STTA – Sustainability Report in Sanggau and Sintang
Overview
USAID SEGAR is seeking a short-term technical assistant/ consultant for Supporting Sustainability Report in Sanggau and Sintang.

USAID SEGAR is a five-year (2021–2026) Activity designed to advance Indonesia’s development objectives by balancing biodiversity conservation and sustainable land use with inclusive economic and livelihood development. To accomplish this, the targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserve biodiversity, decrease greenhouse gas emissions from unsustainable land use, and promote sustainable and inclusive economic growth.
With a growing emphasis on “green growth”, local governments are attempting to better position their political-administrative jurisdictions to capture investment from private sector companies who demonstrate a preference for more sustainable districts. To achieve this, district governments should be able to effectively articulate, position and objectively support their “sustainability proposition” to differentiate themselves from less sustainable jurisdictions.
The Activity will support Sanggau and Sintang districts to develop and publish Sustainability Reports (including commitments for environmental improvement), which include:
- Developing a reporting framework that is appealing to potential investors.
- Supporting districts to issue local regulations to support ongoing sustainability reporting.
- Improving the capacity of local government officials to produce Sustainability Reports
The Activity advocates for the use of Sustainable Jurisdiction Indicators (SJI) piloted by the Directorate Food and Agriculture from Bappenas. The use of SJI, however, could be replaced and/or complemented by district governments with other frameworks such as Kerangka Daya Saing Daerah (KDSD). The selected framework (or combination of frameworks) will then be used to develop the district Sustainability Report.
In Y2, Sanggau has stated their commitment to pilot SJI in B-20 meeting in Bali, this is then reaffirmed during a meeting with head of Bappeda Sanggau on April 2, 2024. Sintang has also stated their interest to pilot SJI in their area, which commitment was made during a meeting with Bappenas on April 1, 2024. To support the two districts in implementing their commitment to measure their sustainability commitment with SJI, the Activity will hire a STTA. The STTA will work closely with the Environmental Governance Specialist of West Kalimantan, Site Manager of West Kalimantan, and Environmental Governance Lead to support implementation of the activities.
Objectives
To strengthen the capacity of selected USAID SEGAR-supported districts to produce Sustainability Reports, which will consolidate the efforts to reduce threats to biodiversity and GHG emissions from land use
Expected Outputs/Outcomes
The expected outputs of this intervention are:
- Commitments to produce voluntary reporting are formalized and implemented in Sintang and Sanggau.
- Strengthened capacity of district governments to produce sustainability reports in selected districts.
- High-quality Sustainability Reports are published in the selected districts.
Key Tasks
The consultant will carry out the following tasks:
- In coordination with USAID SEGAR West Kalimantan Offices, facilitate agreements with district governments to identify sustainability frameworks that will be used as the reference for sustainability reporting and develop a workplan to produce regular Sustainability Reports.
- Liaise with Environmental Governance Lead to ensure alignment of district-level reporting with national guidelines.
- Support district governments in developing a legal basis for district-level voluntary sustainability reporting.
- Prepare and undertake on the job training of government staff to understand sustainability frameworks and sustainability reporting.
- Support district governments in producing Sustainability Reports.
- Conduct and attend meetings with relevant stakeholders in support of the above expected outputs/outcomes.
Task Stage:
- Develop a workplan to produce regular sustainability reports in Sanggau and Sintang, LOE 2 days
- Support the development of legal basis for district-level voluntary sustainability reporting in Sanggau and Sintang, LOE 8 days
- Prepare and undertake on the job training on sustainability report for the government staffs who are responsible for Sustainability Reporting in Sanggau and Sintang. LOE 8 days
- Assist district governments (directly or through grantees) in collecting and submitting relevant data from Sanggau and Sintang to Bappenas. LOE 10 days
- Assist district governments of Sanggau and Sintang in developing annual sustainability reporting. LOE 10 days
- Produce a high-quality report to document the process in the two districts and highlighted lessons learned. LOE 2 days
Deliverables
- Agreed workplans with the district government. Date of Completion: May 31, 2024
- Draft regulations on district-level voluntary sustainability reporting (endorsed/agreed by the government). Date of Completion: June 28, 2024
- Activity report on trainings on sustainability reporting completion. The report should contain the following: 1 page TOR (in Bahasa), training materials, pre and post-test questionnaire; raw data entry, and pre and post-test result (incl. data tabulation in excel with narration of analysis). Date of Completion: June 5, 2024
- List of available data for sustainability report as well as the data itself, at least based on SJI (from the period of 2018 – 2023). Date of Completion: July 19, 2024
- A first draft of annual sustainability reporting agreed for discussion with stakeholders in district level. Date of Completion: August 2, 2024
- A final draft of annual sustainability reporting (endorsed/agreed by the district government) (incorporating USAID SEGAR inputs). Date of Completion: August 23, 2024
- A high-quality report to document the process in the two districts and highlighted lessons learned. Date of Completion: August 23, 2024
Qualifications
The qualification needed for the position include:
Consultant on Sustainability Reporting:
- Master’s degree in the area of law, environment, social, and/or economy.
- Minimum 5 years’ experience in financial aspect of natural resource management, including working in the area of biodiversity conservation, rehabilitation, social forestry, public health, social development, sustainable agriculture, environmental law, and/or climate change.
- Experience in working with Indonesian government at local and national level.
- Demonstrate knowledge on Indonesia’s environment and natural resources management including, but not limited to, sustainable plantation, social forestry, public health, social development, biodiversity conservation, and rehabilitation.
- Familiar with the concept of jurisdictional approach.
- Language: English and Indonesian.
