The Development CAFE (DevCAFE), founded in 2001, is a self-funded non-profit think tank committed to driving positive change in Indonesia and beyond. Registered in Kenya, India, Indonesia, and Zambia, DevCAFE focuses on bridging grassroots initiatives with policy impact. Our work is centered around three core pillars: Research for Development, Innovation, ICT for development (ICT4D), and Capacity Development. We believe in harnessing knowledge, innovation, and strategic partnerships to address critical societal challenges and drive sustainable development.
With a mission of Bridging Grassroots and Policy, DevCAFE operates as both a micro donor and a consulting agency collaborating with organizations and policymakers in multiple countries to provide essential support to NGOs, communities, and governments.
Purpose of the Position
The Grant and Outreach Specialist plays a critical role in ensuring the financial sustainability and program expansion of the Foundation by leading efforts to secure new funding and strategic partnerships. This position is responsible for identifying, pursuing, and managing institutional and private funding opportunities. In addition to managing donor relationships and nurturing partnerships, the role also involves analysing donor trends, developing outreach strategies, and preparing high-quality proposals that align with the Foundation’s mission and strategic goals.
Key Responsibilities
- Research and track funding opportunities from institutional donors, foundations, CSR programs, and international development agencies including success rates.
- Identify and initiate strategic partnerships that align with the organization’s mission and expand program impact.
- Maintain up-to-date records of donor contacts, submission timelines, and partnership databases.
- Lead or support the development of high-quality concept notes, proposals, and grant applications.
- Collaborate with project and finance teams to ensure proposals are technically sound and financially viable.
- Work with project and M&E teams to ensure donor reporting requirements are met.
- Support in tracking grant milestones and ensuring compliance with donor guidelines.
- Collaborate with the communications team to develop communication materials that highlight the impact of the Foundation’s work for potential funders and partners.
- Develop memorandums of understanding (MoUs) and collaboration frameworks with potential partners.
- Provide periodic analysis to inform strategy and decision-making.

Job Requirements
- Bachelor’s degree in international relations, development studies, business, social sciences, economics, or a related field.
- Minimum of 3 years of experience in fundraising, grant writing, or donor engagement within the NGO or development sector.
- Strong written and verbal communication skills in English, including proposal writing.
- Knowledge of donor landscape (e.g., UN, DFAT, FCDO, others)
- Proven track record of successful proposal development and securing funding from institutional donors.
- Experience in cultivating donor relationships and managing strategic partnerships.
- Familiarity with project cycle management, logical frameworks, and results-based management
- Ability to work in a cross-functional multicultural environment.
- Preferably based in Jakarta and willing to travel for meetings and events.
