Request for Proposal – Bentang Sawit Apps
Background
Solidaridad Indonesia has been using a digital application developed by Solidaridad Network Asia Limited (SNAL) to assess the sustainability of smallholder-based palm oil commodities and to enable traceability. This tool is called Bentang Sawit (BSWT).
BSWT has been developed as smallholders’ sustainability self-assessment/traceability tool with reference to the indicators based on the Principles and Criteria of Roundtable on Sustainable Palm Oil (RSPO) and Indonesia Sustainable Palm Oil (ISPO) schemes. The application also enables the recording of agricultural practice and sales of oil palm fresh fruit bunch (price and quantity).The tool has thus far gathered more than 4000 farmer data profiles and hundreds of RSPO/ISPO self-assessment data. These data are further processed and presented in a dashboard which show graphically the summary of farmers’ profile and quantitative outcomes of farmers’ sustainability self-assessment/traceability.
The application has been used in Solidaridad Indonesia’s projects which are, the National Initiative on Sustainable and Climate-smart Palm Oil Smallholders (NIS-COPS) in East and West Kalimantan, and RSPO Smallholder Support Fund in Lampung (RSSF).
However, due several circumstance, Bentang Sawit (BSWT) still have some challenges to use in the digital system as expected, especially functionality to show farmer farm location as traceability information for global market requirement as well as Indonesia national dashboard information. Therefore, Solidaridad Network Indonesia are keen to explore potential new service provide, especially who are based in Indonesia to support this objective.
Objective
To optimize the utilization of the digital tool, Solidaridad Indonesia plans a further collaboration with potential partner in Indonesia to achieve the following objectives, which are to:
- Improve offline data entry functionality
- Improve offline access to knowledge data base
- Update data points which need to be recorded
- The development of related digital application extends the application of traceability function which currently at the farmers self-assessment stage, to other supply chain stakeholders upstream (traders, cooperatives, and processing mills).
- Develop dashboard for the presentations of data entered: graphs of farmers and achievement of RSPO/ISPO milestones, geographic (map-based presentations) which can later be overlaid for further geoprocessing independent of the dashboard.
Objectives of assignment
The contractor will continue design and develop a web and mobile application of Bentang Sawit (BSWT). The user can access the BSWT information from web or mobile applications. The mobile applications will be more user friendly and will serve as an important tool to provide speedy access to the required information. The mobile app will be available in android platforms. The system will be developed in close consultation with the Programme Team and PMEL Team of Solidaridad Indonesia.
Major activities of agency/Consultant
- Design an interactive, user-friendly web and mobile application. The mobile application should be developed for Android platforms.
– Web application will include features to add dynamic data to mobile applications, monitor usage, generate visualization and other statistics Solidaridad.
– Mobile app with easy search feature for quick access of information - Frequent Communication with the stakeholders to ensure the quality and to reduce the overall project delivery time requirements.
- Deploy the final application to the server and hand it over to Solidaridad Indonesia
- Prepare a usage guideline video and add it to the website. Prepare all the required documents: user manual, technical documents, and reports.
- Provide final training to the selected technical members to use web application and mobile application.
- Formal inauguration program to handover the system to Solidaridad Indonesia
Following activities will be carried out by the consultant
Key Task 1 : Define Scope of Work
The consultant will collaborate closely with the Programme and Performance Monitoring, Evaluation, and Learning (PMEL) Team of Solidaridad Indonesia, along with other relevant stakeholders, to define and finalize the scope and features of the Bentang Sawit (BSWT) web and mobile applications. This includes:
- Facilitating discussions to identify and refine key features, workflows, and user interface designs to ensure the system is user-friendly, interactive, and accessible to a wide range of users.
- Conducting meetings with Solidaridad and stakeholder teams to understand existing processes, document them clearly, and obtain formal validation
- Preparing a comprehensive Software Requirements Specification (SRS) document that outlines both functional and non-functional requirements, to be reviewed and approved by stakeholders
- Developing a non-functional prototype aligned with agreed specifications, enabling stakeholders to visualize the system and provide feedback prior to development.
