REPORTS TO: Regional Director
PURPOSE:
The
Country Director is the leader-manager for LWR’s office in Indonesia and the
official spokesperson for LWR in the country. Her/his primary responsibility is
to manage the existing country program and develop both short-term and
long-term strategies for sustainable development, provide direction and vision to
LWR operations, staff and coordinate with peer international NGOs in a manner
that comports with LWR’s vision, values, and strategy and acquisition of donor funding to build,
sustain and expand country program. LWR has been working in Indonesia for last
several years and now LWR is transitioning its role in supporting the long-term
development and local capacity building. One of the major responsibilities of
the country director is to build on and scale up the current program portfolio.
S/he plays a key role, working with other LWR HQ Departments to link programs
and partners to donor and constituent. The Country Director also has overall
responsibility for ensuring that the office is efficiently and effectively
managed and liaising with local government. The position is expected to be
based in Denpasar, Bali.
DUTIES AND RESPONSIBILITIES:
Program Leadership
- Provide leadership in developing and
managing a program that is consistent with LWR’s regional and country strategies. - Provide technical
assistance and oversight in designing, implementing, and evaluating programs activities
in the areas of sustainable livelihoods, capacity strengthening and
peace-building, etc. - Monitor, evaluate, and distill lessons
learned from project and program implementation. Report to the Regional Team at
LWR HQ on lessons learned and use that information to improve practice and to
inform the next planning cycle. Promote learning among LWR staff and partners
in the country. - Work in close coordination with the Regional
Team based in the US and other locations to ensure highest standard of program
implementation and new business development and use of LWR resources and best
practices.
Representation and Coordination
- Initiate and strengthen relationships
with host Govt. authorities, UN Agencies, Donors, community of international
organizations, local partners and other local NGOs, community-based
organizations, and grassroots organizations in Indonesia. Represent LWR on the
ACT Alliance Forum and during drafting and implementation of Appeals.
Coordinate non-appeal projects with ACT members to ensure non-duplication of
efforts. - Keep abreast of, and report on social,
political, environmental, and economic trends in Indonesia. Work with the
Public Policy Department to guide and strengthen LWR’s advocacy work in the US
by sharing timely information from partners and about developments in the
country. - Identify and develop relationships with
people, organizations and institutions that can enrich country programs and
help achieve LWR’s strategy. Participate in relevant networks, forums and other
coordination and learning spaces.
New Business Development
- Work with the LWR Regional Team to
develop an annual grant-seeking strategy including country specific New Business
Development strategic plan and pursue funding opportunities to build on and
expand the program portfolio. - Build on and expand the country program portfolio. In
this process, he/she will aggressively but strategically pursue new sources of
donor funding and maintain adequate donor funding levels to sustain program activities.
He/she will remain aware of donor funding intentions and strategies in the
country and region. - Build LWR’s program through donor engagement, project
design and proposal development, in collaboration with HQ. He/she is
responsible for in-country fundraising with institutional donors including U.S.
Government or other bilateral or multilateral donors, foundations and corporate
philanthropies. - Support and/or lead the development of proposals to
donors in coordination with the Regional Team and Strategic Partnerships unit.
Coordinate with External Relations Dept. on organization-wide fundraising
efforts, constituent engagement efforts, and related information.
Financial / Office
Management & Compliance:
- Oversee the preparation and
monitor implementation of the budget and cash flow for the office; ensure thatgenerally accepted accounting principles are adhered to in areas including: (a)
authority and approval, (b) proper documentation, and (c) physical security. - Ensure compliance with LWR
policies and procedures. Oversee the development and/or updating of country
program specific policies for personnel, finance, administration and security
and assure compliance with local law. - Coordinate with F&A on
country office financial and budget management and monitoring, and address
audit findings. - Ensure
that country offices are in compliance with host government rules and
regulations regarding registration, taxation, payroll/human resources, and
reporting. Ensure that staff
comply with donor regulations for all projects funded by restricted grants. - Responsible for ensuring all staff are given a security
briefing, and required documentation and ensure application and compliance of
security protocols and policies. - Ensure that country security guidelines, SOP’s and policies
are in place and they are strictly followed. Responsible for ensuring that
Incident Report Forms are completed and submitted to HQ in a timely manner
(within 12 hours). - Oversee and develop a strong office
team, organized around operational outcomes and priorities. Ensure team
learning and individual and team performance standards and accountability.
Provide frequent feedback to, and support for, the country office team.
Identify training needs, and plan training opportunities for team members to enhance
their skills and expertise.
CORE COMPETENCIES

partners. - Familiarity and experience addressing key
development and economic and social justice issues (including humanitarian
assistance, long-term development that includes rights-based and gender programming)
at a practical and policy level. Practical and intellectual familiarity and
experience in Indonesia, required. - Demonstrated experience in the design,
management, implementation, monitoring, and evaluation of humanitarian assistance
and long-term sustainable development programs. - Demonstrated ability to manage an
office, program, and budget and to supervise staff. - Master level education in social sciences, agriculture,
forestry, climate change, economics or relevant education. - At least seven years of progressively
responsible professional experience in Indonesia and with humanitarian
assistance, livelihoods, gender, self-help groups and/or conflict resolution. - Proven experience working with
international donors and NGOs. - Fluency in
English and Bahasa languages is required for this position. - Excellent interpersonal skills.
- Prior experience in working in Indonesia with multi-sector
development experience and track record of donor funds acquisition is required
to be successful in this position.
