USAID SEGAR is seeking 2 short-term technical assistant / consultants to support Development of National Policy on Bioeconomy for KKSDA.

USAID SEGAR is a five-year (2021–2026) Activity designed to advance Indonesia’s development objectives by balancing biodiversity conservation and sustainable land use with inclusive economic and livelihood development. To accomplish this, the targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserve biodiversity, decrease greenhouse gas emissions from unsustainable land use, and promote sustainable and inclusive economic growth.

This approach is in line with a final draft of the National Mid-Term Development Plan (RPJMN) 2025 – 2029 that underscores the imperative to cultivate bio-economies via good agroforestry practices and innovation in forest-based products, and which also recognizes the critical nexus between bioeconomic development, conservation action and sustainable land management. It is also consistent with SEGAR support to Bappenas in the development of a national policy on the use of Sustainable Jurisdictional Indicators (SJI) and its work with subnational government on Sustainable Investment Outlooks, both designed to help provincial and district governments capture sustainable investment opportunities based on local biological resources (bioeconomy).

Thus, to support Bappenas in developing a national policy to encourage the development of bioeconomy in Indonesia, the Activity will hire two consultants to work closely with the Environmental Governance Lead and the Directorate of Forest Conservation and Water Resources (KKSDA).

Objectives

The consultant will work to support the directorate of KKSDA Bappenas in developing a discussion paper and policy proposal for the development of Indonesian bioeconomy.

Expected Outputs and Outcomes

  • A discussion paper containing:
    • A presentation of the connection of bioeconomy with other relevant concepts, such as the sustainable use of genetic resources as well as the nexus of food, energy, water, land, and biodiversity.
    • A comparative analysis of a small selection of other countries’ bioeconomy policy, including any successful examples in bioeconomy development.
    • The identification of feasible bioeconomy opportunities in selected USAID SEGAR-supported districts, based on an analysis of the current situation and lessons learned.
    • The identification of concrete opportunities and challenges for fostering bioeconomy in Indonesia.
  • A policy proposal on bioeconomy containing:
    • Definition, scope, criteria, and indicators of bioeconomy in Indonesia.
    • Ways in which bioeconomy could support the achievement of Indonesian mid and long term development targets.
    • Ways in which a multi business forestry permit could support bioeconomy development while maintaining alignment with sustainable forest management and conservation action.
    • An appropriate institutional framework to advance the development of bioeconomy, including the role of local governments.
    • Suggestions for encouraging stronger environmental governance at the local government level as a prerequisite for advancement on bioeconomy through whole district/jurisdictional approaches (including using sustainable jurisdiction indicators developed by Bappenas).
    • List/category of policy components to be developed to foster bioeconomy.
  • A stronger policy environment to encourage bioeconomy that balances biodiversity conservation and sustainable land use with inclusive economic and livelihoods development.

Key Tasks / Stages

  • Develop workplan and distribution of tasks between consultants. LOE 1 day
  • Develop a draft discussion paper on bioeconomy (including inputs from a series of discussions with experts and Bappenas). LOE 10 days
  • Develop a draft policy proposal on Indonesian bioeconomy (including inputs from a series of discussions with experts and Bappenas). LOE 17 days
  • Activity report on the process of developing discussion paper and policy proposal. LOE 2 days

Deliverables

  • A detailed workplan for the development of discussion paper and policy proposal.
  • First draft of policy proposal based on desk review on bioeconomy concept at global level and containing definition, scope, criteria, and indicators of bioeconomy for Indonesia.
  • Second draft of policy proposal containing relevant concepts of bioeconomy for Indonesia and its concrete opportunities and challenges.
  • Final draft of discussion paper based on series of discussions with relevant stakeholders.
  • Second draft of policy proposal containing: (a) explanation on how bioeconomy could support Indonesian development, and (b) how multi business forestry permit could support bioeconomy development while maintaining alignment with sustainable forest management and conservation action.
  • Third draft of policy proposal containing: a) analysis of appropriate institutional framework to advance the application of bioeconomy, including role of local governments; and b) ways to encourage strong environmental governance at local government level as a prerequisite for advancement on bioeconomy through whole district/jurisdictional approach – using sustainable jurisdiction indicators developed by Bappenas.
  • Final draft of policy proposal containing list/category of policies to be developed to foster bioeconomy in Indonesia.
  • Activity report on the process of developing the policy proposals including all of the meetings and discussion held during the process.

Qualifications

  • Master’s degree in the area of environment, economy, and or sociology.
  • Minimum 20 years’ experience in bioeconomy, financial aspect of natural resource management, ESG, social business, good governance of biodiversity conservation, rehabilitation, social forestry, sustainable agriculture, environmental law, and/or climate change.
  • Experience in working with Indonesian government at local and national level.
  • Demonstrate knowledge on Indonesia’s environment and natural resources management including but not limited to sustainable plantation, social forestry, biodiversity conservation, and rehabilitation.
