PART TIME LEGAL ASSISTANT – PEATLAND RESTORATION PROJECT

In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include projects in the climate, energy, as well as city and transportation programs. Overview Peatland in Indonesia is a unique ecosystem with high biodiversity and economic value. Peatland has various functions including hydrological functions or water storage and management, carbon storage function that relate with climate change mitigation, and biodiversity conservation function. 
However, peatland is a vulnerable to degradation, subsidence, and fire, particularly when peatland is being drained. For example, Indonesian National Determined Contribution (NDC) document shows that major part of Indonesia’s greenhouse gas emission comes from land use and land cover change (LULCC) and peat fires. Massive forest and peat fires in 2015 contribute to country and public loss of approximately IDR 221 trillion.
One of the governments effort to mitigate peat fires and degradation is through the establishment of Peat Restoration Agency. In Presidential Regulation Number 1/2016, Peat Restoration Agency (BRG) was mandated to coordinate, facilitate, and implement peat restoration in seven provinces, Riau, Jambi, South Sumatera, West Kalimantan, Central Kalimantan, South Kalimantan, and Papua. World Resources Institute, under the governing principle of Outcome 1, Output 1.2 of The Norway Grant, is committed to support BRG’s effort.The Peatland Restoration Project Part-time Legal Assistant will be based in Jakarta and assist targeted legal research in the areas of governance and land use management issues of the peatland restoration, both in national and sub-national level. He/she will contribute to the development of high-quality research products that are designed to inform targeted audiences and facilitate program management and development. Reporting to the Peatland Restoration Project Manager of WRI Indonesia. He/she will provide support in any legal research and analysis, including program management and development necessary to achieve the intended targeted impact on National peatland restoration targets. He/she will also assist in the liaise activity with relevant government agencies and must be available to be based on the project team or relevant government agencies under peatland restoration project.
Responsibilities
The Peatland Restoration Project Part-time Legal Assistant’s main areas of responsibility will include the following:Research & Knowledge (80% of time required)

  • Conducting research and analysis on the peatland restoration, specifically, issues related to policy and governance (laws and regulation, government reform, state and non-state agencies relationship), natural resource and land-based industry (forestry, commodities, water, biodiversity), and equitable society (indigenous people, local community, gender);
  • Support the development of governance strategy for peatland restoration implementation in the sub-national level, designed to achieve both sectoral and governance-related outcomes;
  • Support data acquisition and extraction, data analysis (quantitative and qualitative), data presentation, GIS mapping, reporting, and presentations.
  • Preparing and co-authoring knowledge products and other communication documents (e.g., reports, briefs, data products, tools, blog, white paper, position paper, memo, policy brief, case study, opinion editorial, etc).

General Legal Support (20% of time required)

  • Contributing to cross-programs general legal support for the WRI Indonesia office; and
  • Contributing to presentations and proposals development from governance perspective.

 QualificationsRequired Qualification

  • Legally able to work in Indonesia;
  • Bachelor’s degree in law or public policy or other related fields;
  • Minimum one to two years of work experience in legal, governance, policy development, policy advice field with strong research in the area of environment and development.
  • Professional fluency in Bahasa Indonesia and English.
  • Direct hands-on experience in conducting desk and field research, writing reviews and reports in the area of government reform, land use management, or natural resource governance.
  • Strong interpersonal skills, working with people from a variety of backgrounds.
  • High attention to details, well-organized, and strong analytical skills.
  • Excellent oral and written communication skills.
  • Self-motivated and able to work independently and as a team player.
  • Ability to travel when needed.

Preferred Qualifications:

  • Published article or journal related to government reform, land use management, or natural resource governance.
  • Familiarity with peatland restoration policy in the national and local level.
  • Familiarity with Environmental and Sustainable Development issues.

Performance Standard:

  • Research activities are expected to be carried out timely and satisfactory in accordance with the research standard of WRI.
  • Must be capable of setting priorities and working under pressure.
  • Must be able to multi-task and planning several events simultaneously.
  • Ability to work well with internal and external participants is essential.
  • Knowledge of Microsoft Office Suite is imperative.
