2. Background and objectives of assignment
The Biodiverse Inclusive Palm Oil Supply Chain (BIPOSC) Project aims to build a transparent and deforestation-free supply chain through locally adapted agroforestry models, regenerative agriculture, and biodiversity enhancement. This project is responsible for increasing the capacity of smallholder farmers through farmer institutional development, encouraging entrepreneurship, and supporting alternative income sources beyond palm oil.
The BIPOSC (Biodiverse Inclusive Palm Oil Supply Chain) project aims to build a transparent and deforestation-free palm oil supply chain. One of the key components is the development of Income Generating Activities (IGA) to support farmers, especially women and youth, during the replanting period.
Objective 1 : Improve farmer group capacity in cattle and catfish productivity. This includes training and technical assistance to increase livestock and aquaculture productivity, improve feeding practices, and reduce mortality rates.
Objective 2 : Enhance farmer group capacity in joint marketing of cattle and catfish. Support farmer groups to collectively market their products, negotiate better prices, and reduce dependency on middlemen.
Objective 3 : Strengthen cooperative capacity in managing seed funding. Provide guidance to cooperatives to ensure transparent and accountable management of seed funds, with clear documentation.
Objective 4 : Support cooperatives in managing business capital through a revolving fund scheme. Assist in developing systems that enable sustainable financing through revolving funds, ensuring capital continuity for group members
Objective 5 : Strengthen cooperatives in the production of superior cattle breeds. Introduce and support breeding techniques to produce higher-quality cattle breeds that are more profitable and resilient.
Objective 6 : Support cooperatives to diversify products. Encourage cooperatives to identify and develop additional products to reduce dependency on a single commodity and increase income resilience.
Objective 7 : Provide market survey results of potential local commodities in Pangkatan Subdistrict. Conduct a comprehensive market survey to identify and recommend alternative local commodities with strong market demand.
3. Assignment overview and scope of work / deliverables
The consultant will provide technical assistance to farmer groups and cooperatives, as well as conduct a market survey in the project intervention villages.

4. Copyright and intellectual property rights
All materials, documents, and outputs generated during the execution of this contract shall remain the property of SNV and may not be shared or used for other purposes without SNV’s prior written consent.
5. Contract project fees and duration
Contract Duration : 12 months from contract signing
Payment Terms : Based on achievement of deliverables and work progress as per contract
Budget Coverage : The budget includes professional service fees, accommodation, transportation, and other related expenses unless otherwise specified in the contract
6. Payment terms
Payment Method
The consultant’s fees will be disbursed in five instalments based on the achievement of deliverables and project progress, as follows:
- Term 1 (20%) – to be paid in Quarter 1 (Q1) upon submission and approval of the initial deliverables.
- Term 2 (25%) – to be paid in Quarter 2 (Q2) upon completion of the agreed deliverables.
- Term 3 (25%) – to be paid in Quarter 3 (Q3) based on deliverables achievement.
- Term 4 (20%) – to be paid in Quarter 4 (Q4) upon successful completion of outputs for that period.
- Term 5 (10%) – as the final payment (cleaning payment) upon completion and approval of all deliverables, and submission of the final report.

Deliverables-based (verification of meeting room provision, equipment readiness, meals & refreshments, and technical support as per TOR)
Payment Documentations
Invoice, signed attendance list, and service completion confirmation from SNV
7. Due diligence instructions
SNV applies a strict due diligence process in the selection of partners and consultants. The selected consultant is required to provide the following documents as part of the process:
- Copy of legal documents of the company/individual consultant (as applicable).
- Tax Identification Number (NPWP) for consultants/companies registered in Indonesia.
- Bank account information in the name of the consultant/company.
- A signed statement confirming that the consultant is not involved in fraud, corruption, or blacklisted by donors or government authorities.
- Relevant references from previous assignments.
- Evidence of experience and involvement in similar projects, particularly in the fields of agriculture, livestock, aquaculture, cooperative management, or community-based enterprise development.

Interested consultants are invited to submit both a Technical Proposal and a Financial Proposal, which must include:
Technical Proposal:
- Understanding of the scope of work.
- Proposed methodology and work plan.
- Team composition and CVs of key experts.
- Relevant experience and references.
Financial Proposal:
- Detailed budget in Indonesian Rupiah (IDR), inclusive of all applicable taxes.
- Breakdown of consultancy fees, travel costs, and other direct expenses.
Administrative Documents:
- Consultant/company profile.
- Relevant legal and tax documents
