Consultant for Accountant (3 Months Contract)

The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence.9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50% and 85% for very large populations of people in poverty. In its partnership with Yayasan Integritas Justitia Madani Indonesia (IJMI), IJM is seeking a competent Accountant to support day-to-day accounting and finance activities. The candidate will use his/her financial skills and experience to ensure stewardship and accountability among field office staff and IJM partners; participate in the financial booking; manage banking relationships and supporting all day-to-day accounting and finance activities are in line with the IJMI policy and standard. The individual must share IJM’s values and be passionate about the mission and the vision of IJM. This position is based in Jakarta, Indonesia and may require occasional travel within Indonesia. The position direct report to the Finance Officer.

Key Result Areas:
- Provide support for all day-to-day accounting and finance activity of the Indonesia office, and other IJM activities occurring in Indonesia including Implementing Partners.
- Ensure compliance with donor grant rules and regulations and monitor sub-grant recipient spending and reporting.
- Provide support in preparing monthly and annual financial close process in a timely manner.
- Provide support to ensure compliance to applicable local laws and regulations.
- Provide support to ensure financial health, liquidation, and compliance of the organization.
Roles and Responsibilities:
Leadership and Management
- Encourage good stewardship and cost effectiveness among all staff.
- Support in the financial planning for the Field Office and ensure proper accountability for approved budget, including departmental budgets.
Networking & Partnership
- Manage banking relationships and support coordination with external parties on all finance matters.
Policies and Procedures
- Maintain a thorough working knowledge of the IJM Field Office Finance Manual and the Global Finance Policy; and
- Provide support for reviewing and regularly update country-specific supplements to Field Office Finance Manual.
Communication
- Maintain regular communication with IJMI team and Implementing Partners; and
- Provide support for effective communication and enforcement of finance policies and procedures to all IJMI staff by conducting refresher training, issuing regular reminders/clarifications, etc.
Training and Development
- Conduct training in finance policies and procedures for new staff as well as refresher training as needed.
- Conduct training and spot check for Implementing Partners to improve the IP’s capacity
Documentation, Reporting & Data Management
- Review Finance forms, supporting documents and record transactions in QuickBooks on time.
- Provide support in ensuring accurate and timely submission of financial reports to Global, the Indonesia government, and other funding agencies.
- Review asset schedule and coordinate with the HR and Admin unit on annual inventory; and
- Maintain finance files and records, ensuring they are ready for statutory external audit and other forms of audit by IJM and partners.
Grants Management
- Provide support for development of budget proposals.
- Ensure financial compliance of donor funds including the monitoring of sub-grants.
- Maintain close relationship with sub-grantees and plan site visits as required by subgrant agreements.
General Accounting & Statutory Compliance
- Review all payment requests, expense reports, and cash advances for proper authorization, support and allocations, and process payments.
- Reconcile accounts and provide support in financial monthly closing.
- Provide support for internal review such as financial standards and procedures.
- Prepare journal entries for other financial transactions.
General tasks
1. Travel from time to time for meetings, training or conferences.
Supervisory:
This position reports to the Finance Officer
No roles report to this position.
Education & Experience:
- Bachelor’s degree in finance/accounting required.
- Minimum five years of accounting/financial management experience with the day-to-day financial operations in International organization;
- Experience managing grants and other restricted awards, including overseeing sub-grantees;
- Experience working with international organizations, preferably non-profits; and
- Experience creating budgets, keeping program expenditures in line with revenues and strategic focus, and setting and following financial policies and procedures.
Technical Competencies:
- Excellent written and spoken English and Bahasa Indonesia required;
- Proficiency with Microsoft Office and accounting software such as QuickBooks; ERP experience is a plus; and
- Effective communication skills that enhance productivity and facilitates positive workplace relationships.
Non-Technical Competencies:
- High integrity and conscientiousness;
- Ability in plan, organize and manage own workload and proven ability to work with deadlines in accordance with set priorities;
- Well-organized and flexible, and enjoy the challenges in supporting diverse people and programmes;
