WASH Officer
Habitat Indonesia is seeking the expertise of to provide management to the water and sanitation program. Provide technical oversight to the design and construction of water and sanitation programs. And to collaborate with the relevant government departments and local communities in implementing a sustainable water program.
Key Responsibility:
Program Management and Evaluation
- Conduct water resources and water supply assessments to identify project sites.
- Assess needs and design water and sanitation programs in consultation with the other Sector Managers.
- Assist in proposal preparation and grant management of water and sanitation projects.
- Design, plan, monitor and conduct ongoing evaluation of water and sanitation programs.
- Oversee pre-qualification, bidding and supervision of local suppliers and contractors ensuring direct compliance to Habitat Indonesia standards.
- Review and approve all construction designs and establish technical standards in materials and building techniques.
- Manage and evaluate water and sanitation projects, expenditures and accomplishments of project goals.
- Assure full and complete compliance to Habitat Indonesia policies and procedures.
- Ensure the rapid roll-out of emergency water / sanitation services to affected communities at a scale appropriate to the situation.
Financial Management
- Oversee budget preparation and on-going budget management.
- Establish/maintain financial procedures and recording mechanisms.
- Assure strict budget management and adherence to activity timelines to ensure proper accountability to donors and effective project implementation.
Documentation and Reporting
- Submit progress reports and make recommendations based on findings.
- Compile reports indicating progress against objectives, issues and concerns for (Org name) and donors.
Liaison
- Liaise with donors and support offices to ensure accountability, adequate reporting and grant compliance with donor agreements.
- Liaise with other NGOs and UN agencies to ensure coordination of inputs and resources.
- Liaise with local and governmental authorities to ensure compliance with regulations and regional planning coordination.
Human Resources Management
- Recruit and train program staff in cooperation with the Human Resource Department.
- Provide leadership to the Water Sanitation program staff.
- Organize community capacity building to ensure effective and efficient local management and operation of program.
- Oversee construction and rehabilitation projects.
- Provide cross-functional technical support to Habitat sectoral and line managers.
Other duties consistent with the overall focus of HFHI as assigned by the supervisor.
Job Requirements:
- Diploma in Water or Civil Engineering / Management or related field
- 2 years field experience with NGO’s in developing countries.
- 2 years’ experience in the water / sanitation sector.
- Excellent interpersonal, organizational and time management skills.
- Good English communication skills (oral and written).
- Strong detail orientation.
- Strong negotiation skills.
- Thorough knowledge of MS Office, Lotus Notes and engineering software.
- Good understanding of Habitat standards.
- Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
- Demonstrated capacity to function well in a team and contribute effectively to team efforts.
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
- Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
