The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
Circular Economy (CE) has emerged as a strategic priority in ASEAN’s agenda for green and sustainable growth, as reflected in regional frameworks such as the Framework for Circular Economy for the ASEAN Economic Community (AEC), the Blue Economy Framework, and the ASEAN Regional Action Plan on Combatting Marine Debris.
ASEAN is a key partner in Germany’s development cooperation in Asia, particularly in promoting regional approaches to climate action, sustainable economic development, and environmental protection.
As part of this cooperation, the German Federal Ministry for Economic Cooperation and Development (BMZ) will commission the regional project “Reduce, Reuse, and Recycle to Protect the Marine Environment” (3RproMar II) as the joint successor to the ASEAN Municipal Solid Waste Management Enhancement (AMUSE, June 2022–December 2025) and 3RproMar I (July 2022–June 2025) projects.
3RproMar II is expected to begin in January 2026 and will build on the results of AMUSE and 3RproMar I in strengthening municipal waste management and preventing marine litter. The project will continue to support ASEAN and its Member States in enhancing policy, institutional, and technical capacities to address marine litter and transboundary waste challenges. At the regional level, 3RproMar II will strengthen coordination within ASEAN, support policymaking, and deepen cooperation and capacity development, e.g. regional dialogues, knowledge exchange, and environmental education.
In addition, 3RproMar II will operate in Cambodia, the Philippines, Indonesia, and Viet Nam, providing support to national ministries and selected municipalities. Successful implementation will require close alignment between the regional and national components to ensure that national activities are guided by regional strategies, and insights and lessons from national implementation are systematically fed back into ASEAN-level processes.
To support this work at the regional level, GIZ is currently recruiting one (1) Indonesian candidate for this position. [Job Title in the SAP: Advisor]
Tasks & Responsibilities
The advisor is responsible for:
- Develop and implement an Environmental Cooperation and Awareness Strategy targeting key groups such as communities, youth, schools, local authorities, and private sector actors.
- Design environmental education and behavioural change approaches and communication campaigns to promote sustainable waste practices, circular economy principles, and marine litter prevention.
- Create educational materials and communication tools (e.g., toolkits, guidelines, visuals, digital content) tailored to the needs of different audience groups.
- Plan and conduct awareness-raising activities at regional and national levels, including campaigns, exhibitions, school programs, and public events.
- Facilitate multi-stakeholder dialogues on environmental cooperation and education.
- Serve as the project’s communication focal point, and ensure consistent messaging, coordination of outreach activities, aligned with GIZ and partner communication guidelines.
- Coordinate environmental communication efforts with ASEAN bodies.
- Work closely with regional and national knowledge partners to co-develop content, exchange expertise, and promote joint learning formats.
- Support the establishment and strengthening of knowledge and learning partnerships for environmental education, including exchanges between countries, schools, and partner institutions.
- Provide advisory services on environmental education and behaviour change communication to project teams, government partners, and other stakeholders.
- Organize and moderate environmental education events, workshops, and youth-focused activities, fostering dialogue and active participation.
- Strengthen networks and partnerships with educators, NGOs, youth groups, media, and communication experts.

Job Requirements
- Bachelor degree in Education, Organizational Development, Communication or other field related to Education and Communication;
- At least 3 years of professional experience in environmental education and behavioural change in a sector related to circular economy or sustainable development;
- Good conceptual understanding of behavuoral change and educational principles in Circular Economy, Waste Management or sustainable business practices;
- Experience in working together with partner organizations;
- Familiarity with international development cooperation;
- Excellent communication, presentation, and stakeholder facilitation skills;
- Proficient in Bahasa Indonesia and English;
- Strong intercultural competence and organizational skills.
- Excellent interpersonal skills, ability to work in a team;
- Very good working knowledge of IT and communication technologies and relevant computer applications (e.g., MS Office);
