Indonesia is one of Germany’s global development partners. On behalf of the German Federal Ministry of Development and Economic Cooperation (BMZ) KfW finances an ambitious climate change agenda with an ongoing portfolio of roughly EUR 2 billion. As part of this agenda, Indonesia and KfW, jointly prepare, finance, and implement numerous infrastructure projects in the fields of Energy Transition, Mobility, Circular Economy, (Waste)Water, and Protection of Biodiversity and the Environment.

KfW aims to continue strengthening its German financial cooperation within the framework of the Just Energy Transition Partnership (JETP) in Indonesia. Its strong positioning as a reliable German financing partner in the energy sector should further support the implementation of JETP via the German Government in its new function as Co-Chair of the International Partners Group (IPG) of the JETP.

 

The KfW Representative Office in Jakarta is looking for a JETP Specialist, who will be part of KfW’s internal energy team in the Southeast Asia department (LEc3). The tasks of the JETP Specialist include but are not limited to the following:

General Tasks – Sector Monitoring and Analysis

  • Support the energy team in Frankfurt and Jakarta in establishing a common understanding of the development, content and functioning of the JETP in Indonesia;
  • Support KfW’s JETP projects and measures along the entire project cycle from screening to design, financing and implementation;
  • Taking an active role in KfW JETP project visits for appraisal, progress control and completion, including preparation, attendance, and follow-up;
  • Gather information on the identification of obstacles and solutions in the financing of JETP projects and thus for the achievement of JETP goals as well as development opportunities and approaches for the German Financial Cooperation;
  • Serve as local point of contact regarding JETP matters/requests and support with demand-oriented advice JETP partners and KfW’s interfaces into the German Government (BMZ, BMWE, AA and German Embassy), in particular also by processing short-term support requests;
  • Organize and attend JETP workshops and events by KfW within the framework of JETP.

 

Screening Indonesian JETP Issues

  • Follow the local press and social media with a focus on JETP issues that might impact KfW Projects and/or Partners;
  • Summarize JETP related regulatory developments in Indonesia, including MEMR, CMEA, Governmental Energy Task Forces and JETP Secretariat and inform KfW’s energy team in Frankfurt and Jakarta;
  • Network with other development finance institutions active in Indonesia on JETP matters.

 

Reporting and Deliveries

The Consultant is requested to provide a quarterly report detailing the different activities and outcomes. The outline of the report is as follows:

  1. Executive Summary
  2. Description of Activities and Results
  3. Recommendations for planning and implementing JETP activities
  4. Outlook

 

Location of Services

The Consultant will coordinate his/her activities with the energy team in KfW Frankfurt and KfW’s Jakarta Office. He/she is expected to work mainly from the premises of KfW Office Jakarta; appropriate office space and equipment will be provided.

 

Qualification

  • Graduate degree/MBA in Economics, Development Economics, Industrial Engineering, Business Administration, Management and Energy, Public Administration, or equivalent;
  • A minimum of ten years of relevant working experience in Indonesian Energy Sector;
  • Proven experience with Indonesian regulations and procedures and a profound knowledge of GoI´s policies, practices, legal frame and procedures in the energy sector and for Just Energy Transition Partnerships;
  • Experience with international development finance, international standards (World Bank, International Finance Cooperation and Equator Principles) and best practices for energy projects;
  • Proven experience in dealing with senior level government and state-owned enterprise officials;
  • Strong analytical and comprehension skills and ability to express those easily in writing;
  • Excellent communicator of the spoken and the written word (English and Bahasa);
  • Team-player with strong interpersonal and intercultural skills;
  • Highly organised and able to work your way through multiple players of administration and stakeholder in the energy sector.

 

Professional Development

  • Working in close collaboration and play an active part in KfW’s energy team in Frankfurt and Jakarta;
  • Attend KfW’s onboarding seminars and professional development trainings, especially those dealing with sectoral and/or regional topics as agreed with the corresponding line of reporting.
