Energy Policy Specialist

Background

The Low Carbon Development Initiative (LCDI) is an exciting and high-profile programme overseen by Indonesia’s Ministry of National Development and Planning (Bappenas). The programme seeks to ensure the integration of an ambitious climate agenda into Indonesia’s national development plan. The main focus of the LCDI programme is to reduce greenhouse gas (GHG) emissions whilst maintaining economic growth, reducing poverty, and meeting development targets. The LCDI is supported by the Foreign, Commonwealth, and Development Office of the UK Government (UK FCDO), through the British Embassy Jakarta (BEJ), in collaboration with Bappenas and the Government of Indonesia.

The LCDI programme works with Bappenas, relevant national ministries and provincial governments to achieve the following goals:

  • Building political support for low-carbon development within and outside of government;
  • Building knowledge and understanding of the LCDI approach among those responsible for implementing it within the Government of Indonesia;
  • Supporting implementation of the LCDI approach, especially through provincial and national development plans;
  • Raising ambition to the highest levels set out in the LCDI report.

The BEJ has contracted Oxford Policy Management Limited (OPML) to deliver the current programme of assistance over four years (2023-2027). To effectively implement LCDI2, OPML mobilize a team of experts from various key sectors, including energy. To support the existing team, OPML is recruiting a Energy Policy Specialist for this programme.

 

Key objectives of the role

The Energy Policy Specialist will provide advisory and analytical support on low-carbon intervention and climate resilience in the energy sector, primarily focusing on the transportation and industry energy subsectors and potentially others. She/he will be based in the LCDI Secretariate with strong collaboration with the Deputy of Food, Natural Resources, and Environment of Bappenas.

This role will collaborate with other working units/roles in the secretariat to support processes for advancing low-carbon development to achieve a Green Economy in Indonesia. The specialist will report directly to the Workstream 1 Manager of the LCDI2 Project.

Main Responsibility

  1. Provide advisory and analytical support in assessing potential policy design in the Energy sector in the national and regional development planning processes to contribute to achieving LCD targets (e.g. GHG emissions reduction, Green Economy Index) with immediate attention on the RPJMD (mid-term regional development plan).
  2. Analyse and review the GHG emission reduction potential calculation from the Energy sectors at national and provincial levels, using various datasets (e.g., spatial, numerical, time-series data) from government and other valid sources.
  3. Provide technical assistance and collaborate with the modelling team to update the national and provincial green economy model on various model components (e.g. model structures, parameters, scenarios) related to the Energy sector.
  4. Submit National and Regional (Province) LCD reports and progress on emission intensity reduction and GHG emission reduction in the Energy sectors from key ministries and 38 provinces through the AKSARA system.
  5. Update the Emission Reduction Potential Calculation Methodology and LCD Technical Guidelines for energy sectors with ministries/agencies and Development Partners through the AKSARA system.
  6. Liaise between the Directorate of Environment of Bappenas with other ministries and other national institutions, provincial governments, and development partners.
  7. Support other activities based on the direction of the LCDI-2 Team Leader and coordinate relevant with other consultants/experts and other coordinators. This may include the development of various materials across sectors.


Output

  1. Report/progress report on updated policy design/scenarios, both existing and new, in the energy sector that supports GHG emissions reductions and Green Economy Index improvement in the mid-term national and provincial plans (RPJMN & RPJMD).
  2. Report/progress report on updated model parameters and policy scenarios in the national and provincial green economy models, including updated model structures and/or equations related to the energy sector.
  3. Report/progress report on calculation of potential GHG emission reduction in the energy sector at the national and provincial levels based on the updated energy policy design/scenarios, model parameters, and model structures/equations.
  4. Regular updating and validation of National and Provincial in energy sectors from key ministries and 34 provinces through the AKSARA system.
  5. Produce report, presentation materials, and/or policy brief on climate policies, governance, technology, and market from the global and national, particularly on the energy
  6. Quarterly activity progress report.

Required Qualifications, Skills, and Competencies

  1. A minimum education of bachelor and/or master’s degrees in fields of engineering or science that are related to the energy sector.
  2. A least 7 years’ experience in the energy sector, with an understanding of energy and climate-related policies, energy systems, energy modelling (demand forecasting, optimization and scenario planning & analysis), renewable energy technologies and green development within the energy sector.
  3. Proven experience in developing system dynamic models for the energy
  4. Strong knowledge of GHG emission inventory, reporting and mitigation measures from the power, industrial, residential, buildings and transportation sector.
  5. Proven experience working with government in the national and provincial on energy planning and/or in energy transition.
  6. Ability to develop policy recommendations for low carbon development in the energy
  7. Experience in working with government agencies/line ministries will be an advantage.
