Job Description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis.

In the context of bilateral cooperation between the German Government and the Indonesian Government, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ) for Adaptive Social Protection/Integrated Solutions in Disaster Risk Management and Social Protection (ISASP).

The ISASP aims to provide integrated solutions to improve the crisis response capacity and long-term adaptation of poor population groups to climate change by linking social protection instruments with disaster management and climate adaptation approaches. By improving the protection of poor people and those at risk of poverty against climate-related shocks, it contributes to reducing the poverty rate (programme objective indicator 1). Incentive systems and financing mechanisms for forest protection and environmental services are being tested with the development of support approaches for adapting livelihoods to climate change in the project provinces (programme objective indicator 2).

The TC module is in line with the BMZ core thematic strategy “Health, Social Protection and Population Policy”. It contributes to the implementation of the “Social protection” field of action, which is committed to establishing universal, inclusive and adaptive social protection systems in partner countries in order to strengthen the population’s resilience to individual life risks and collective crises and in future also increasingly to the consequences of climate change.

The project’s political partner is the National Authority for Disaster Management (BNPB). The project’s implementation is planned to be decentralised in two regions: West Nusa Tenggara (NTB) and South Kalimantan (Banjarmasin). To achieve the module objectives, the Ministry of Finance (MoF), various directorates of the Ministry of Development and Planning (BAPPENAS), the Ministry of Village (MoV), the Ministry of Home Affairs (MoHA), and the Ministry of Housing and Public Works (MoPUPR) engage as the implementing partners.

To support the implementation of this project, GIZ seeks one (1) motivated and qualified Indonesian candidate for: Provincial Livelihood and Community Development Advisor (NTB)

(Provincial Livelihood and Community Development Specialist (NTB) – Job title in SAP: Advisor)

Core Task

In your role, you are responsible for managing all job orders within your jurisdiction and serve as the primary point of contact for advising the commissioning manager (AV), advisors (international, national, and provincial), other team members, and external partners on mainstreaming the innovative livelihood and community development topics into West Nusa Tenggara (NTB) government systems, following the National Disaster Management Master Plan (2020-2044), National Climate Resilience Development Policy (2020-2045), SENDAI Framework and other international Social Protection frameworks. You provide proactive and diligent advice and expertise in formulating and developing precise and impactful policies, strategies, and action plans related to livelihood and community development and cross-sectoral approaches for NTB, integrating social protection, CCA and disaster risk management fields, including the sensitive process of advocacy and lobbying for refinement of the legal and regulatory framework for sustainable livelihood model (SLM) in NTB. 

You support cooperation, regular contacts, dialogue, and liaise with partners and other important stakeholders of the project in NTB to support project activities and outputs in creating and promoting mitigation and adaptation actions within and beyond ASP that safeguards the country against disasters and ensures people coping mechanism; collaborate with relevant international development agencies, policy think tanks, research institutions, non-governmental organisations and individuals (pentahelix) in integrating the livelihood and community development measures into the NTB ISASP policies framework.

You coordinate the process for procuring services in connection with the livelihood and social protection intervention and focus in NTB, agree to and enter into contracts in accordance with relevant legal, contractual, socio-political, and corporate policy requirements, and monitor the processing and fulfilment of those contracts and their deliverables, working closely with the cluster finance specialist and ISASP AV.

In consultation with AV, the National Project Coordinator, other advisors, and the NTB DRR Forum team, you lead the conceptualisation, coordination, and execution of key joint project activities related to livelihood and community development policy and strategy, and coordinate contributions to other events where the ISASP project is involved.

In collaboration with your team and project management both at provincial and national levels, you play a crucial role in coordinating and promptly resolving all issues within your area of responsibility. Your dedication ensures that challenges are met competently, contributing significantly to the overall success of the project.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation.

As part of your role, you perform the tasks assigned to you by your line manager where required. This underscores the accountability and responsibility that come with the position.

Main Activities

The Provincial Disaster Risk Management Specialist performs the following key tasks:

  • In-depth analysis of stakeholder mapping of the social protection-related actors at provincial and district levels, including elaboration and gap-filling of the mapping of existing national strategies and implementation plans in the NTB (including poverty reduction interventions) (Output 1, Output 2).
  • Mapping an existing coordination and cooperation mechanism with a focus on cross cross-sectoral approach between different actors involved in SP, DRM and CCA in NTB, particularly in West Lombok, East Lombok and North Lombok (Output 1).
  • Analyse ongoing interventions against identified/perceived risks of local communities and effectiveness to reduce risk from different (natural) hazards and climate change impact, suitability of interventions and protection gaps (social protection versus livelihood) (Output 2).
  • In-depth analysis on the delivery chain/mechanism of SP programmes and schemes in the NTB and selected districts mentioned above, and source of financing (Output 2, Output 4).
  • Identify and analyse relevant government data collection mechanisms around socio-economic data, poverty and vulnerability in NTB and the districts mentioned above (Output 3).
  • Design, prepare, and implement a series of capacity development measures, including training, workshops, seminars, and other knowledge-sharing events, aligning these measures with the project’s ongoing momentum, partners’ needs, and overall project direction.
  • Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of the GIZ corporate strategy (eq., Vision 2028).

Job Requirements

Qualifications

University degree in social protection/social welfare topics, rural development, community development, disaster risk reduction/climate change and social sciences.

Professional experience

  • At least 4 years of international development experience (bilateral and/or multilateral organisations, consultancies) and a minimum of 7 years of subnational working experience in NTB.
  • Proven experience in developing, planning and managing technical cooperation strategies, frameworks and in climate change-related topics, community development, crisis prevention and sustainable recovery development at the provincial/local level.
  • Vast field experience in building resilience to the Impacts of climate change and an in-depth knowledge of NTB’s rural development, social protection and community development related issues.
  • Knowledge of the national and international social protection system, agenda and coordination mechanisms and mastery in establishing inter-organisational networks and partnerships at the ground-operational/community/village level.
  • Ability to provide inputs for an integrated approach in social protection and disaster risk management and their application to provincial ASP decision-making, including planning and advocacy documents involving multiple stakeholders at the provincial level.
  • Ability to develop evidence-based policy advice and promote a knowledge-sharing and learning culture.
  • Well-proven analytical and writing skills.
  • Proven experience in communicating complex topics in a targeted way to a broad range of stakeholders, including policymakers, private actors, marginal groups and research institutions.

Other knowledge, additional competencies

  • Massive knowledge and exposure to NTB government institutions and other SP stakeholders, including civil society, community groups and indigenous people; an NTB resident preferred.
  • Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a national and international team.
  • Excellent command of both spoken and written Indonesian and English. Local language proficiency is a competitive advantage.
  • Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy, negotiation proficiency, ability to listen attentively, familiarity with conflict resolution, and problem-solving aptitude is essential.
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high-quality work products.
  • A willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management.
  • Availability to travel within Indonesia for short-term coordination needs and project implementation on short notice.
  • Working knowledge of ICT technologies and computer applications (e.g. MS Office and other programmes).

Duty Station: Mataram (Lombok), with frequent travel to Jakarta.
