Job Title: Coordinator for NCT-SST Secretariat (COORD) 

Duty Station: NCT-SSTC Secretariat, Ministry of Foreign Affairs   

Initial Duration: May-December 2017 

Project: US-Indonesia Partnership for South-South and Triangular Cooperation 

BACKGROUND

As the only one G20 member amongst Southeast Asian countries, Indonesia plays a more and more important role in international society. In this context, the Government of Indonesia (GOI) is making
the best effort to share its own development experience and knowledge with other Southern partner countries through South-South Cooperation (SSC). This policy direction is clearly presented in the current RPJMN 2014-2019, and a high priority is put on expanding
its SSC.

With aiming at enhancement of its capacity ofSouth-South Cooperation (SSC) implementation,Government
of Indonesia (GOI) has organized National Coordination Team of SSC (NCT-SSC) which is composed of the four major ministries engaged in management of Indonesia’s SSC.  Since its establishment,
NCT-SSC has worked closely with USAID under United States of America – Indonesia Partnership for South-South Triangular Cooperation (USIP – SSTC) program in various manners including studies for formulating standard operational procedures and guidelines, designing
country partnership strategy of Indonesia’s SSC for Timor-Leste, workshop on report writing and workshop on strengthening academic paper on financial resources.

In the meantime, GOI decided to newly establish a single agency as prescribed in the RPJMN, which will integrate the functions of NCT-SSC and totally be responsible for Indonesia’s SSC management. 
NCT-SSC as well as the inter-ministerial committee are making every effort for launching this new institution as immediately as possible, hopefully within the year 2018. 

In such a dynamic environment surrounding Indonesia’s SSC, where NCT-SSC has to increase its capacity for better SSC on one hand and the preparation for the single agency is proceeding on the
other hand, GOI is being faced with a lot of challenges. 

Under these circumstances, GOI and USIP-SSTC would like toassign
1 (one) person as Coordinator that will lead the Secretariat Team for NCT-SSC. The Secretariat Team will have the tasks to manage the Secretariat in SSC’s areas such as related to planning, implementing, reporting and coordinating
with related stakeholders in Working Groups (WG) 1, 2 and 3.

DUTIES AND RESPONSIBILITIES:

  • To support the organizing of the NCT-SSC work plan.
  • To recap mandate and master plan of the NCT-SSC program in the context of national and international SSC.
  • To support NCT-SSC to examining the current formal management system and organizational structure of NCT-SSC and Secretariat.

 

EXPECTED DELIVERABLES:

o   Documented (booklet or presentation, etc.) achievements, lessons learnt and performance gaps regarding NCT-SSC’s internal
coordination and cooperation mechanisms (including organizational structure, processes and procedures);

o   Documented (booklet or presentation, etc.) achievements, lessons learnt and performance gaps regarding NCT-SSC’s external
coordination and cooperation mechanisms including implementation procedures for South-South and Triangular Cooperation projects;

o   Identifying and categorizing of external NCT-SSC partners on strategic and operational level, national and international
(e.g. civil society, academia, private sector, public sector, line ministries, centers of excellence, etc.);

o   A comprehensive short- and medium-term capacity development program with practicable activities and support interventions
to bridge the institutional and operational capacity needs at Secretariat and NCT-SSC level identified in the assessment;

o   Debriefing event for relevant parties;

o   Final report, including executive summary

o   Director of Technical Cooperation, Ministry of Foreign Affairs

o   Senior Development Adviser USIP-SSTC                            

 

JOB’S QUALIFICATIONS

  • Master Degree in International Relations, Political Science, Law, Social Science, Management, Development Studies, Public Policy or relevant discipline;
  • At least five (5) years of experiences in International Development Cooperation (IDC) in developing countries working with governmental and international organizations;
  • Thorough knowledge of and experiences with laws, policies and regulations concerning IDC and SSC, nationally and internationally;
  • At least five (5) years of working experiences with organizational development and institutional change concepts;
  • At least five (5) years of experiences in developing capacity development strategies;
  • At least five (5) years of experiences in carrying out capacity assessments;
  • At least three (3) years of experiences in project/program management;
  • Deep understanding of formal and informal procedures, structures and administration of Government of Indonesia;
  • Proficient in data collection/analysis, report/publication writing and results presentation;
  •  Fluency in Bahasa Indonesia and English (written and oral communication);
  • Excellent interpersonal and negotiation skills and ability to liaise and communicate effectively in the Government context;
  • Previous professional experience abroad, e.g. Europe, US and/or Asia is an asset.
