We are currently seeking a qualified candidate for the position of ICT Engineering and Development.

 

Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and DoS, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.

The EpiC team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.

The EpiC approaches include:

  1. Attain and maintain HIV epidemic control among at-risk adult men, women, and priority populations
  2. Attain and maintain HIV epidemic control among key populations
  3. Improve program management, health information systems, HRH and HIV financing solutions to attain and maintain epidemic control
  4. Support the transition of direct funding and implementation to capable local partners to meet PEPFAR’s goal of providing 70 percent of its funding to local partners

 

Position Overview

We are looking for an experienced ICT Engineer in Development with strong Engineering, Development and DevOps expertise to join our team. The candidate will be responsible for managing infrastructure servers, continuing the development of the existing web-based app, troubleshooting, and adding new features and maintaining applications, automating workflows with CI/CD, and ensuring smooth delivery of integrated solutions. This role requires a strong problem-solving mindset, excellent communication skills, and the ability to collaborate effectively with both technical and business stakeholders.

  

Duties And Responsibilities

The main duties and key responsibilities for ICT Engineering and Development position as follows:

Infrastructure & Server Management

  • Manage and maintain servers running AlmaLinux.
  • Configure and administer Kubernetes, Docker, and Docker Compose.
  • Implement and maintain DNS management using Cloudflare.

DevOps & Automation

  • Design, configure, and manage CI/CD pipelines for automated build, testing, and deployment.
  • Implement infrastructure-as-code practices to ensure consistency and scalability.
  • Ensure high system availability, security, and disaster recovery readiness.

Application Development & Integration

  • Develop and maintain applications using Next.js, NestJS, JavaScript, TypeScript.
  • Design and optimize MySQL databases.
  • Implement message broker solutions with RabbitMQ.
  • Integrate secret management using HashiCorp Vault.
  • Build and manage microservices architecture using gRPC protocol.
  • Design and deliver system integrations with third-party systems.

System Design & Analysis

  • Perform requirement analysis and translate business needs into technical solutions.
  • Design tools, systems, and workflows using PlantUML.
  • Apply system design frameworks with Ant Design and Bootstrap for UI/UX.

Monitoring & Observability

  • Deploy and manage monitoring solutions with Grafana and Prometheus.
  • Ensure system reliability, performance, and scalability.

Collaboration & Communication

  • Work closely with cross-functional teams to design, implement, and deliver solutions.
  • Communicate technical solutions clearly to both technical and non-technical stakeholders.
  • Provide end-to-end support from problem analysis to final delivery.

 

Required Qualifications
  • Bachelor’s degree in computer science, Information Technology, or related field (or equivalent practical experience).
  • 5+ years of professional experience in relevant fields.
  • Proven experience in DevOps practices and CI/CD pipeline configuration.
  • Hands-on experience managing containerized applications and orchestration (Kubernetes, Docker).
  • Strong programming skills in JavaScript/TypeScript with experience in Next.js and NestJS.
  • Solid understanding of relational databases (MySQL) and message brokers (RabbitMQ).
  • Experience with microservices design and gRPC protocol.
  • Knowledge of infrastructure security and secret management (HashiCorp Vault).
  • Experience in system monitoring and performance tuning with Grafana and Prometheus.
  • Familiarity with DNS management (Cloudflare) and Linux server administration (AlmaLinux preferred).
  • Experience on modern Front-end framework
  • Strong ability in system analysis, architecture design, and technical documentation.
  • Experience integrating systems with third-party services and SSO (Microsoft ecosystem).

  • Familiarity with CI/CD tools (GitHub Actions, GitLab CI, Jenkins, ArgoCD, etc.).
  • Experience with Agile methodologies

 

This consultancy is scheduled to run for a period not exceeding six months, commencing in October 2025 and concluding on March 31, 2026.
