PROGRAM BACKGROUND
The Asia Foundation (TAF) – Law and Justice Unit is a subcontractor of DT Global in implementing the bridging phase of the criminal justice reform component of the Australia-Indonesia Partnership for Justice (AIPJ) Phase 3. The bridging phase will focus on developing the engagement strategy, a three-year work plan, and supporting the Government of Indonesia to implement emerging priorities in justice sector reform prior to the official implementation of AIPJ 3 in January 2026. TAF is expected to continue managing the criminal justice reform component of AIPJ3 beyond 2026. The AIPJ3 is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to support the advancement of its priority law and justice reforms.
SUMMARY OF JOB RESPONSIBILITIES
Based in Jakarta, the Law and Justice Program Manager will lead the design of program development, implementation, monitoring, and evaluation, as well as grants and contracts administration of law and justice programs implemented by the Foundation in Indonesia. The Program Manager is expected to handle existing donors and manage and lead ongoing programs. The Program Manager leads the relationship with donors and fundraising strategy in these program areas and works in partnership with other program units’ leaders to develop the Indonesia office’s portfolio and manage cross-unit programs.
RELATIONSHIP
Internal Relationship
- Regular contact and communication with all Law and Justice unit members and TAF’s Jakarta staff.
- Maintain and develop communication and coordination.
- Support Country Representative and Deputy Country Representative
- Contact with other program and theme staff in the Foundation’s offices in the US and Asia as requested by the Country Representative and Deputy Country Representative.
External Relationship
- Maintain excellent relationships with existing and prospective donors.
- Build, maintain, and nurture excellent relationships with key Indonesian government officials at national, provincial, and district/city levels, particularly at the Supreme Court, Judicial Commission, AGO, Corruption Eradication Commission, Ministry of Law, Ministry of Human Rights, Ministry of Immigration and Corrections, and the Police.
- Build, maintain, and nurture excellent relationships with members of relevant rule-of-law institutions and legislatures at all levels of government and with political parties.
- Build and maintain contacts with other international NGOs and donor contractors working on justice sector reform and rule of law.
- On behalf of the foundation, attend conferences, give papers and presentations, participate in events and donor coordination meetings, and contribute blogs, op-ed pieces, and interviews to the media.

JOB FUNCTIONS
Program Development and Administration
- Oversee, develop, plan, implement, monitor, and evaluate the Foundation programs to promote justice sector reform and rule of law, covering legal education, court reform, anticorruption, legal aid and human rights defenders, community-oriented policing, prison reform, civil society strengthening, and other emerging issues.
- The Program Manager will be a resource on key issues of justice sector reform in Indonesia and will be expected to participate in policy discussions and serve as a resource person for government, international development agencies, and/or international financial institutions.
- The Program Manager will play a central role in developing, refining, and implementing rigorous monitoring and evaluation procedures that can contribute to donor reports, program design, and proposal development.
- Provide technical advice to staff, program partners, and policymakers; oversee the work with existing and prospective grantees to develop strategies and program activities; determine project feasibility; monitor and facilitate programs; obtain timely and useful reports; critically evaluate outcomes.
- Prepare/supervise/approve letters of agreement/contract and internal narrative reports; correspond with grantees; and supervise the preparation of grant administration.
- Monitor important legal and political developments in Indonesia that impact on rule of law.
- Lead on preparing reports to donors and assist with Annual Report highlights and other information on Foundation programs as requested.
- Responsible for all aspects of funding source financial management
- Supervise a staff ranging from seasoned development professionals to program assistants.
REQUIREMENT
Education
Advanced degree in law, public policy, political science, or another relevant social science from a reputable university; or demonstrates progressively expanding career in the justice sector.
Experience
- Expert and demonstrated experience in one or more of the following areas: access to justice, legal aid, justice sector reform, anticorruption, police reform, prison reform, human rights, and/or rule of law.
- Minimum of 7 years relevant work experience in an international environment, preferably managing international development projects
- Deep understanding of Indonesian government, law, and politics, with interest in the political-economy dimensions of the Indonesian reform process
- A highly collegial approach and strong understanding of effective teamwork
- Excellent verbal and written communication skills in both English and Bahasa Indonesia.
- Strong written and analytical skills.
- Competency with standard word processing and spreadsheet programs.
- Excellent interpersonal skills, including the ability to maintain good relations with NGOs, government, donors, and colleagues.
- Professional organizational abilities.
- Good public speaking.
- Willingness to travel to remote regions across Indonesia
