Advisor on Climate Finance Specialist (Project: FAST)

Project Overview

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The project Fast-tracking Transformation through Sustainable Public Finance for Biodiversity (FAST) aims at implementing and optimizing inclusive public finance measures to direct financial flows towards the acceleration of biodiversity protection. This a global project implemented by a consortium formed by GIZ and UNEP in 4 countries: Indonesia, Brazil, Costa Rica and Nigeria.

In Indonesia, the project will support the Ministry of Finance, more specifically the newly created Directorate General of Financial Sector Stability and Development at the Ministry of Finance (DSPSK), in the alignment of fiscal and financial flows with the goals and targets of the Global Biodiversity Framework (GBF), and in redesigning financial instruments to ensure that investment plans are evaluated for their potential risk to nature, and to create incentives for biodiversity-friendly investment into value chains and ecosystem services.

This is a new project, and the implementation will start early 2026 (commission from BMUKN expected in January 2026).

To support this work, GIZ is currently recruiting one (1) Indonesian candidate for this position. [Job title in the SAP: Advisor].

Core Tasks

In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to col- leagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.

Main Activities

  • Ensure cohesive coordination across all project components, supporting planning, alignment, and information flow so that activities are well connected and jointly implemented.
  • Manage annual activity planning and progress monitoring, including tracking milestones, deliverables, partner contributions, and consultant assignments.
  • Coordinate the implementation of project activities, in coordination with the consortium partner and the implementation partner, in close alignment with the political partner of the project
  • Supervise the implementation of activities of the implementation partner and perform a follow up of the administrative processes of the grant agreement
  • Support contract and procurement processes, including preparation of documentation, coordination with the Service Unit, and follow-up on contract implementation.
  • Lead the organisation and logistics of events, workshops, and field missions, acting as the link between technical advisors, contractors, and the admin team.
  • Collect inputs and draft contributions for reporting and communications, including success stories, activity summaries, photos/quotes, and updates for internal and external reports.
  • Engage proactively in exchange and collaboration formats with other country packages

Job Requirements

  • Master’s degree in finance, economics, public administration, or a related field.
  • At least 5 years of professional experience in project implementation in the field of sustainable financing
  • Strong familiarity with project management standards, organisational procedures, and internal compliance requirements.
  • Experience with contract management, procurement processes, and financial or budget monitoring.
  • Proficiency in using digital project management and documentation systems.
  • Excellent organisational skills, with demonstrated ability to manage complex workflows and coordinate across teams.
  • Strong communication skills, including ability to draft clear reports, summaries, and internal communication inputs.
  • Excellent command of English and Indonesian
