In Indonesia, GIZ’s Urban Development Cluster acts as trusted partner and technical advisor to the Government of Indonesia to decarbonise urban development
The Urban Development Cluster of GIZ Indonesia works across two thematic areas:
- Circular Economy with a focus on solid waste management
- Mobility
The advisor for the project “Sustainable Public Urban Transport” under the topic “Mobility” will support the qualitative and quantitative development of the topic as well as the cluster and is responsible for implementation of above-mentioned project. He/she acts as Team lead for the respective staff members.
To Urban Development Cluster, GIZ seeks one (1) motivated and qualified Indonesian candidate for: Senior Advisor (Urban and Regional Development)
Core Task
In your role you are responsible for a prominent area of specialist expertise within a cluster/large-scale project and for the organizational implementation of the project’s measures and activities. You contribute to the conceptual design of the project vis-à-vis external parties in consultation with your line manager.
You perform prominent tasks and provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors, thereby supporting the achievement of the agreed objectives of the given cluster/large-scale project and providing impetus for further strategy development.
You are also responsible for providing specialist support to colleagues in salary band 2-4, and ensure the quality of the commission’s outcomes.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently.
You provide competent advice in your thematic area based on existing regulations and with due regards for P+R.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
In consultation with the country director or your line manager, you use your contacts both to act as a point of liaison for all matters in your specialist field and to strengthen alliances and cooperation arrangements on behalf of the company.
You are also responsible for knowledge management, such as training measures, in your thematic area.
You perform the tasks assigned to you by your line manager, where required.
Main Activities
The Senior Advisor will work on a project aimed at improving the institutional and financial frameworks for public transport in selected Indonesian cities and metropolitan regions. The role involves supporting local actors in developing sustainable and integrated public transport systems. This includes advising on and strengthening governance structures, developing innovative financing and organizational models, and providing capacity development for public administrations and transport companies. The advisor will play a key role in piloting control instruments, facilitating dialogue among stakeholders, and ensuring the project’s outputs contribute to an attractive, competitive, and inclusive public transport system.
- Leading the strengthening of governance structures for integrated public transport systems in pilot cities and metropolitan regions.
- Advising regional and municipal public transport stakeholders on institutional reforms, organizational models, and financing strategies.
- Developing and piloting control instruments and organizational models in collaboration with local public and private actors.
- Facilitating a high-level negotiation and innovation process among local stakeholders, DFIs, and private sector to improve public transport governance.
- Designing and leading capacity development programs for subnational administrations and transport companies, embedding gender equality, inclusion, and climate resilience.
- Conducting workshops on topics such as organizational models, market strategies, and gender aspects in public transport.
- Assisting the Commission Manager in overall project management and quality assurance, ensuring that project outputs meet strategic objectives, donor requirements, and Commissioning party. Take responsibility for monitoring progress, risk management, and strategic decision-making processes in coordination with project leadership.
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (e.g. Destination 2028).
(While 60% of the position is anchored to the project “Sustainable Public Urban Transport (INMOTION)” PN. 2024.2083.4-003.00, which runs until 30.06.2029, you are part of the Urban Development cluster team, and as such support the Urban Development Cluster overall across all themes and projects.)
Important note: Candidate has the responsibility to discuss with their current AV/DV to approve the remaining 40% their assignment to be charged to other PN Number(s).
Job Requirements
Qualifications
- Master’s degree in a relevant field such as urban and regional planning, transport planning, urban development, or environmental studies.
- 10+ years of professional experience in governance, urban development, climate finance, and project management.
- Extensive experience in GIZ project management and implementation, including bridging Technical Cooperation (TC) and Financial Cooperation (FC) modalities (e.g. Gap Fund, KfW-GIZ coordination).
- Experience with urban transport initiatives and climate change are highly desirable.
- Extensive experience in urban and regional development, particularly in the governance aspect.
- Proven experience in working with government agencies, international organizations, and local stakeholders.
- Demonstrated expertise in capacity-building leadership, institutional reforms, and stakeholder engagement at national and subnational levels.
- Proven leadership in integrating gender equality and social inclusion in project planning and implementation.
- Proficiency in English (reading and writing). German knowledge is not mandatory but desirable.
- Strong communication, negotiation, presentation, and report-writing skills.
- Excellent command of MS Office (Excel, PowerPoint, Word).
- Demonstrated ability to manage complex, multi-stakeholder projects and engage with multi-disciplinary teams.
