Senior Grants Manager

Job Description

1. Strategic Oversight and Institutional Strengthening

  • Lead the operationalization of the GMU as KEMITRAAN’s central fiduciary and grant management hub.
  • Develop and institutionalize internal policies, SOPs, and operational frameworks.
  • Represent the GMU in national climate finance dialogues and donor coordination platforms.

2. Grants Socialization and Proposal Development

  • Develop guidance materials and deliver outreach for AF/GCF modalities.
  • Manage concept note and proposal development processes in line with donor requirements.
  • Coordinate endorsement and submission procedures with national authorities and donors.

3. Fiduciary Integrity and Compliance

  • Oversee financial systems, internal controls, procurement, and audit processes.
  • Ensure compliance with AF/GCF fiduciary, procurement, and reporting standards.
  • Maintain risk registers and implement mitigation and anti-corruption measures.

4. Grants Operations and Financial Delivery

  • Manage disbursement schedules, financial tracking, and Execution Cost/Management Fee utilization.
  • Coordinate closely with Finance, MEL, and Procurement units to ensure seamless operations.
  • Safeguard documentation, version control, and audit trails for all financial transactions.

5. Monitoring, Reporting, and Learning

  • Integrate financial and programmatic data into donor reporting cycles.
  • Support results-based monitoring, supervision missions, and knowledge products.
  • Maintain a digital repository for templates, learning tools, and grant documentation.

6. GESI and Safeguards Integration

  • Ensure alignment with AF/GCF Gender Policies, Environmental and Social Safeguards (ESS), and inclusive grant practices.
  • Oversee GESI-responsive budgeting, data collection, and reporting.
  • Facilitate trainings and promote inclusive participation of women, Indigenous Peoples, and vulnerable groups.

7. Team Leadership

  • Lead and guide the GMU team through work planning, supervision, and capacity development.
  • Manage team performance and promote a collaborative, learning-oriented work culture.

Qualifications

Education

  • Master’s degree in climate policy, environmental science, public administration, or other relevant fields.

Experiences

  • At least 15 years of experience in the development sector, including a minimum of 10 years with international development organizations.
  • At least 7 years of experience in large-scale grant management, fiduciary oversight, proposal development, and reporting.
  • At least 5 years of experience in program and project management.
  • Strong understanding of Indonesian governance systems and national climate policies.
  • Proven experience leading multidisciplinary teams and working with government, civil society, and international partners.

Language

  • Excellent command of both written and spoken English and Bahasa Indonesia.
