Advisor on Circular Economy Policy (ASEAN Cluster anchored to TRACE Project)

Project Overview

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 and formally with ASEAN since 2009 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

Sustainable economic development with the focus on trade and circular economy is one of the key priorities of the ASEAN-Germany Development Partnership. GIZ Indonesia and ASEAN implements Circular Economy measures as topics within the bilateral cluster “Green Infrastructure” and the regional cluster “ASEAN”.

The project “Promoting Trade-related aspects for Circular Economy in ASEAN (TRACE)” commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) will be supporting the the Coordinating Committee for the Implementation of ATIGA (CCA) and the ASEAN Trade Facilitation Joint Consultative Committee (ATF-JCC) facilitated and represented by the Trade Facilitation Division (TFD) of ASEAN Secretariat (ASEC) as well as further relevant ASEAN bodies and national line ministries, agencies and the private sector. The project takes a multi-stakeholder approach working on a regional, national and local level with public and private sector actors as well as civil society to harmonise the gap between regional frameworks and national policies. The project aims to address three outputs, namely 1) Support relevant ASEAN bodies in developing and operationalising proposals on trade-related aspects promoting a circular economy; 2) Capacity building to representatives of national authorities or ministries of the ASEAN member states to set national policies on trade-related aspects of circular economy, and; 3) Develop solutions to utilise trade-related aspects of circular economy for the private sector, especially women-led companies

At the same time, Indonesia, as a key member of ASEAN, plays an important role in regional initiatives. As the largest country in the region by population and one of the most advanced in terms of circular economy and trade policy development, Indonesia has the potential to influence the regional agenda by addressing challenges of trading recycled or circular produced goods. Thus, leveraging Indonesia’s experiences, can create synergies to align its national initiatives with ASEAN’s regional priorities.

Against that background, the Advisor will coordinate closely with bilateral projects on the topic of circular economy and trade.

To support TRACE, GIZ is currently recruiting one (1) Indonesian candidate for this position. [SAP specialist area allocation: Environmental policy, resources efficiency]

Tasks & Responsibilities

  • Provide advisory services to ASEC TFD and aligned ASEAN bodies on regulatory and economic policy instruments in waste management and circular economy, to enable ASEAN member states in operationalising the Framework for Circular Economy (CE) for ASEAN Economic Community (AEC) in trade-related areas.
  • Support ASEC TDF in coordinating the development, updating and/or harmonization of regulatory frameworks such as ATIGA in coordinating the development/ harmonization of the CE for AEC, including standardization of packaging requirements and instruments under extended producer responsibility (EPR) systems.
  • Develop and implement activities involving the private sector/ industry in ASEAN Member states, such as organizing exchange formats, and providing technical input to strengthen circular value chains (e.g. plastics, textile, e-waste).
  • Ensure regular coordination with the Environment Division of ASEC as well as other relevant stakeholders in ASEAN to support cross-sectoral alignment between trade and environmental policies, and coordinate with the GIZ project 3RproMar II to promote complementary actions in advancing circular economy
  • Provide reviews and backstopping on Circular Economy and Waste Management topics, including EPR and collaborate closely with project partners to implement studies on EPR and waste-management related policies.
  • Support GIZ Indonesia/ASEAN’s strategic engagement at the national and regional level, enabling donors, agencies, and NGOs to cooperate with the private sector for greater effectiveness, and sustainable outcomes
  • Organise workshops, dialogues and other exchange formats to facilitate the exchange between public and private sector for collaborative development of strategies and frameworks
  • Develop Terms of Reference (ToR) and other tender documents, manage the selection process for national and international short-term experts, and ensure quality assurance of deliverables.
  • Assist in budget preparation and administration, ensuring appropriate financial methods, procedures, and cost allocations for partner-led activities related to environmental compliance, waste management, and solid waste services.

Job Requirements

  • Masters/MSc/similar degree education in Engineering (Environmental Engineering, Chemical Engineering), Environmental Science, Economy or similar studies focusing on waste management and circular economy.
  • Minimum of 10 years professional experience related with waste management and/or circular economy.
  • Knowledge of the international best practices and processes in waste management and CE.
  • Proven experience on the topic of EPR. Interest and initial understanding of challenges and opportunities in the plastic, textile and e-waste sectors is highly advantageous.
  • Proven experience in cooperation with the public and private sector in Southeast Asia in waste management and CE.
  • Proven experience in cooperation with intergovernmental organizations.
  • Experience in developing and facilitating capacity development programs, tools and training modules.
  • Experience in international cooperation and ability to work in an intercultural environment.
  • Very good working knowledge of ICT technologies and computer applications (e.g. MS Office).
  • Excellent written and oral knowledge of Bahasa Indonesia and English, working knowledge of German is an asset.
  • Strong organisational competence with good communication and coordination skills.
