Job Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people’s living conditions on a sustainable basis.
Forest and Climate Protection project (FORCLIME) supports the Government of Indonesia in its endeavour to mitigate the effects of climate change through forestry sector reform, capacity development and implementation of best management practices for sustainable forest management and biodiversity conservation. Field-based activities are being supported in selected districts of the provinces of Papua, South Papua, Southwest Papua and Central Sulawesi (Lore Lindu Biosphere Reserve) to Reduce Emissions from Deforestation and Degradation (“REDD” activities) and develop a forest-based bioeconomy. FORCLIME is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Indonesian Ministry of Forestry as the Project Executing Agency.
Overall objective of FORCLIME is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia’s poor rural communities in Eastern Indonesia. To achieve this goal, the Project team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented “on the ground”.
GIZ is recruiting an Indonesian qualified candidate for the position of: Junior Sustainable Forest Management Advisor (SAP title: Forestry and Biodiversity Junior Advisor)
Core Tasks
In your role, you support the officer responsible for the commission in implementing the technical, content-related and organizational aspect of the commission. In consultation with your line manager, you collaborate on planning and steering tasks and on monitoring the activities and measures. You also respond promptly and competently to matters that fall within your assigned thematic area, where applicable in consultation with experienced specialists, and following consultation remain available to answer further enquiries.
You may be assigned individual tasks in connection with project administration and project implementation. You participate in the conceptual design of the project, in particular the modification or realignment of the project. You provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support strategy development.
In coordination with the country director and your line manager, you also use your contact for the acquisition of job orders on behalf of the company. Working with experienced specialists you resolve problems that arise in your area of responsibility based on existing rules and draw attention to more complex challenges in your team.
You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regards for all the legal, contractual, socio-political and corporate policy requirements and the instructions of your line manager and follow up the processing and completion of those tasks.
Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
In addition, you deal with all associated matters in your thematic area promptly and competently.
You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.
You perform the tasks assigned to you by your line manager, where required.
Main Activities
- Assist to implements of FORCLIME activities at sub-national level, conducting project planning, resource allocation, and the supervision of a diverse team of consultants, grantees, and interns, while ensuring adherence to GIZ policies and procedures.
- Provides technical support and directs strategic initiatives in Papua, with primary responsibility for developing and implementing comprehensive capacity building programs for Forest Management and Social Forestry.
- Support Advisors facilitate partners and work with communities in conservation areas to develop sustainable livelihood options that are compatible with conservation objectives.
- Support Advisors facilitate partners in market access and value chain development for NTFPs and Environmental Services, contributing to improved livelihoods through capacity building programs for forest farmer groups.
- Assist to develop and maintain strategic networking and partnerships with stakeholders (government, NGOs, academia, CSOs, international organizations, communities) in Papua, and representing FORCLIME in sub-national forums.
- Implement field observation and developing best practices. Supports knowledge management by creating and disseminating knowledge products (reports, guidelines, etc.) and documenting project activities through various media, contribute to FORCLIME and Resilient Cluster levels.
- Support Advisors on conducting field assessments, provides expert guidance to ensure program quality and compliance with output indicators, manages risks, and implements corrective measures. Contributes to project reporting, monitoring, and evaluation.
- Assist in implementing cross-strategic area manager activities at the sub-national level to achieve FORCLIME’s objectives. Ensures project implementation aligns with strategic plans, and the implementation of GIZ corporate strategy. Conducts regular field visits to monitor partner activities and supervise consultants, grantees, and interns. Performs other duties as assigned and assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)”
Job Requirements
Qualifications
- Minimum 1 year of professional experience in forestry/natural resource management and Social Forestry.
- A minimum of 1 years of professional experience in project management.
- Experience in Social Forestry, including community-based conservation approaches.
- Demonstrated experience in facilitates market access and value chain for NTFPs.
- Specific knowledge of Papua regions, including of special autonomy of Tanah Papua.
- Strong facilitation and communication skills, ability to work independently with limited resources and proficiency in English and Bahasa Indonesia.
- Willingness to travel extensively, and ability to work effectively in diverse cultural contexts, particularly in Papua region
