Contractor for Office Renovation

Background

The Foreign, Commonwealth, and Development Office of the UK Government (FCDO) in collaboration with the Development and Planning Ministry (Bappenas) and the Government of Indonesia, have developed a partnership agreement in the Low Carbon Development Initiative (LCDI) since 2017. The first phase of LCDI was implemented in 2017-2021. Currently, the programme has entered LCDI Phase 2 (LCDI2) for four years. The LCDI Phase 1 focused on the preparation and implementation of the first national low-carbon development plan for Indonesia. One of the major milestones in LCDI Phase 1 is the Government of Indonesia launched a UK-funded report called “Low Carbon Development: A Paradigm Shift Towards a Green Economy in Indonesia” (the LCDI Report). This report has been successfully incorporated into the national Medium-Term Development (RPJMN) 2020-2024.

Oxford Policy Management Limited (OPML) has recently contracted by FCDO, with British Embassy Jakarta (BEJ) as its client service, as the Supplier to deliver and manage programme implementation of LCDI2 in collaboration with the Government of Indonesia (GoI), primarily Bappenas, along with relevant line ministries and the pilot provinces of the Programme. This programme will support implementation of the LCDI at both the national and subnational level to support the Government meet its emissions reductions targets in Indonesia’s medium term development plan. In specific, the programme covers:

  • Building political support for low-carbon development within and outside of government
  • Building knowledge and understanding of the LCDI approach among those who would be responsible for implementing it within GoI
  • Supporting implementation of the LCDI approach, especially through provincial and national development plans
  • Raising ambition to the highest levels set out in the LCDI report

The LCDI Secretariat office has been in use since LCDI phase 1, and renovation is now needed to enhance the overall working environment. This renovation aims to create a more comfortable, hygienic, and efficient workspace for all staff members.

 Objectives

The objective of this renovation is to enhance the functionality, cleanliness, and aesthetics of the office environment by:

  • Removing unnecessary or damaged items to optimize space usage.
  • Small office re-layout to support efficient movement or collaboration, and create a more organised, comfortable, and productive working environment.
  • Conducting a deep cleaning and maintenance exercise to ensure a hygienic workspace & pest control.
  • Refurbishing the workspace through replacement of carpets / parquets and minor repairs or painting where necessary.

Scope of Works

The selected vendor/contractor will be responsible for the following activities:

Furniture Management & Small Re-layout

  • Remove all broken or unnecessary furniture and equipment. If disposal is not possible optimize the storage and stack or store items out of sight.
  • Repositioning office layout and furniture
  • Conducting minor repairs on current furniture’s as needed
  • Organising workstations and storage areas for better workflow
  • Ensuring proper cable management
  • Replace old or damaged carpets / parquets with new, durable, and easy-to-clean materials.
  • Conduct minor wall repairs, painting, and touch-ups as required to refresh the space.
  • Provide advise new furniture as needed.

Deep Cleaning

  • Conduct a thorough cleaning of the entire office, including floors, walls, ceilings, and furniture.
  • Move furniture to clean behind and underneath.
  • Ensure all cleaning materials and methods are appropriate for office use and environmentally friendly.

Pest Control

  • Implement pest control.

Food Waste Management

  • Provide and install new sealed bins for food waste to prevent pest access.

Expected Result / Output

  • Improved Office Environment – The workspace is clean, re-organized, and free from unnecessary or broken furniture, creating a more comfortable and efficient working area with more access to natural lighting, clearer separation of functional spaces.
  • Enhanced Hygiene and Pest Control – The office has undergone deep cleaning and pest control treatments, supported by improved food waste management with sealed bins.
  • Refreshed Appearance and Functionality – New carpets / parquets and minor repairs or repainting have been completed, resulting in a refreshed, professional, and well-maintained office space. 

Deliverable

Completion report summarizing works done, materials used, and before/after documentation.

How to Apply

Site surveys can be conducted by appointment on 26–27 November, during regular office business hours.  Interested vendors are invited to submit their technical and financial proposal using the attached Excel template and email to A5043procurement@opml.co.uk with the subject line “Office Renovation”.  All submissions must be received no later than 30 November 2025 at 11:00 PM.
