In Indonesia, GIZ’s Urban Development Cluster acts as trusted partner and technical advisor to the Government of Indonesia to decarbonise urban development
The Urban Development Cluster of GIZ Indonesia works across two thematic areas:
- Circular Economy with a focus on solid waste management
- Mobility
The advisor for the project “Sustainable Public Urban Transport” under the topic “Mobility” will support the qualitative and quantitative development of the topic as well as the cluster and is responsible for implementation of above-mentioned project. He/she acts as Team lead for the respective staff members.
To Urban Development Cluster, GIZ seeks two (2) motivated and qualified Indonesian candidates for: Junior Advisor (for Pilot City A and Pilot City B)
Core Task
In your role, you support the officer responsible for the commission in implementing the technical, content-related and organizational aspect of the commission. In consultation with your line manager, you collaborate on planning and steering tasks and on monitoring the activities and measures. You also respond promptly and competently to matters that fall within your assigned thematic area, where applicable in consultation with experienced specialists, and following consultation remain available to answer further enquiries.
You may be assigned individual tasks in connection with project administration and project implementation. You participate in the conceptual design of the project, in particular in the modification or realignment of the project. You provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support strategy development.
In coordination with the country director and your line manager, you also use your contact for the acquisition of job orders on behalf of the company. Working with experienced specialists you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regards for all the legal, contractual, socio-political and corporate policy requirements and the instructions of your line manager and follow up the processing and completion of those tasks.
Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
In addition, you deal with all associated matters in your thematic area promptly and competently.
You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.
You perform the tasks assigned to you by your line manager, where required.
Main Activities
The Junior Advisor will work on a project aimed at improving the institutional and financial frameworks for public transport in selected Indonesian cities and metropolitan regions.
The role involves supporting local actors in developing sustainable and integrated public transport systems. This includes supporting on and strengthening governance structures, developing innovative financing and organizational models, and providing capacity development for public administrations and transport companies.
The Junior Advisor will play a key role in piloting control instruments, facilitating dialogue among stakeholders, and ensuring the project’s outputs contribute to an attractive, competitive, and inclusive public transport system.
The designated duty station for the Junior Advisor either in Pilot City A or Pilot City B will be confirmed following the final selection of the respective pilot location with Ministry of Transport, expected by the end of February 2026.
- In close coordination with the GIZ project team at national level, the advisor will serve as the focal point for coordination to the participating partners, regional organizations, and other stakeholders concerning the project implementation in the respective province and/or city.
- Understand the key operational challenges of the project at the regional and local levels and apply this understanding to ensure the development and implementation of a context-appropriate strategy in engaging with the stakeholders at provincial, regency, and municipal levels.
- Coordination at the city/metropolitan region and ensure operational support to events and activities implemented at the city, regency, and municipal levels, such as workshops and local exchanges on topics such as organizational models, market strategies, and gender aspects in public transport.
- Support Senior Advisor in facilitating the strengthening of governance structures, advising regional and municipal public transport stakeholders on institutional reforms, organizational models, and financing strategies.
- Support Senior Advisor in facilitating a high-level negotiation and innovation process among local stakeholders and private sector to improve public transport governance.
- Support planning and implementation of capacity development initiatives for provincial and/or city officials
- Contribute to the development of knowledge products and policy briefs such as guidelines and toolkits related to sustainable urban transport.
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (e.g. Destination 2028).

Job Requirements
Qualifications
- Bachelor’s degree in a relevant field such as urban and regional planning, civil engineering, public administration or environmental studies.
- Minimum 3 years’ experience in GIZ project management and implementation.
- Experience with urban transport initiatives, climate change, urban and regional development are highly desirable.
- Proven experience in working with government agencies, international organizations, and local stakeholders.
- Demonstrated expertise in capacity development, project coordination, institutional reforms, and stakeholder engagement at national and subnational levels.
- Proficiency in English (reading and writing).
- Strong communication, negotiation, presentation, and report-writing skills.
- Excellent command of MS Office (Excel, PowerPoint, Word).
- Demonstrated ability to be involved in complex, multi-stakeholder projects and engage with multi-disciplinary teams.
Duty Station: Jakarta and starting March 2026 will be in Pilot City A or Pilot City B
