Council (a Winrock predecessor organization) provided scholarships to over 50
promising Indonesian scholars to receive their masters and PhDs in rural social
sciences. Many A/D/C fellows went on to hold prominent positions in academia
and government. Today, Winrock programs in Indonesia are informing
decision-making for sustainable land use, promoting clean energy solutions
(bioenergy, solar, and wind), and improving the agricultural practices of
smallholders.
Country Director has the overall responsibility for the effective management,
project implementation, and strategic leadership for the Winrock International
office in Jakarta, Indonesia to achieve the organization’s vision, mission and
objectives. The Country Director is
responsible for portfolio management, staff development, and new business
development, among other functions, and will provide support to Winrock’s
Project Managers in the U.S. and in the field to ensure the overall quality of
programming in Indonesia. The Country Director
is also responsible for ensuring Winrock Indonesia’s good standing with the
Government of Indonesia as a non-governmental organization.

Project and program implementation and
monitoring and reporting on performance of projects.·
Office and project specific financial oversight
and management.·
Office and project personnel management.·
Resource planning and allocation.·
Insuring operational compliance in accordance
with Winrock International’s headquarters in the USA. ·
Compliance with client/donor contract
requirements. ·
Identifying, coordinating proposals, and
securing new business opportunities.
Country Director will also be responsible for promoting a culture of
communication and collaboration across Winrock’s technical groups in Indonesia
and globally to leverage organization experience to the benefit of the Winrock
Indonesia Office. The Country Director
is expected to split his/her time on office management and staff development, new business development, and project
implementation.
Management and Representational Duties:
- Initiate and manage the
registration(s) of Winrock in consultation with the Corporate Operations
Manager to ensure compliance and assure that all required reports are
submitted. - Upon close-out of projects;
work with Corporate Operations Manager to determine future action required
for registration and ensure any potential Winrock project liability issues
are resolved. - As applicable, serve as
focal point for all Winrock staff travel to the country; inform Winrock of
travel outside the country. Provide visa guidance for expats as necessary.
Support the coordination of visits by Winrock Senior Management and other
dignitaries. This task may be delegated to an administrator. - Collaborate with project
leaders to coordinate staff sharing, office facilities and other resources
to achieve efficiencies in operational presence and benefit from key
resources. This task may be delegated to an administrator to manage cost
allocation of shared resources. - As required, represent
Winrock in discussion of corporate importance and participate in project
negotiations or discussions that lead up to negotiations. - Ensure operational
compliance with internal Winrock policies and procedures and project
compliance with a diverse group of donors and clients. - Prepare and effectively
manage internal budgets at the office level (core) and project specific
level. - As needed, coordinate with
the individual filling the role of Winrock Country Security Representative
to assist in the preparation, implementation, maintenance, and management
of the emergency action plan for the country. Where there is not a CountrySecurity Representative, the Country Director will fill this role or
delegate the security coordination requirements to a capable staff member.
Country Strategic
Planning and New Business Development:
- With Director of Regional
and Country Planning, work with country and US based staff to develop the
Indonesia country strategy. - Oversee Indonesia Country
Strategy and support Winrock’s global organizational strategy and policies. - Collaborate with Technical
and New Business Units to set shared new business targets for Indonesia;
- With program staff support
strategic approaches to identify, attract and develop new and diversified
business opportunities for the country. - Lead and facilitate good
relationships with international and domestic donors supporting Winrock’s
projects in the country staying abreast of major donor changes and shifts
in funding. - Oversee the annual core
budget process for Indonesia and synthesize country information to create
an annual budget in the case of shared resources.
Duties:
- Provide technical
expertise as needed for Winrock. - Serve as project manager
for Winrock - Foster collaboration among
different Winrock projects to promote learning and exchange of innovative
approaches to programming, develop a unified Winrock presence which
includes the coordination of relationship building and communications with
Funders, stakeholders, partners, and staff. - Facilitate periodic staff
meetings of project staff for regular exchange project information,
communicate common issues to Director of Regional and Country Planning that
need to be solved at an institutional level. - Maintain technical and
project management experience by managing or supporting on-going projects
in the area of expertise.
- Lead the day-to-day
management of operations and technical staff, and facilitate a productive
team environment. - Mentor staff by working
closely with them on a specific task or skill (project management, new
business development, etc.). - Identify training needs
and opportunities, both internal and external, to support institutional
growth and capacity; and arrange for key training to be provided.

development, natural resource management, clean energy, water, etc. Advanced Degree preferred.Work Experience and Requirements:
- Minimum
ten years of experience required in a leadership position. - Experience
cooperating with local planning authorities and in capacity building of
local associations, CSOs, community partnerships and networks; - Experience
managing staff,partner and donor client relationships; - Experience
working on international donor development projects. - Applicants
must demonstrate the ability to work within and understand intricate
government structures.
- Excellent
management, communication, and organization skills are essential. Basic
computer skills (word-processing, spreadsheets, and databases) are
required. - Fluency
in English, as well as Bahasa Indonesia required. - Excellent
interpersonal and networking skills, as well as the ability to conduct
professional relationships. - Technical
background and understanding of environmental sustainability issues with a
specific focus on renewable energy, land use, forestry and and
agribusinesses (ex. palm oil)Ability to proactively build government and
donor relationships - High

and highly organized, with a proactive approach; - Ability
