Junior Advisor (Green Economic Recovery Project)

Job Description

The technical cooperation project “Green Economic Recovery: Green Growth Diagnostic Framework in Indonesia”, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the Indonesian Ministry for National Development Planning (Bappenas) to improve the institutional and regulatory framework for the transformation towards a Green Economy in Indonesia at national and provincial level. It works towards 3 outputs: 1) developing capacities for evidence-based planning; 2) enhancing linkages between policy formulation and implementation; and 3) building capacities of provinces for green growth planning and policy design. By applying economic modelling tools which consider sustainability parameters, the project is assisting Bappenas to identify economic sectors to prioritize in their green growth strategies. These strategies will guide the mid- and long-term development planning of the central government that will be a guidance for the regional level.  It may include sectors such as agriculture, forestry & land-use, urban policy, labour policy, infrastructure, energy transition, transport, mining, trade, circular economy and industry among others, with more focus to the major projects which are still to be determined.

Output 1 aims to boost Bappenas and other actors’ analytical capabilities for evidence-based planning in transitioning to a green economy. The focus is on the Directorate of Macro Planning and Statistical Analysis. Efforts include enhancing economic models, improving data for calculations, and training professionals. Output 2 aims to align policy formulation for a green economy among Bappenas, the Ministry of Finance, sector ministries, and other authorities. This involves collaborative scenario development with sector ministries, ensuring early stakeholder involvement, and emphasizing gender-sensitive policy scenarios. Output 3 seeks to enhance planning and monitoring capacities for the green economy transition in up to nine provinces. It supports provinces with existing green initiatives and helps new provinces identify potential challenges and recommendations. The approach is cost-effective, leveraging German Development Cooperation experience and utilizing tools like the Green Economy Index for provinces.

To support implementation of the project, we seek one (1) motivated and qualified Indonesian candidate for Junior Advisor position.: Junior Advisor (Job Title in SAP: Junior Advisor for Economic Policy) 

Core Task

In your role you support the officer responsible for the commission in implementing the technical, content-related and organisational aspects of the commission. In consultation with your line manager,, you collaborate on planning and steering tasks and on monitoring the activities and measures. You also respond promptly ad competently to matters that fall within your assigned thematic area, where applicable in consultation with experienced specialists, and following consultation remain available to answer further enguiries.

You may be assigned individual tasks in connection with project administration and project implementation. You participate in the conceptual design of the project, in particular in the modification or realignment of the project. You provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors, and thereby support strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of job orders on behalf of the company. Working with expereinced specialists, you resolve problem that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regard for all the legal, contractual, socio-political and corporate policy requirements and the instructions of your line manager and follow up the processing and compleion of those tasks.

Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

In addition, you deal with all associated matters in your thematic area promptly and competently.

You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.

You perform the tasks assigned to you by your line manager, where required.  

Main Activities 

  • Under the Principal Advisor, supporting overall project coordination of GER including management of jour fixe and team schedules, progress tracking and reporting, event planning and execution, project documentation, and writing minutes.
  • Support the GER team members as necessary on the implementation of the GER project by, among others: developing TOR of activities and field works, preparing content development for GER reports, assisting in ensuring all GER activities delivered and meet the deadline.
  • Supporting communication with the GER stakeholders in liaison with multi-stakeholders at the sub-national level: government and non-government agencies
  • Share knowledge and expertise in one or more sectors under GER, stay abreast of ongoing discussions in the GER field in Indonesia, conduct research independently or in support of advisors, and share updates and insights with the GER internal team.
  • Support the GER Advisors in implementing activities across all outputs, including support to prepare, organize, facilitate events through contracting, event organizer liaison, preparation, collection of events materials, collecting inputs from team members, as well as reviewing relevant documents concerning the progress of the program.
  • Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside on the job description

Job Requirements

Qualifications

  • A bachelor’s degree (minimum) in one of the following fields: Environmental Economics, Development Studies, Public Policy, Sustainable Development, Environmental Science, Urban Planning, Political Science, or a related discipline. A Master’s degree is considered an asset.
  • Proficiency in Bahasa Indonesia and English, both written and spoken, is required;
  • At least 2 (two) years of relevant professional experience in international development, government policy, public sector consulting, or working with NGOs or donor-funded projects.
  • At least 2 (two) year of experience working in development project with tasks including coordination and maintain relationship with counterparts, event organizing, and social media management.
  • At least 2 (two) year of experience working in development project with tasks including coordination and maintain relationship with counterparts, event organizing, and social media management.
  • At least 2 (two) year of experience working with Government’s Affairs related to national state, provincial, or city/regencies’ officials.
  • Able to travel to cities/regencies in pilot provinces and have excellent knowledge about the desired locations.
  • Strong project management skills (proven experiences as project officer in handling events such as workshop/conferences)
  • Excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments.
  • Able to write articles, social media content, or other forms of communication products (e.g., press release or articles, talking points, minutes, both in English and Indonesia
  • Excellent oral and written communication skills, conveying messages to different audiences.
  • Experience supporting or conducting research or desk studies related to sustainability, green growth, economic modeling, or policy analysis.
  • Familiarity with GIZ processes, administrative procedures, and result-based project implementation is a strong asset.
  • Practical experience working with government agencies at national and sub-national levels, especially Bappenas, MoF, or provincial governments.
  • Exposure to or involvement in one or more of the following sectors: circular economy, green infrastructure, energy transition, forestry and land use, urban development, or labour and social inclusion.
  • Good user knowledge of ITC technologies (related software) and computer applications e.g., practical MS Office applications, presentation software.
  • Able to work under pressure and tight schedule.
  • Excellent written and oral knowledge of Bahasa Indonesia and English
  • Willingness to improve or acquire new skills as required by the tasks to be performed.
  • Focused and proactive working attitude.
  • Strong organizational competence with good communication and coordination skills.
  • Availability to follow the code of conduct of the organization.
