Consultancy Revamping LCDI Secretariat Website

Background

Since 2017, the Foreign, Commonwealth & Development Office (FCDO) of the UK Government has partnered with the Ministry of National Development Planning (Bappenas) and the Government of Indonesia (GoI) to implement the Low Carbon Development Initiative (LCDI). Phase 1 of LCDI (2017–2021) focused on the development and adoption of Indonesia’s first national low-carbon development plan. One of the key milestones was the publication of the UK-funded LCDI Report, “Low Carbon Development: A Paradigm Shift Towards a Green Economy in Indonesia”, which was successfully integrated into Indonesia’s Medium-Term Development Plan (RPJMN) 2020–2024.

 

Building on these achievements, Phase 2 of LCDI (2022–2026) aims to mainstream low-carbon development across national and subnational planning, implementation, and policy processes. An integral part of this effort involves consolidating and communicating key data, knowledge products, and policy lessons, particularly in relation to waste management and other “brown issues.”

 

To strengthen visibility, engagement, and knowledge sharing, the LCDI Secretariat seeks to revamp its official website (https://lcdi-indonesia.id). The updated website will offer a more intuitive, user-friendly experience, with enhanced functionality for both users and content administrators.

 

Key Objectives of the Role

The objective of this assignment is to support the LCDI team in redesigning and enhancing the LCDI Secretariat website. Specifically, the consultant/vendor will:

  • Redesign and optimise the LCDI Secretariat website to align with Bappenas branding and LCDI2 priorities.
  • Enhance the site’s navigation, content structure, and multi-language capabilities to improve user experience and accessibility.
  • Strengthen backend functionalities and ensure compatibility with emerging LCDI tools and platforms.
  • Increase visibility of LCDI Phase 2 (LCDI2) to a wider audience, particularly key stakeholders from government, private sector, civil society, and the international community.
  • Create a dedicated page to highlight LCDI2 as a strategic and collaborative initiative, presenting its goals, partners, flagship programs, and progress.

Required Qualifications and Expertise

Vendor/Consultancy Firm

  • Minimum 7 years’ experience in website development for development, environment, or public sector initiatives
  • Strong track record in CMS-based website redesigns, preferably WordPress
  • Demonstrated capability in integrating design, backend programming, and database management
  • Experience with Bappenas or subnational government partners is an advantage

 

Required Roles and Expert Qualifications

Team Leader (up to 20 workdays):

  • 5+ years of experience in project delivery and team leadership
  • Deep familiarity with current web design tools and programming languages (HTML, CSS, JS)
  • Strong facilitation and communication skills with government partners

 

Senior Programmer (up to 20 workdays):

  • 5+ years of experience in web programming
  • Proficient in WordPress, PHP, JavaScript, and database management
  • Ability to troubleshoot and work in agile development environments

 

 Working Arrangement

  • The consultant will coordinate with the Environmental Directorate team under the supervision of the Communication Coordinator and report to the Director of Environmental Affairs at Bappenas, with coordination with OPML’s Engagement Lead and Communication Manager. OPML’s team will lead the coordination internally.
  • Routine updates will be provided to the LCDI Secretariat Communication and Satu Data teams.

All website materials, source code, templates, designs, and documentation shall be the sole property of the LCDI Secretariat upon completion of the assignment.
