Context of the mission
Earthworm Foundation has created a Competency Framework for each role. However, the existing competency framework has not been optimally utilized in accordance with the organization’s needs for employee management and development.
We recognize the importance of a Competency Framework in organizations to clarify key competencies required for each role and bring more clarity on possible career paths. In addition, it is important to map competencies to identify organizational strengths and find competency gaps, as well as to establish employee capacity development measures in line with the organization’s long-term goals.
The following concerns and the ideal situation we are after, have triggered us to seek and in-depth discussion with relevan experts:

Scope of Work
We have listed below the key aspect required to be delivered by the short-term consultant:
1. Standard competency framework:
- Review existing competency framework
- Develop the standard EF competency framework based on best standard and practices (Global and SKKNI)
2. L&D and curicullum design:
- Develop L&D design based on standard competency framework
- Develop competency based curicullum and catalog for all roles (based on EF Job Family
Methodology & Approach
The selected short-term consultant will deliver on the above based on a combination of individual and group interviews, a review of relevant documentation and systems in the organization. The selected consultant is expected to have proven experience in undertaking such work and be able to provide concise prioritized recommendations in a summary report at the conclusion of the engagement. It is essential to be able to conduct the work bi-lingually in Indonesian and English.
Timeframe
Estimated duration: 4 months (16 weeks)
(Indicative start-date: mid of September 2025, end-date: mid of January 2026)
1. Standard competency framework:
- 1st week : Review existing competency framework
- 2nd – 4th week : Develop the standard EF competency framework based on best standard and practices (Global and SKKNI)
2. L&D and curicullum design:
- 5th – 10th week : Develop L&D design based on standard competency framework
- 11th – 16th week: Develop competency based curicullum and catalog for all roles (based on EF Job Family)
Intellectual Property
Any information, know-how, data, modules, forms, results, and inventions, and any associated intellectual property, that is made, discovered, created, invented or generated by the Consultant in any activities or work under this proposal and agreement shall be owned by the Consultant. The results as outlined laid in the “Expected Output” section shall be owned by Earthworm Foundation.
How to Apply
Proposal package: Interested bidders are invited to submit both a technical and a financial proposal via email by Friday, September 12, 2025, to k.trisnowati@earthworm.org and indonesia.recruitment@earthworm.org
The proposal package should include:
- A technical proposal (max. 10 pages) containing:
- A description of your technical understanding of the task, including proposed methodologies and the justification for the proposed design.
- Portofolio of relevant projects.
- A financial proposal containing the proposed budget for the consultancy service, inclusive of all related expenses necessary to undertake the work, including travel, accommodation, equipment, materials, and logistics needs. Proposals should also include an estimated personnel allocation and other applicable costs.
