District Officer – West Java

Overview:

Jhpiego seeks 3 (three) District Officers to support the Jhpiego project in West Java provinces (Kab. Bandung, Kab.Bogor, and Kab.Garut).  This position will provide technical assistance to the District Health Office (DHO) in identifying and delivering life-saving targeted assistance in the areas of maternal, newborn, and child survival and nutrition to reduce maternal, newborn and child mortality. The DO’s focus will be on strengthening the role of community health volunteers (Kader) to improve access to quality maternal and neonatal health services.

Responsibilities:

Technical and Management Responsibilities

  • Accountable for project’s adherence to PHC technical standards/health guidance in the assigned district
  • Work closely with the Technical Advisor Community Health to identify gaps related to the role of community health volunteers (Kaders) in conducting home visits, to gather inputs in supporting the development and contextualization of refresher training materials on home visit implementation.
  • Identification and selection of qualified Kaders and cadre facilitators to participate in supervised Kader’s home visit activities.
  • Work closely with DHO and related Puskesmas to prepare, coordinate, and deliver on the job training for Kaders on competencies related to home visits, particularly on maternal and neonatal health issues.
  • Provide Technical Assistant for DHO to ensure health providers at Pustu (auxilliary clinics) are certified to coach Kaders in delivering their job, particularly the home visit.
  • Provide Technical Assistance to DHO and Puskesmas to ensure Kaders conduct home visits in accordance with national guidelines, including supporting data collection for the Community-Based Surveillance System (PWS), follow-up visits for identified high-risk individuals, identification of households with danger signs, special needs, or frequently occurring illnesses to facilitate appropriate referrals and education on available quality services.
  • Provide Technical Assistant to health workers at Pustu to ensure Kaders in Posyandu and Pustu conduct proper documentation summarizing home visit data, including the visual graph for local monitoring.
  • Provide Technical Assistance for Puskesmas/Pustu staff to ensure Kader engagement in data review and analysis processes at the Puskesmas level.
  • Work closely with the Technical Advisor Community Health, QI Specialist, MNH Technical Advisor, and MNH Technical Director to identify strengths and gaps related to the role of community health volunteers (Kaders) in the continuum of care, with the aim of improving access to quality maternal and neonatal health services.
  • To ensure the program implementation in district works appropriately and meets the target
  • Work with M&E Advisor and team to assist in implementing effective and efficient monitoring systems, processes, and tools to provide quality (timely, accurate, and complete) data and generating evidence
  • To conduct data collection and analysis of project performance, and progress based on data monitoring and provide feedback/input to project teams accordingly
  • To assist health provider and cadre at Pustu in checking data quality and make corrective actions as necessary to ensure that data/information generated are correct and reliable,
  • To track indicator achievements at all levels (input, process, output/outcome, impact/goal) and prepare ME consolidated reports and presentations for the projects
  • Work closely with the DHO to determine technical, administrative, and operational capacity needs related to Puskesmas and Pustu, and develop technical assistance plans to address priority needs as needed
  • Provide necessary technical and organizational and any other support to the district health office to conduct workshops/ seminars/ meetings/advocacy events
  • Provide regular process documentation of all activities, meetings and relevant events – support QI specialist to capture the district’ opportunities and challenges in implementing the ILP, especially related to MNH continuum of care.
  • Work closely with Technical Advisor Community Health, QI Specialist, M&E Advisor and MNH Technical Advisor to document successes, lessons learned and challenges in implementation; contribute to the analysis, synthesis, and reporting of project outcomes and results; and prepare and contribute to timely semi-annual and annual reporting of project activities as needed
  • Other duties as assigned by supervisor

 

Internal Communication Responsibilities:

  • Provide weekly reports on work progress/plans to QI specialist and Technical Advisor Community Health regarding district-level PHC activities
  • For those districts with learning labs:  provide regular updates to national level, contribute to regular reporting

 

Public Relations and Representation Responsibilities:

  • Represent MCGL as requested by the Technical Advisor Community Health for project progress, achievements and lessons learned through participation in relevant technical advisory/working groups and professional forums

 

Qualifications:

  • Bachelor degree in public health, health administration, or related field
  • 5 – 6 years’ experience with development/health sector, PHC experience preferred
  • Experience working on health system programming, advocacy
  • Strong network of health systems stakeholders in the selected district desired
  • Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
  • Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
  • Excellent written and oral presentation skills, including report writing and dissemination
  • Demonstrated excellence in oral and written Indonesian language; English language proficiency preferred
  • Excellent time-management, problem-prevention and problem-solving skills
  • Competent in Microsoft office: Excel, MS word, and Power point
  • Ability to work independently and to exercise independent judgment
