Chemonics is preparing for an upcoming solicitation entitled, the Indonesia Infrastructure and Climate Finance investment expected in Autumn of 2025. The goal of this investment will be to support Indonesia’s sustainable and inclusive economic transformation by mobilising high quality investment in infrastructure and supporting Indonesia’s just transition to net-zero emissions.

About The Roles
Policy/Regulatory Advisor
The Policy and Regulatory advisor provides strategic leadership and technical expertise to strengthen policy frameworks, regulatory systems, and governance structures.
Responsibilities:
- Lead the design and implementation of policy and regulatory reform initiatives.
- Provide high-level advice to government counterparts and DFAT on enabling environments for inclusive growth.
- Coordinate with technical advisers, program staff, and stakeholders to ensure coherence and impact.
- Identify and oversee programming to ensure legal and regulatory compliance to promote gender equality, disability inclusion (GEDSI), and climate adaptation into policies and regulations.
- Oversee policy research, stakeholder consultations, and regulatory diagnostics.
- Support capacity building for partner institutions in policy development and implementation.
- Contribute to program reporting, risk management, and adaptive learning.
Requirements:
- Master’s degrees or higher in International Development, Business, or Economics.
- Advanced qualifications in public policy, law, economics, or a related field.
- Minimum 10 years of experience in policy and regulatory reform, preferably in international development.
- Proven leadership in managing multi-sectoral teams and complex stakeholder environments.
- Significant experience implementing donor-funded activities in business enabling environments, promoting trade, climate resilience, strengthening economic and fiscal management
- Experience working in senior leadership positions on Australian Department of Foreign Affairs and Trade (DFAT) funded programs.
- Fluency in verbal and written English. Understanding of Indonesia Bahasa would be an advantage.
Infrastructure Advisor
The Infrastructure Advisor is responsible for the review and development of activities with infrastructure component.
Responsibilities:
- Set strategic direction for infrastructure programs in line with DFAT and Indonesian priorities.
- Lead and mentor infrastructure specialists to deliver high-quality development results.
- Ensure programs integrate GEDSI, climate resilience, and value-for-money principles.
- Provide strategic feedback to inform future infrastructure programming.
- Build strong relationships with DFAT, ministries, contractors, and civil society.
- Oversee planning, design, financial management, and contract administration.
- Lead development of Annual Work Plans as it relates to infrastructure and ensure alignment with strategic goals.
- Monitor performance against MEL framework and ensure adaptive learning.
- Oversee procurement and delivery of construction services in line with Indonesian regulations and DFAT and Commonwealth Procurement Rules.
- Ensure compliance with safety, child protection, and PSEAH standards.
- Promote sustainable and resilient infrastructure practices.
Requirements:
- Post-graduate (Masters) degree in finance, economics, business administration, law, or other related fields.
- At least ten (10) years of experience in planning, preparation, procurement, and/ or management of infrastructure PPP or private investment projects.
- A strong technical background and understanding of the infrastructure sector in Indonesia, particularly infrastructure financing modalities.
- Demonstrated experience of working on PPP or private investment projects in Indonesia and knowledge of the Indonesian PPP institutional, policy, and legal and regulatory framework.
- Understanding of private investment and financing structures, innovative financing products and instruments which could be used for financing PPP projects, capital market operations, and public finance/ budgeting for infrastructure projects.
- Experience of designing financing facilities and instruments to catalyse private infrastructure investments in emerging markets.
- Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities.
- Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.
- Fluency in verbal and written English. Understanding of Indonesia Bahasa would be an advantage.
Blended Finance Advisor
The Blended Finance Lead provides strategic, technical, and operational support to blended finance initiatives across the facility focusing on mobilizing private capital for development outcomes across the target sectors.
Responsibilities:
- Build and maintain relationships with Indonesian and Australian impact investors, family offices, and philanthropic foundations.
- Facilitate targeted deal matching by understanding investor mandates and preferences.
- Identify co-investment opportunities aligned with DFAT’s climate, gender, and development goals.
- Identify deals ready for due diligence, deal structuring and facilitation.
- Prepare investor-focused materials (case studies, newsletters, presentations).
Requirements:
- Strong background in impact investing, blended finance, or development finance.
- Proven experience engaging with private investors and philanthropic capital.
- Strategic thinker with excellent communication and stakeholder engagement skills.
- Fluency in verbal and written English. Understanding of Indonesia Bahasa would be an advantage.
Digitalisation Advisor
The Digitalisation Advisor provides strategic and technical leadership to integrate digital solutions across programming.
Responsibilities:
- Develop and implement digitalisation strategies across sectors.
- Advise on digital governance, cybersecurity, and data protection frameworks.
- Promote digital inclusion, especially for women, people with disabilities, and marginalized groups.
- Support integration of digital tools in MEL, financial systems, and service delivery.
- Collaborate with government, civil society, and private sector to co-design digital interventions.
- Ensure digital solutions are scalable, secure, and climate-resilient.
- Facilitate training and knowledge-sharing on digital literacy and innovation.
- Contribute to communities of practice and cross-program learning platforms.
- Develop indicators and tools to measure digital impact and adoption.
- Contribute to program reporting, risk management, and adaptive learning.
Requirements:
- Advanced qualifications in ICT, digital transformation, public policy, or related fields.
- Minimum 7–10 years of experience in digitalisation within international development.
- Strong understanding of digital governance, cybersecurity, and inclusive tech.
- Experience working with DFAT or other donor-funded programs preferred.
- Excellent communication, stakeholder engagement, and problem-solving skills.
- Fluency in verbal and written English. Understanding of Indonesia Bahasa would be an advantage.
