Description

Abt Associates has been selected by the Millennium Challenge Account-Indonesia to implement the one-year Participatory Mapping and Planning (PMaP) 6 project. Through this project Abt Associates will help over 300 rural villages in fifteen districts throughout the country to delineate and demarcate their boundaries and map their resources to attract future investment in areas that will improve rural livelihoods in an environmentally sustainable manner. In this project, Abt Associates and its team of Indonesian specialists and subcontractors will implement the 21-step Village Boundary Setting/Resource Management (VBS/RM) methodology in collaboration with local communities and government through a participatory process.

Abt Associates is seeking Cartographers/GIS Specialists, who will coordinate geospatial components for Kecamatan Technical Teams and work with village participation teams, local governments, and the project Core Technical Team in Jakarta to delineate and demarcate village administrative boundaries and map community resources in a participatory and coordinated manner. Under supervision of VBS/RM Team Leader, the Cartographers/GIS Specialists will acquire spatial information from various sources and develop a database on relevant spatial data for each village while working closely with the team’s Community Liaison Coordinator and Social and Communications Facilitators. The Cartographer/GIS Specialist will be responsible to support and supervise a team of GIS Technicians who will provide assistance with work at the village level. The position will be based in sub-district locations in Sumatra Barat or Jambi for five to six months. Frequent travel to assigned villages within the Kecamatan will be required.

Role and Responsibilities
a. Acquire spatial information (topographical maps, satellite imagery, aerial photos, etc.) from various sources of the geographic area assigned;
b. Check spatial accuracy of the data, make accuracy improvements if necessary;
c. Implement orthorectification of any high resolution airborne imagery (satellite and UAS) to be used, and ensure the spatial accuracy is equal or superior to the spectral resolution of the imagery;
d. Develop GIS database by integrating available spatial digital data (raster and vector) from various different sources (BIG/One Map, satellite images, UAS acquired imagery, Bappeda, Public Works, etc.);
e. Prepare various maps according to BIG standards and templates provided by the GIS Coordinator of the Core Technical Team;
f. Prepare training materials and training methods on mapping to villagers;
g. Advise the work of Social Facilitator/Communications Technician(s) and the Survey and Mapping Technician(s) during the village training session and cartometric mapping discussion;
h. Digitize the village boundary resulting from the cartometric mapping discussion;
i. Together with the surveyor, develop a plan to execute field reconnaissance and GPS survey of the village boundary and UAS data capture of critical cultural and natural resource areas;
j. Integrate final boundary line and accurate boundary marker position from surveyor, into the village GIS database, plot it and print hard copy map;
k. Develop final database on village boundary, maps and land use;
l. Prepare data and materials related to the fieldwork for use in for technical reports and presentations;
m. Coordinate directly with the VBS/RM Field Team Leader in the planning, coordination and implementation of field work, office processing, and preparation of reports and presentations.

Minimum Qualifications

a. Academic degree in natural resource management, forestry, geography, or geodesy;
b. Five years of experience using GIS for natural resource analysis and mapping;
c. Demonstrated knowledge of and experience in participatory methodologies;
d. Understanding of image orthorectification process and the ability to implement orthorectification processes on satellite and airborne imagery;
e. Skills in interpreting satellite imagery and/or aerial photos for map production;
d. Five month posting commitment in Sumatra Barat or Jambi. Extensive travel within region is required;
e. Fluency in Bahasa Indonesia, some knowledge of English helpful;
f. Experience and local knowledge in the Provinces of Sumatra Barat and Jambi are a plus.
