.

Security:

 ·   
Monitor the security situation in the designated geographical area of assignment, taking all necessary actions to maintain the safety of the World Relief local field team.

·     
Ensure that local personnel comply with the area security plan and World Relief security policy, and are kept regularly informed of security matters.

 

·     
Representation:

 ·     
Act as World Relief’s field representative in liaison with Government agencies, UN agencies, donor bodies, other NGOs, community officials and World Relief partner organizations in the designated project area.

 

·     
Administration and Budget Management:

 ·  
Manage delegated program budget(s) and ensure timely submission of financial accounts for all programme expenditure to the Support Services Manager.

·    
Ensure robust administrative systems for accountability are in place and an adequate logistics supply is maintained for the team and the project.

Training:

 ·  
Ensure that opportunities for staff training are considered and provided where appropriate for the individual in relation to their role in the project in liaison with the HR Officer.

 

WORK ENVIRONMENT: 

·       
This position is based in Wamena, Papua, Indonesia, as the principle center of operations. 
The post is based out of the World relief office with daily travel to and from the field site. Travel to Bali may be expected twice during the contract period.

·      
Working hours will be 40 hours per week, Monday to Friday but will be structured in light of the prevailing situation being addressed, and may be unsociable at times.
