USAID SEGAR is seeking one short-term technical assistant (consultant) to support Assisting East Kutai district government to prepare Land Use Change Analysis (LUCA) for piloting of Roundtable on Sustainable Palm Oil-Jurisdictional Approach (RSPO-JA).

USAID SEGAR is a five-year (2021-2026) Activity designed to advance Indonesia’s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values (HCV) and High Carbon Stocks (HCS) will be supported to improve management of natural resources that measurably conserves biodiversity, decreases greenhouse gas (GHG) emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

Expected Outputs and Outcomes

  1. LUCA, incorporating the history of land use change and its corresponding analysis November 2005 to November 2023 in compliance with RSPO LUCA guidance.
  2. Indicative liabilities arising from completed LUCA.
  3. Identification of areas to implement Remediation and Compensation Procedure (RaCP) initiatives.

Key Tasks

  1. Conduct image analysis from best available satellite images to produce land cover data.
  2. Conduct indicative HCV/HCS mapping using image analysis.
  3. Conduct image validation to produce validate land cover data.
  4. Conduct change detection analysis to calculate liability.
  5. Develop compensation scenario for RaCP modelling which also incorporates the areas identified to implement compensation and remediation based on calculated liability.
  6. Draft final report documenting LUCA in East Kutai district.

Deliverables

  1. Land cover data series
  2. Indicative HCV/HCS map based on image analysis
  3. Validated land cover data following RSPO period and cut-off date and 2017, 2020 and 2022
  4. Land cover change data following RSPO period and cut-off date and 2017, 2020 and 2022
  5. compensation scenario in the form of RaCP modelling including the areas identified to implement compensation and remediation
  6. Final report of LUCA in East Kutai district

Qualifications

  • Minimum bachelor’s degree in subject relevant to geography, geodetic engineering, information technology or any related courses.
  • Minimum 5 years of experience working related to remote sensing/GIS with proven track record.
  • Demonstrated knowledge and experiences in GIS and geospatial technologies, remote sensing, data acquisition, image processing, and image analysis, including in using remote sensing software solutions and relevant computer applications.
  • Demonstrated skills in verbal and written communication including presentation, strong analytical and problem solving as well as information management.
  • Proven ability to work independently and as part of a team.
  • Fluent in English and Indonesian.
