Vacancy : USAID/IUWASH – Final Evaluation Community WASH Specialist, Jakarta (FEWS-JKT) – STTA

The Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) project is
a sixty-month program funded by the United States Agency for International
Development (USAID) and implemented under the leadership of DAI. IUWASH works
with government, the private sector, NGOs, community groups and other
stakeholders to improve access to safe water supply and sanitation in
Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government
of Indonesia (GoI) in making significant progress in achieving its safe water
and sanitation Millennium Development Goals (MDG) targets by expanding access
to these services. The expected results to be achieved are: 2 million people in
urban areas gain access to improved water supply; 250,000 people in urban areas
gain access to improved sanitation facilities; and the per unit water cost paid
by the low income communities in targeted areas decreases by at least 20%. To
achieve the above, assistance provided by the project is divided under three
main technical components, including: 

  1. Mobilizing demand for
    water supply and sanitation service delivery; 
  2. Improving and expanding
    capacity for water and sanitation service delivery; and
  3. Strengthening policy and
    the financial enabling environment for improved water supply and sanitation
    service delivery.

As
part of the above, a Final Evaluation has been scheduled with the purpose of
providing USAID and the Government of Indonesia (GOI) with an unbiased and
transparent review of the success and potential impact that USAID IUWASH has
made over the life of the project. As it is believed that, by project
completion, IUWASH will have reached all targeted High-Level Results (HRs) and
the majority of targeted Outcomes, the Final Evaluation will review the
project’s success at both the national and local levels in knowledge management
and, more specifically, in: informing policy; improving program development;
and increasing implementation capacity. To achieve these objectives

Final
Evaluation Community WASH Specialist
, based in Jakarta (FEWS-JKT) as Short Term
Technical Assistance (STTA)

  • 3 months contract ( Mid January – Mid April 2016)
  • 38 days LOE

 

As
the timing of this evaluation is appropriate for recommending and suggesting
possible future strategic USAID priorities for WASH sector assistance in Indonesia,
the Final Evaluation will specifically target five areas of IUWASH intervention
that are expected to receive continued support. These include:

1)   
Water
utility performance improvement

2)   
Sanitation
institution development

3)   
Behavior
change communications and gender mainstreaming

4)   
Microfinance
and SME development

5)   
Private
sector engagement

The
Final Evaluation team will consist of the following:

  • A
    Team Leader, a BCC/Marketing Specialist and a Community WASH Specialist and a Microfinance Specialist who
    will be engaged by DAI and substantially guided by USAID;
  • Two
    water sector specialists from USAID/Washington who, it is expected, will
    be available for three weeks during the first part of the Evaluation
    process;
  • Other support as may be determined by the Final Evaluation
    Team Leader in consultation with the USAID COR.

 
Objective:

As
a member of a team of specialists undertaking a Final Evaluation of the IUWASH
project, develop findings and recommendations related to community-level
water and sanitation work as applied in a WASH context which: 1) address key concerns
and questions of USAID and GOI counterparts (as delineated in the Final
Evaluation Scope
of Work); and 2) lead to the development of a quality evaluation report.

 

Responsibilities

Responsibilities
of the Community WASH  Specialist will include, but not be
limited to, the following:

·        
Assist the Evaluation Team
Leader in:

o  
Defining roles and
responsibilities of team members, including a calendar of team activities and

an timeframe for the production of team member deliverables;

o  
Developing of an overall Final Evaluation report outline which clearly delineates where individual Final
Evaluation members are expected to contribute;

o  
Identifying participants of and
scheduling key informant interviews, focus group discussions and filed visits,
including:

§ 
Development of standard tools for
recording interview and discussion results.

§ 
Determining the appropriate “mix”
of team members in the event the team is split among multiple sites;

o  
Ensuring adherence to evaluation
methodology, quality expectations and time schedules for both undertaking
evaluation tasks and providing key inputs and deliverables;

·        
To establish the basis for
evaluation findings, recommendations and reporting within relevant technical
areas, conduct and record the results of:

o  
Thorough reviews of relevant
project and sector-related documents; and

o  
In-depth interviews of project
stakeholders (USAID, GOI partners, sector donors, communities and others).

·        
Identify and work with IUWASH
staff and others as required to secure additional data which may not be
available in documents provided, but is nonetheless important to meeting Final
Evaluation goals and objectives and can be assembled without substantial
additional effort;

·        
Actively contribute to the
development and implementation of any team presentations to USAID, GOI partners,
IUWASH or others that may be required at any stage of the evaluation process;

·        
Produce in a timely fashion relevant sections
of the Final Evaluation
final report (in English) that adequately addresses areas/questions assigned
and that incorporates final input from other team members, USAID and others as
appropriate. Some of these questions have been developed within the framework
of the attached SOW for the overall evaluation effort. 

 

Deliverables

1.     Final Evaluation report sections
that the consultant is responsible for producing; and

2.     Other inputs (for
presentations, meetings, etc.) as required by the Team Leader. 

 

 

Posting
& Reporting Relationships

The
work of the Consultant will
be performed in Indonesia in IUWASH office (Jakarta), including travel to field
locations and work at home (report preparation/ writing) . As this position is funded
under the DAI contract for IUWASH, the project Chief of Party will serve as the
primary supervisor. However, as the nature of the assignment calls for an
independent and objective assessment of the project, overall technical
direction will be provided principally by the Final
Evaluation Team Leader.

 

Qualifications:

·        
Senior-level technical Community WASH Specialist expert
with experience in Indonesia and in evaluating Community WASH-level related
programs in Urban Environment.

·        
Substantial
experience in working with USAID.

·        
Fluency
in English and a proven ability to write quality reports.

·        
A minimum 10-years experience and Master’s Degree in a
relevant field.
