External & Government Relations Officer
Job Description
We are looking for a External & Government Relations Officer (EGRO) to join our team full-time in Kupang, NTT. EGRO will be responsible for strategically mapping, building, and nurturing relationships with external stakeholders, including government bodies at the regional (East Nusa Tenggara Province) and national levels. EGRO will play a key role in advocating for policies, regulation & partnerships that support the sustainable growth of Birufinery and the broader seaweed industry.
Working closely with and reporting to the Chief of Partnership, EGRO will be expected to execute, plan, and lead initiatives to foster strong external partnerships and navigate the regulatory landscape.
Responsibilities
- Stakeholder Mapping and Analysis:
- Identify, map, and classify based on priority key external stakeholders, including government agencies (local, provincial, and national), relevant industry associations, research institutions, NGOs, community leaders, and other relevant entities.
- Conduct thorough analysis of key external stakeholders main programs, organizations’ objectives, roadmap plan, interests, priorities, and potential impact on Birufinery’s operations and growth.
- Relationship Building and Management:
- Develop and cultivate strong, trust-based relationships with key external stakeholders through consistent communication, engagement, and proactive outreach.
- Act as a primary point of contact for external inquiries and maintain a robust network of relevant contacts.
- Negotiation and Advocacy:
- Lead and support negotiation efforts with government agencies and other stakeholders on matters related to permits, licenses, land use, environmental regulations, and industry development initiatives.
- Effectively advocate for Birufinery’s interests and contribute to shaping a favorable policy environment.
- Stakeholder Engagement and Collaboration:
- Design and implement strategies for effective stakeholder engagement, including organizing meetings, workshops, and forums to foster collaboration and build consensus around Birufinery’s initiatives.
- Prepare compelling and informative presentations, reports, and briefing documents for internal and external audiences, including government officials, potential partners, and community stakeholders. This includes translating complex information into clear and concise narratives.
- Policy Monitoring and Analysis:
- Continuously monitor relevant regional and national policies, regulations, and political developments that may impact the seaweed industry and Birufinery’s operations.
- Analyze potential risks and opportunities and provide timely updates and recommendations to the Chief of Partnership.
- Policy Negotiation and Advocacy:
- Proactively engage with policymakers & influential entities at the regional & national levels to advocate for policies that support the sustainable development of the seaweed industry in NTT and align with Birufinery’s strategic objectives.
- Drafting policy recommendations, participating in consultations, and building coalitions with other stakeholders.
- Prepare documents, briefs, presentations and key talking points for BoDs on governmental meetings and events for strong advocation on Birufinery’s strategic objectives
- Planning and Execution:
- Coordinate with the Chief of Partnership to develop and execute comprehensive external and government relations strategies and plans.
- Manage projects and initiatives effectively, ensuring timely completion of deliverables and alignment with overall company goals.
- Develop and build strategic partnership with relevant key stakeholders throughout all business operations of Birufinery
- Leadership and Collaboration:
- Provide guidance & support to internal teams on external & government relations matters.
- Work collaboratively with other departments, including operations, production, and community development, to ensure a cohesive and integrated approach to stakeholder engagement.
- Maintain accurate records of stakeholder interactions, agreements, and policy developments.
- Prepare regular reports on external relations activities and outcomes for the Chief of Partnership and senior management.
Job Requirements
- Bachelor’s degree in Political Science, Public Policy, International Relations, Communications, Business Administration, or a related field. A Master’s degree is a plus.
- Minimum of 3 years of progressive experience in external relations, government affairs, corporate communications, or a similar role, preferably within the natural resources, agriculture, or marine sector.
- Proven track record of successfully building and managing relationships with government officials, industry stakeholders, and community leaders in Indonesia, particularly at the regional (East Nusa Tenggara Province) and national levels.
- Strong understanding of the Indonesian political and regulatory landscape, policy-making processes, and government structures.
- Excellent negotiation, advocacy, and influencing skills.
- Exceptional communication (written and verbal), presentation, and interpersonal skills in Bahasa Indonesia and English.
- Ability to develop compelling presentations and reports for diverse audiences.
- Strong analytical and problem-solving skills with the ability to interpret complex information and develop strategic recommendations.
- Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.
- Strong ethical standards and a commitment to sustainability and community development.
- Familiarity with the East Nusa Tenggara region and its socio-political context is highly desirable.
- Willingness to travel within East Nusa Tenggara and to Jakarta as required.
