CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Background

Several diseases such as diphtheria, pertussis, tetanus, measles, can be effectively prevented, eliminated, and eradicated by improving immunization coverage rates. By focusing on improving immunization coverage rates, the program aims to improve health in communities and enhance overall public health. A significant challenge lies not only in increasing these rates but also in reaching children who have never had access to immunization services, known as zero dose (ZD) children. ZD children are estimated using the global operational indicator of coverage for the first dose of diphtheria–tetanus–pertussis (DTP1)-containing, which serves as their entry point intothe immunizationtion schedule. The prevalence of ZD children is a critical indicator of the accessibility of health services, especially immunization, within the population. In Indonesia, according to WHO and UNICEF Estimates of National Immunization Coverage (WUENIC), the number of ZD children reached 662,614 in 2023, highlighting the need for targeted and strategic intervention to achieve equitable health access. Currently, the Ministry of Health (MOH) is collaborating with several key partners, including the Clinton Health Access Initiative (CHAI), to implement comprehensive strategies aimed at reducing the number of zero-dose children across the nation.

Starting in mid-2024, Indonesia’s ZD strategy was launched with ambitious goals, targeting a 15% reduction by the end of 2024, followed by 25% reduction in 2025. To effectively monitor progress and facilitate informed decision-making at both national and subnational levels, CHAI plans to create a robust ZD performance monitoring dashboard. This tool aims to provide critical data and insights to assist implementation partners, including the MOH, Provincial Health Office (PHO), and District Health Office (DHO, World Bank, WHO, UNICEF, etc to track the implementation of the ZD strategy and evaluate the impact of various interventions. Hence, CHAI is currently seeking a qualified consultant to support the development of this dashboard.

Objective

The consultant is expected to develop a Zero Dose web-based performance monitoring dashboard that aims to monitor Accountability Framework ZD Grant which includes long term outcome, intermediate outcome, immunization financing & policy outcome, country objective (completed workplan against spending). This dashboard also aims to facilitate informed decision-making at both national and subnational levels connecting the data across existing data source/platforms and survey.

Scope of Work (SoW)

  • Develop a comprehensive dashboard including data entry form to monitor progress and support informed decision-making across multiple levels: national, provincial, district, health center, and partner levels. The dashboard will feature several key sections:
    • Current ZD Cases Visualization: i.e., display ZD cases using three parameters, including current mapping of ZD children based on GIZ analysis, district scoring, and risk factor analysis for ZD children.
    • Restored ZD Children Visualization: i.e., illustrate the status of restored ZD children using three key criteria, highlighting geographical areas, timeliness of restoration, and ZD children restoration metrics.
    • Long-Term Outcomes: i.e., track metrics such as vaccination coverage over time.
    • Intermediate Outcomes: Monitor indicators such as the percentage of primary health facilities providing immunization services as planned and the percentage of private facilities trained in Immunization Program Management according to Private Sector SOPs.
    • Immunization Policy & Financing Outcomes: monitor indicators such as the number of districts allocating domestic funding for critical immunization activities.
    • Specific Country Objective for Partners: For partners, track grant implementation and budget disbursement, such as the percentage of costed work plan activities completed in target provinces or districts, along with other data visualizations tailored to partners’ needs.Develop automatic report of indicators to the partners through email
    • Other related indicators on ZD implementation
  • Develop Application Programming Interface (API) module in the dashboard for interoperability
  • Develop module for import data from excel in the dashboard
  • Develop technical documentation and user manual
  • Provide data input and maintenance including dashboard bugs fixing for 12 month
  • Provide 1 domain & VPS for 3 years with minimal specification:
    • 4 CPU Core
    • 16 GB RAM
    • 200 GB Disk Space
    • 16 TB Bandwidth

  1. Accessible online data entry form

  3. Accessible online National and Partners dashboard with all menus functionally
  4. Automatic report functionally
  5. Functioning of API and data import from excel module
  6. Technical documentation report and user manual
  7. Updated data and accessible dashboard for (12 months).

Timeline & Location

The consultant could work remotely but should be willing to come to the CHAI Indonesia office if needed. The consultant should complete the deliverables within 12 consecutive months.  The timeline:

Budget Ceiling

The budget estimate for this project is up to IDR 104,600,000 inclusive of consultant honorarium and expenses to develop the online dashboard. Payment will be disbursed by four terms:

  • Term 1 : 35% after deliverable #1-2 finished.
  • Term 2 : 35% after deliverable #3-4 finished.
  • Term 3 : 20% after deliverable #5 finished.
  • Term 4 : 10% after end of maintenance and deliverables period.

Qualifications

  • Minimum bachelor in IT/Computer with a preference for candidates who have knowledge of immunization programs and Indonesia’s health infrastructure
  • Expert in PHP, HTML, JavaScript, AJAX & MySQL, with framework: CI, Laravel or other.
  • Has experience in dashboard development by showing samples of previous work
  • Have ability to work with agile product development teams.
  • Can communicate in English in writing and speaking.

The proposal should include a detailed budget, with a maximum total of IDR 104,600,000, inclusive of consultant’s honorarium and expenses for developing the online dashboard.
