Advisor on Communities of Practice (Project: SEA-MAP)

Project Overview

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public-benefit federal enterprise. GIZ works worldwide in the field of international cooperation for sustainable development and has over 50 years of experience in a wide variety of areas.

The Southeast Asia Regional Programme on Combating Marine Plastics (SEA-MaP) is financed by the World Bank and managed a Project Management Unit (PMU) in the ASEAN Secretariat and a Regional Implementation Support Unit (RISU) run by UNOPS. GIZ International Services (InS) has been awarded the contract by RISU to implement the SEA-MaP Innovation and Investments (I&I) Platform, a two-year project supporting innovation combating marine plastics in ASEAN Member States (AMS). The project involves developing and managing an online platform, running and innovation accelerator, running events, and managing the handover of the platform. It is implemented in a consortium of four companies with GIZ in the lead.

GIZ is seeking one qualified Indonesian candidate for this position.

Core Tasks

In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to col- leagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You re- solve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.

Main Activities

The Community of Practice (CoP) is a key mechanism for identifying real-world challenges at the policy-market interface. It brings together stakeholders, primarily from government and industry, along with academia and civil society to co-define problem statements, validate innovation needs, and surface demand-driven opportunities for solution providers. The main outputs are Calls for Innovation published on the Platform, which shape the focus of the Accelerator and help identify corporate champions and local innovators for potential partnerships. This requires a high degree of autonomy, proactive coordination across multiple AMS stakeholders, and ensuring integration with the broader platform activities.

The CoP Advisor plays a central role in orchestrating this process. The position requires autonomy, initiative, and strategic coordination across a diverse outreach landscape as CoP activities are implemented by GIZ country teams in some AMS and by external service providers in others. The Advisor links national CoPs with the regional CoP, ensuring thematic coherence, knowledge exchange, and alignment with platform objectives. This includes advising on stakeholder engagement, facilitating cross-country learning, and translating national insights into regional opportunities for matchmaking and scaling. The CoP the Advisor will also lead the development and delivery of 2–3 thematic webinars annually and support the design and facilitation of regional CoP events to promote peer learning and collaboration. In short, the CoP Advisor is not only a facilitator but also a systems thinker, enabling collective intelligence and regional impact.

In Indonesia, national outreach is implemented through an external consultancy contracted by GIZ. The CoP Advisor will work closely with this team to support stakeholder engagement on the Platform, contribute to CoP development, and advance sustainability efforts. In Brunei, where no such support team is in place, the Advisor’s role will focus on enabling a national event to introduce the Platform to stakeholders and initiate early-stage engagement.

Tasks may include (but will not be limited to):

  1. Communities of Practice
  • Leading the CoP process across Southeast Asia
  • Working to convene policy makers and market actors to collaboratively address policy–market barriers to plastic circularity.
  1. Outreach management
  • Serve as the key liaison for SEA-MaP’s outreach efforts in Indonesia, while also providing targeted support for one outreach event in Brunei.
  • Manage collaborations with key players in the Indonesian ecosystem.
  • Coordinate closely with stakeholders and our outreach management team to ensure impactful engagement and alignment with national priorities.

  • Contribute to the overall activities of the team and Project as required
  • Carry out any other duties within the scope, spirit and purpose of the job as requested by the line manager

Job Requirements

  • University degree in environmental policy, development studies, international relations, or related field.
  • At least 5 years of relevant experience in stakeholder coordination, outreach, or project management, ideally in sustainability or circular economy.
  • Proven ability to operate independently and manage complex coordination tasks across multiple teams and countries.
  • Demonstrated experience working with ASEAN institutions or in ASEAN regional cooperation contexts.
  • Strong track record in facilitating Communities of Practice or similar multi-stakeholder knowledge and exchange platforms.
  • Experience engaging both policy and private sector actors to address environmental challenges.
  • Excellent coordination, interpersonal, and communication skills across diverse stakeholders and cultures.
  • Strategic thinker with a proactive, self-directed, and solution-oriented approach.