- Clarifying the hosting arrangement to be secured through a government hosting facility
- Detailing the documentation and training plan, including:
a. Delivery of key documents: User manual, technical documentation, source codes, and training materials
b. Training/orientation activities: Number of sessions, formats (online/offline), and timeframes.
Key Task 2 : System Development
Based on the defined requirements, the consultant will be responsible for the design, development, and deployment of the BSWT system and mobile applications. This includes:
- Designing and developing a web-based and Android-based mobile application in accordance with the specifications provided by Solidaridad Indonesia and stakeholders.
- Ensuring the system design is intuitive, user-friendly, and supports efficient workflow— especially for field implementers and users in rural or remote areas.
- Developing a responsive web application that is compatible with various screen sizes and major web browsers, with visually appealing and functional graphic design.
- Creating a modular and scalable architecture that can accommodate future enhancements and a growing user base across Indonesia.
- Building an administrative interface to manage dynamic content across both the web and mobile platforms.
- Supporting the deployment of the Android mobile application to the Google Play Store.
- Conducting regular coordination meetings with the Programme and PMEL Team of Solidaridad Indonesia to review progress, gather feedback, and ensure alignment throughout the development cycle.
Duration and timeline:
Once the firm/consultant has signed the contract, the work is expected to start. It is anticipated that work will be completed within 6-24 months, including 1 year maintenance period.
Expected Result
The Indonesia service provider expected to provide improvement of Bentang Sawit (BSWT) functionality in several area such as:
- An improved recording system is in place to compile and organize Solidaridad Network Indonesia’s historical data from 2013 to the present
- Bentang Sawit (BSWT) is enhanced to record and display beneficiaries’ farm locations and their distribution through an interactive dashboard accessible to relevant stakeholders both online and offline
- Bentang Sawit (BSWT) functions effectively as a project monitoring tool, enabling better tracking of activities and progress
- Bentang Sawit (BSWT) serves as an e-learning platform that provides practical benefits to smallholder farmers within Solidaridad Network Indonesia’s project areas.
- Bentang Sawit (BSWT) supports smallholders by offering features that improve farm productivity through advanced digital analyses, such as nutrient analysis via satellite imagery and carbon measurement.
- A local server is provided that is both accessible and affordable for Solidaridad Network Indonesia and participating smallholders, ensuring smooth operation of the digital system.
Deliverables:
- Fully functional and fully tested STP-EHS mobile and web application.
- Technical documents of the system and user manuals.
- Provide a minimum 1-year support & maintenance service for the system from the date of contract signing.
- Knowledge transfer through workshop/Training and formal opening of the platform with concerned stakeholders.
Requirements:
Both technical and IT-related expertise is required to complete this assignment; include expertise on spatial analysis and familiarize with Arc GIS are preferable
EXPERT-1: Technical requirements
The team must include one or more professionals familiar with the Agricultural system and competent to coordinate with government agencies and officials.
EXPERT 2: IT requirements
- A team of IT professionals with bachelor’s degree or equivalent degree in Computer related studies / Master’s in Computer Application sciences or related studies with strong theoretical and practical knowledge of IT.
- The consultant firm’s team must be composed of qualified experts, with a demonstrated track record in the development of online learning modules and video editing.
- Knowledge of, and experience working with, government & partners.
- Familiarity with agricultural related web and mobile application development
- Experience in managing result-based IT project
- Proven understanding of data security and privacy principles, especially when dealing with sensitive or geolocation-based information.
- Ability to provide a comprehensive Quality Assurance (QA) and User Acceptance Testing (UAT) process as part of the system implementation phase.
- The consultant must provide a warranty/maintenance period of at least 3 to 6 months after final handover of the system.
- Ability to offer long-term support and maintenance services, including bug fixing and technical updates.
