Background and Rationale
Indonesia’s commitment to climate change mitigation and green economy transformation is embedded in the National Long-Term Development Plan (RPJPN) 2025–2045 and the National Medium-Term Development Plan (RPJMN) 2025–2029. These frameworks establish national targets for greenhouse gas (GHG) emissions intensity reduction and position Pembangunan Rendah Karbon (PRK) as a core development strategy under National Priority 2, integrating low-carbon pathways across energy, land use, waste management, industry, and blue economy sectors.
Achieving PRK targets requires consistent implementation across national and sub-national levels. Provincial governments play a critical role in translating national climate commitments into implementable actions through regional planning instruments such as RPJMD and RKPD. However, the complexity of low-carbon development, characterised by cross-sector interactions, long-term dynamics, feedback loops, and policy trade-offs, poses challenges for conventional planning approaches.
In parallel, the effectiveness of climate mitigation efforts depends on the quality of monitoring, evaluation, and reporting. The Government of Indonesia has developed AKSARA as the official platform for Monitoring, Evaluation, and Reporting (MER) of PRK actions. While AKSARA provides an integrated and transparent reporting system, variations in reporting capacity across regions persist, affecting data consistency, accuracy, and timeliness.
To address these challenges, this training programme combines scenario-based planning using System Dynamics with practical training on reporting climate mitigation actions through AKSARA. The programme is designed as an integrated capacity strengthening intervention to support provincial planners and technical agencies in both evidence-based policy analysis and credible reporting of climate mitigation outcomes.
Objectives
The training programme will:
- Strengthen the capacity of provincial governments to apply system thinking and system dynamics for scenario-based planning in low-carbon development.
- Build practical skills to translate regional development challenges into system dynamics models, including problem framing, causal relationships, and scenario interpretation.
- Improve provincial capacity to monitor, evaluate, and report climate change mitigation actions through the AKSARA platform in a consistent and accurate manner.
- Support alignment between policy analysis, planning decisions, and reporting outputs to strengthen evidence-based climate governance at sub-national level.
Scope of Work
The selected organisation will be responsible for event organisation, coordination, and logistical management for a four-day, in-person training programme on Scenario Planning through System Dynamics and Reporting on Climate Change Mitigation Actions through AKSARA, to be delivered by designated technical teams.
Required Expertise and Organisational Profile
The selected organisation must demonstrate the following qualifications:

Demonstrated experience organising and managing multi-day workshops, trainings, or conferences for government institutions, development programmes, or international organisations, preferably in Indonesia.
1.Experience supporting technical trainings or capacity-building programmes
Experience providing logistical and coordination support for technically complex training (e.g. policy analysis, modelling, climate change, public finance, or planning), working alongside specialist trainers or consultants.
2. Understanding of government and development-sector working environments
Familiarity with the operational requirements of government-led events, including protocol, coordination with multiple institutions, and sensitivity to hierarchical and inter-agency settings.
3.Strong coordination and project management capacity
Ability to manage multiple stakeholders, tight timelines, and parallel workstreams (e.g. venue, participants, trainers, documentation) with clear communication and accountability.
4. Qualified event management team
A dedicated event management team, including:
- Event manager / team lead
- On-site coordinators and support staff
- CVs of key personnel must be provided.
5. Organisational capacity and compliance
- A legally registered organisation (not an individual consultant) with:
- Demonstrated financial and administrative management capacity
- Experience delivering donor-funded or government-supported events
Ability to comply with FCDO value-for-money, safeguarding, and accountability standards
